The County of Albemarle Planning Division will grant or recommend approval of the plat referenced above once the
following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the
Subdivision/Zoning Ordinances unless otherwise specified.]
[14-302 (A)(3)] Please revise the instrument number for the Dunlora Drive ROW. Staff review of previously
recorded plats finds that ROW was dedicated with DB 4967 page 133, not DB 4697 page 133. Please verify and
revise the label if necessary.
2. [14-302 (A)(4) and 14-317] Instrument evidencing maintenance of certain improvements. Prior to approval of
the final plat application, submit maintenance agreement ensuring the perpetual maintenance of all
improvements that will be privately owned/maintained by the HOA. This includes the open space areas, the
private alley, private easements, and any other improvements that are to be maintained by the HOA in perpetuity.
County Attorney approval is required prior to final plat approval.
3. [14-302 (A)(5)] This final plat is proposing to create the new residential parcels in Dunlora Park Phase II and all
proposed easements that will serve this phase. There is currently a major site plan amendment, SDP202100023,
under review for this phase of the project. In order for the major amendment to be approved, all proposed public
easements must be platted and recorded, and then the major amendment must be updated to state the recorded
instrument numbers of all new easements.
a. [14-302 (A)(5) and 14-426] On Sheet 2, please revise the label for the proposed public drainage
easement so that is states "dedicated to public use."
b. [14-302 (A)(14) and 14-426] Please add a note to Sheet 1 stating the acreage of the proposed public
drainage easement and state that it is hereby dedicated to public use.
c. [14-426, 14-431, and 14-433] All proposed public easements must include a deed of dedication that will
be recorded with the plat. Engineering staff will prepare the deeds for the proposed public drainage
easements and this will be sent to the applicant at a further date.
d. [14-203 (D)] Since this is a combined final subdivision plat (creating new lots) and easement plat that
requires deeds, a few of $817.00 must be submitted prior to final plat approval.
4. [14-302 (B)(5)] Regarding Note #5 on Sheet 1 — further information is needed regarding location of Managed
and Preserved Steep Slopes. Per the plat recorded in DB 4967, page 133, determinations were made as to the
locations of both slope types exist within this phase of the project. Note #5 on Sheet 1 does not state where
these slopes will be located after the subdivision of lots 29-34 occurs. For example, will any of the residential lots
contain areas of managed and/or Preserved Steep Slopes, or will those slopes be located entirely within the new
open space parcel?
a. Pending completion of Engineering Division review, further comments may be forthcoming on this matter.
5. [14-316] Please see attached VDOT comments regarding the alley entrance onto Varick Street. VDOT must grant
approval to the alley entrance onto Varick Street prior to final plat approval.

6. [14-410 (D)] Alleys must be a minimum of 20' wide unless the county engineer determines that the proposed
design incorporates features that assure public safety and welfare. Pending completion of Engineering Division
review, the alley may need to be widened in order to comply with minimum design requirements of Section 14-
410.
7. [14-404, 14-435] The private alley is the single point of access for lots 29-34. Prior to final subdivision plat
approval, the private alley shall be built or bonded.
8. [General Comment] Please see attached Fire Rescue comments. There are several emergency access
requirements that must be met prior to approval of either the final plat or the major site plan amendment. The
details specified by Fire Rescue staff have been under review as part of the major site plan amendment review,
SDP202100023, that is currently underway. The final plat will not be approved until all Fire Rescue comments have
been addressed.

No Objection to Plat/Special Use PennitlZoning Map Amendment, however, though not necessary to directly address at this
stage but to help in planning future steps of this project here are some points of concern for ACFR and apply as appropriate in
reviewing projects:
1) To accommodate emergency/fire vehicle access, emergency vehicle access road(s)/route(s) are required
2) Fire apparatus access roads shall extend to within 150 feet (45 720 mm) of all portions of the facility and all portions of the
exterior walls of the first story of the buildings as measured by an approved route around the exterior of the buildings or facility.
Achieving this appears dependant on if some of the lots provide for main access off Rio Road or not
3) An emergency/fire vehicle access road/route needs to provide a suitable surface to sustain the weight of emergency
apparatus weighing up to 85,000 lbs.
4) An emergency/fire vehicle access road/route needs to provide an unobstructed travel way width of 20 ft. if
buildings/structures are under 30 feet tall and 26 ft. if buildings/structures are over 30 feet tall
5) Emergency/fire vehicle access roads need to be clear of overhead obstructions at 13 ft 6 in. and below
6) To accommodate fire apparatus, turn radii serving fire apparatus access must be a minimum of 25 ft.
7) To ensure that parking does not obstruct the emergency apparatus travel way as described above, no parking signs are
required in appropriate areas
8) Any dead-end longer than 150 ft requires an approved turn around for emergency apparatus
9) Road grade cannot exceed 10 %
10) Provide a note of the required ISO fire calculation for the buildings
11) If within the ACSW service area, indicate on the plan the latest ACSW flow test to ensure adequate fire flow per calculation
in comment # 6
12) If within the ACSW service area, provide the locations of required fire hydrants as determined by calculations in # 6 with
spacing in accordance with the required fire flow calculation (minimum of 500 feet and arranged so that no building is more
than 250 feet from a hydrant)

Dear Mr. Langille:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plat as prepared by Roudabush, Gale, & Assoc.,
dated 26 April 2021, and offers the following comments:
1. The Department provided comments for the site plan amendment SDP-2021-00023 for
this project on 16 April 2021. According to Comment 1, approving this plat will make the
entrance off Varick St will be a commercial entrance, as defined by Section 4, Appendix
F of the Road Design Manual.
This plat is generally acceptable. If further information is desired, please contact Doug McAvoy
Jr. at (540) 718-6113.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.
