RWSA has reviewed the initial site plan and preliminary plat for Victorian Heights as prepared by Collins
Engineering and dated 4/5/2021 and has the following comments:
General Comments:
RWSA is in discussions with the applicant regarding the acquisition of a permanent water line
easement along Woodburn Road for the future construction of a new 36" raw water main. The
proposed easement is shown on the plans on sheets 3 & 4 as "proposed RWSA utility
easement'. RWSA will continue to coordinate the details of this new easement with the
applicant.
Sheet No. 2:
1. Show and label the RWSA 3W water main (ductile iron) and 24" water main (cast iron), which
run parallel to the property line between TMP 45-68C2 & 45-68E. Please also show the 24"
interconnection between these two mains.
2. Show the two existing RWSA water valves located at an interconnection between these two
water mains.
3. Show and label the RWSA 12" water line (ductile iron) running parallel to Woodburn Road on
TMP 45-68C2.
4. Show and label existing ACSA water service lines near the frontage of 45-68E on Woodburn
Road.
S. Remove temporary construction easement (DB 1439, P 196), as this is no longer in effect.
Sheet No. 3:
1. RWSA is concerned about the proximity of units in buildings 2, 3, and 6 to the existing 24" and
30" finished water lines. Additional review is needed, but RWSA may request additional
easements to allow a larger buffer between these critical water mains and the proposed new
building units.
2. No street trees will be permitted within existing or proposed RWSA water easements. A list of
permissible plantings in utility easements can be provided for review by request.
Sheet No. 4:
1. Show and label the RWSA 30" water main (ductile iron), 24" water main (cast iron), and the 24"
interconnection between the two mains.
2. Show the two RWSA water valves located at the interconnection.
3. Show and label the RWSA 12" water line (ductile iron) running parallel to Woodburn Road on
TMP 45-68C2.
4. Show and label existing ACSA water service lines near the frontage of 45-68E on Woodburn
Road.
5. See comment No. 1 on Sheet No. 3, above, regarding the potential need for additional
easement.
6. There is extensive fill proposed along Berkmar Drive, which may impact the RWSA 24" and 30"
water mains. Test pits may be required to determine the current depth of both water mains and
whether this grading may negatively impact the RWSA water mains.
7. A minimum of 18" of vertical separation will be required at all utility crossings with the RWSA
water mains. Test pits may be required to ensure adequate separation.
8. Per VDH Waterworks Regulations, all sanitary sewer lines that cross RWSA finished water mains
shall be constructed of ductile iron pipe. Each pipe segment crossing the water mains shall be
spaced evenly over the water main to maximize the distance between the water main and a
sewer line joint.
9. Please show and call out all proposed water connections to RWSA mains.
