[ZMA2015-07] Per Table 5 on page 15 of the Code of Development (COD), Block 12 is permitted to have between 8-25 dwelling units, and Block 13 is permitted to have between 1-34 dwelling units. This proposal exceeds the maximum units permitted in both blocks. The plan proposes 27 and 69 units in Blocks 12 and 13, respectively. a. The block area of Blocks 12 and 13 are supposed to be 6.7 and 11.7 acres, respectively. Those figures are exclusive of the greenway areas required in each block. This information is in Table 5 on page 15 of the Code of Development. Required greenway acreages of each block are 3.2 acres (Block 12) and 1.4 acres (Blocks 13) per Table 2 on page 6 of the COD. Are the proposed acreages of each block listed on Sheet 1 supposed to represent the total block area, including the greenway areas? b. Note on Sheet 1 of the plans state that a variation has been submitted for this dwelling units increase. However, a variation request has not been submitted or received by staff. In order for the initial and preliminary to be approved, the variation must first be submitted for review. This needs to be submitted as a Special Exception application. c. Please be aware that the note on Sheet 1 states that "Variation #3" is proposed to adjust the dwelling unit increase in blocks 12 & 13. However, a variation #3 was already approved to adjust the dwelling units/densities permitted between Blocks 4 and 8. The next variation will be variation #4. d. Please be aware that if the variation request to amend the number of units in these blocks is not approved by the Board, the final site plan and plat must be revised so that the total number of dwelling units provided in each block complies with the COD. Comments to be address prior to final site plan/plat approval: 2. [14-419; 32.7.9.7] Lots 28 and 81-96 are double frontage lots. The plans show a 15' landscape buffer at the rear of the lots, but the ordinance requires a 20' buffer. This will need to be revised. a. Is the buffer intended to be subdivided off as a separate piece of land that will be owned and maintained by the HOA? Or will this be a private landscaping easement within each lot? b. If private easement, an instrument evidencing maintenance of all landscaping within the 20' buffer easement will need to be provided with the final plat. c. If private easement, please revise the callouts so that it states that it is a "private 20' landscaping easement" on the final site plan and final plat. 3. [32.5.2 (o) and ZMA201500007] Prior to final site plan approval, please be sure to update the Block Area Summary table on Sheet 3 so that all figures are accurate based on approvals for other blocks in Brookhill. Some of the figures may change since multiple site plans and plats are under review for other blocks. These may be approved prior to final site plan approval for Blocks 12 & 13. a. Please revise the table so that it states the acreages of each attribute that were approved on the plats/plans for Blocks 16, 17, 18 and Block 1 B. b. Update the drawing so that it states the applicable application numbers that have been approved for initial site plans and preliminary plats in blocks 16, 17, 18, and 1 B. c. Ensure that all parcel boundaries, owner names, TMP numbers, acreages, and recorded instrument numbers are added to the drawings for all parcels visible on the final site plan/final plat. 4. [32.5.2 (a)] Please update the proposed density note on Sheet 1. But it does not calculate the density per acre based on the block acreage and number of units proposed. 5. [32.5.2 (a)] Please amend the watershed note on Sheet 1 to state whether that is a water supply watershed. 6. [32.5.2 (a)] Prior to final site plan and plat approval, please revise the Existing Conditions and all other applicable drawings where adjacent properties are visible. The correct property lines, TMP numbers, acreages, and recorded instrument numbers should be stated. Multiple plats are currently under review which may change any of these attributes prior to final site plan/plat approval. 7. [32.5.2 (a)] Please add a note to Sheet 1 titled "Block Classification" with "Neighborhood Density Residential" as the block type for Blocks 12 & 13, as stipulated by the Brookhill Code of Development. 8. [32.5.2 (b)] Please state the maximum building footprint permitted (10,000 sq. ft.) on Sheet 1 in accordance with Table 2.3.2.3 on page 18 of the COD. 9. [32.5.2 (n)] Please label and call out the locations of the primary and secondary building entrances to the building in accordance with the Neighborhood Density Residential block regulations Section 2.2.3 (page 11) of the Code of Development. 10. [32.5.2 (a)] Block 13 proposes more than 30 units and exceeds 4 du/acre. The minimum recreation area and facilities specified in Section 4.16 of the Zoning Ordinance must be provided I this block. Add a note stating the sq.ft. of the tot lot, state the equipment that will be installed in the tot lot area, and provide construction details identifying the specific types of recreational equipment proposed within the tot lot. a. Specific equipment required within the tot lot can be found in Section 18-4.16.2.1 of the Zoning Ordinance. 11. [32.5.2 (k)] Please show the location of all proposed sewer and drainage easements. On the final plat/site plan, revised the labels so they state either "public" or "private" and the easement type and dimensions. 12. [32.5.2 (1)] On the final plat/site plan, please label all new utility easements as "public" or "private" and state the easement type and dimensions. 13. [32.5.2 (n)] Please state the proposed surface materials for all parking lots, travel ways, walkways, etc. in a label on the site plan drawings. 14. [32.5.2 (n)] Sheet 1 mentions that retaining walls are proposed. However, no retaining walls are shown. See Engineering comments for further information. a. Please be aware that Section 2.7 (page 23) of the COD requires retaining walls to be a maximum of 6' in height, with a maximum length of 600' unless approved to be longer by the Director of Community Development. Please label all proposed retaining wall heights and state the length for each retaining wall segment proposed. 15. [32.5.2 (e)] Please provide more details about the existing landscape features that will preserved as described in Section 18-32.7.9.4(c). State the general types of trees or shrubs that exist (e.g. deciduous trees, caliper range at breast height, etc.) and label these features on the existing conditions drawing and the landscaping plan. 16. [32.7.9] Please provide the individual canopy coverage and total canopy coverage proposed for each shrub type being provided in Blocks 12 & 13. A plant schedule will be needed on the landscaping plans stating the species name and common name of all landscaping proposed, caliper/height at time of installation, and individual and W W W.ALBEMARLE.ORG 401 McIntire Road, North Wing, I Charlottesville, VA 22902-4579 total canopy provided per species.. The canopy area for each species can be found on the Albemarle County Recommended Plants List and Albemarle County Plants Canopy Calculations tables. 17. [32.7.9.5, and 14-410, and 14-422] Please revise the landscaping plan so that more than one (1) type of street tree is provided. 18. [32.7.9.5] Street tree spacing in both blocks is irregular. Street trees are required to be planted 50 on center along each street. This is particularly evident in Block 12. Is there any way to revise utility layouts slightly so that trees can be spaced move evenly along the east side of Griffin Way and the north side of griffin Court? a. Provide a calculation stating the number of street trees required per street based on the length of each street in Blocks 12 and 13. State the number of street trees provided. b. Please see Engineering comments. Street trees must be a minimum of 5' from storm pipes. 19. [32.7.9.7] The final site plan must show all proposed landscaping within the 30' perimeter on the north side of Block 13. See Section 2.4.2 on page 19 of the COD for further information. All proposed landscaping within the buffer must be identified in the plant schedule mentioned in other landscaping comments. 20. [32.7.9.8 (a)] Please provide a calculation for the minimum tree canopy required and proposed in Blocks 12 and 13 based on the use type. The density in each block is less than 10 units per acre, and therefore a minimum of 20%tree canopy is required. a. Provide a calculation on the minimum tree canopy required in each block. State the proposed canopy in each block. b. Provide additional landscaping as necessary to achieve minimum canopy requirements. 21. [32.7.9.9] Please add a note to the Landscape plans stating, "All landscaping shall be installed by the first planting season following the issuance of the first certificate of occupancy within the development" 22. [32.7.9.9] Please add a note to the Landscape plans stating "All landscaping and screening shall be maintained in a healthy condition by the current owner or a property owners' association and replaced when necessary. Replacement material shall comply with the approved landscape plan." 23. [32.6.2 (h)] Please provide a signature panel with a line for each member of the Site Review Committee. A copy of the SRC signature panel template is attached. 24. [14-302 (A)(4) and 14-302 (A)(5)] Prior to final site plan approval, an easement plat application must be submitted, reviewed, approved, and recorded for all proposed public and private easements. 25. [14-311] Prior to final site plan and final plat approval, a Water Protection ordinance (WPO) plan must be approved. See Engineering Division comments for further information. 26. [14-317] An instrument evidencing maintenance of all required improvements that will not be owned or maintained by the County is required with the final. This includes private street and alley easements, sidewalk easements (if applicable), buffer easements, landscaping easements (if applicable), etc. 27. [4.17] Please provide a full lighting plan with the final site plan in compliance with Section 4.17 of the Zoning Ordinance. 28. [14-434] Prior to final plat approval for Blocks 12 and 13, streets serving and within each block must be built or bonded. The following comments will need to be addressed before approval: 1. WPO Plan must be submitted and approved before final site plan can be approved. 2. Road plan must be submitted and approved before final site plan can be approved. 3. Please provide a note on the existing conditions sheets that this plan is showing site improvements from plans that are approved but are not necessarily the current existing built conditions on site. 4. [Cover sheet] Topography should at least be field verified within the last year. The date on this plan says 2019. 5. [Cover sheet] The cover sheet references a phased plan. If this is to be built in phases, please show them on the plan. 6. Ensure the deed book and page is shown for all existing easements, etc. For example, the sanitary sewer and greenway. 7. The cover sheet mentioned proposed retaining walls, but they are not evident on the grading plan. Please clarify. 8. How will the replanted/reforested buffer be planted with 2:1 slopes? 9. Structure 56 appears to take some drainage from a change in land cover, not just a bypass from off site to a concentrated outfall. There is also increased flow near the outfall from a steep slope. It must follow 9VAC25-870-66, not just bypass. 10. Ensure county code for grading standards are met per 18-Sec. 4.3.3 - Grading standards. It appears a reverse slope bench or surface water diversion may be needed in some areas. 11. Ensure street trees are at least 5 ft from storm pipes. 12. Please tie grading into existing contours at least 5 ft from sensitive areas such as the greenway. 13. The proposed cul-de-sac at the southern end of Griffin Way appears to be too close to the Greenway for it to feasibly be built without any disturbance. There needs to be room to E&S controls, grading, etc. 14. Please show positive drainage away from all homes/structures for at least 10 ft. 15. The requested changes are more appropriate for the initial site plan but are listed here as reference, to avoid confusion, due to the combination submittal: 1) Provide a note of the required ISO fire flow calculation for the buildings 2) Indicate on the plan that an ACSW flow test is to be conducted as built to ensure adequate fire flow per calculation in comment # 1 3) Noted plan provides proposed locations of fire hydrants, need calculation from comment # 1 to detrmine appropriate spacing, which at a minimum is 500 feet and arranged so that no building is more than 250 feet from a hydrant. Intersection spacing does not appear to meet the requirements of RDM B(1)-22E2 (Spacing minimum distance between intersections). Minimum 200' spacing centerline to centerline is required. 2. Landscaping plants and trees adjacent to the sight distance triangle will need to be maintained in area between 2 and 7 feet above ground as a clear zone to preserve sight lines and accommodate pedestrians. The HOA will be responsible for the maintenance of sight lines. 3. Provide intersection sight distance profiles in the sight alignment. 4. Safety rail should be shown along sidewalks next to steep slopes. 5. Stubouts must be signed per the SSAR concerning potential/eventual street extension. 6. Eustis Ave. Stub to block 15 should have erosion control measures to prevent damage to future road bed. 7. Construction easements should be shown for the development of Block 15 stream crossing in case of sale. 8. Please include a note stating that VDOT will only maintain within drainage easements to the extent necessary to protect the roadway from flooding or damage. VirginiaDOT.org WE KEEP VIRGINIA MOVING 9. Show bike lane signage. 10. Show "No Parking" signage on all roads. 11. Please show all utility connections, laterals, meters, and valve locations. 12. Every effort should be made to reduce the private lateral connections for utilities across the R/W. 13. Provide drainage calculations. 14. Belford Drive cul-de-sac appears very flat and spot elevations will be required for positive drainage. 15. Proposed slope down to the back of sidewalk on Griffin Way cul-de-sac appears too steep. Sidewalk should be nearly flat so contour 420 is also the back of sidewalk. F behind sidewalk should be relatively flat to the proposed property line for future maintenance/repair. 16. Culverts with opening size 36 square feet or greater must be approved by the Culpeper District Structure & Bridge and Hydraulic Sections. Note that these structures require a Geotechnical report; please see Chapter 3 of the VDOT Manual of Instructions for those requirements. Geotechnical report and drainage calculations will be forward to Culpeper S&B upon receipt. 17. Outlet area of 6x6 culvert should address the existing sinuosity of the stream due to the potential for erosion during and after construction. 18. Approved road plans meeting SSAR, and in compliance with the VDOT Road Design Manual are required prior to plat approval. 19. Note that the final plan must show conformance with the VDOT Road Design Manual Appendices B(1) and F, as well as any other applicable standards, regulations or other requirements. 20. Please provide a comment response letter with each submission after the initial. 21. Due to the level of items noted in this review, these comments may not be exhaustive.
