(craig.kotarski@timmons.com) From: Cameron Langille — Principal Planner Division: Planning Services Date: March 5, 2021 First Revision: June 9, 2021 Subject: SDP202100011— Boys & Girls Club Driver's Ed — Final Site Plan The Planner for the Planning Services Division of the Albemarle County Department Community Development will recommend approval of the plan referred to above when the following items have been satisfactorily addressed. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] Applicable Comments from Initial Site Plan Action Letter (December 23, 2020): 1. [4.2, 4.2.3, 4.2.5, 33.44] The current design relies on critical slope disturbance throughout the site. Prior to final site plan approval, the Board of Supervisors shall act on this special exception to permit the disturbance requested. a. An Application for a Special Exception will need to be submitted during review of or with the final site plan application. The Special Exception request will need to identify how the request is consistent with at least one of the findings identified in Section 4.2.5 (a)(3). First submittal: Per applicant correspondence. a Special Exception application will be submitted for review to allow the critical slope disturbance. This application has not yet been filed as of 3/4/2021. Rev. 1: SE202100012 request approved by BOS on May 5, 2021. Please add a note to Sheet 1 stating that a Critical Slopes Disturbance Waiver, SE202100012, approved with conditions by the Albemarle County Board of Supervisors on May 5, 2021. Please add the attached SE202100012 resolution as a detail somewhere on the plans. In the note on Sheet 1, reference the sheet number where the resolution is added on the site plan drawings. 2. [32.5.2 (d) & 32.5.2 (r)] The existing conditions drawings contain a legend that contains a symbology type used to identify areas of critical slopes. However, the symbology is not used in all areas that contain critical slopes, per Albemarle County GIS. The existing conditions, site layout, grading, and landscaping drawings will all need to identify areas of critical slopes using symbology and callouts/labels prior to final site plan approval. First submittal: Comment addressed. 3. [32.5.2(e)] Landscape features. Identify the types and sizes of the existing landscape features as described in section 32.7.9.4(c). First submittal: Comment addressed. 4. [32.5.2(e)] Landscape features. On all plan view sheets provide labels identifying whether the existing wooded areas are composed of evergreen, deciduous or a mix of types of trees. First submittal: comment addressed. 5. [32.5.2(i)] Please indicate whether the site is located within the watershed of a public water supply reservoir. First submittal: Comment addressed. 6. [32.5.2(i)] Please state the width of Lambs Lane. First submittal: Comment addressed. 7. [32.5.2(m)] Ingress and egress. Show the distance to the centerline of the nearest existing street intersection from the propped ingress and egress. First submittal: Comment addressed. 8. [32.5.2(1)] Depict, label, and dimension all utility easements. First submittal: Comment addressed. 9. [32.5.2 (k)] Please show all proposed water, sewer, drainage, and stormwater easements on the final site plan and state the easement type and width. a. Prior to final site plan approval, an Easement Plat Application must be submitted, reviewed, and recorded. Once recorded, the final site plan will need to be updated so that all new easement labels indicate the recorded instrument number of the plat (deed book and page). First submittal: Comment stands. Per applicant correspondence, an easement plat application will be submitted in order to create all new easements. Once the easement plat is approved and recorded, please update all easement labels so that they state "existing" and the easement type/width and include the instrument number of the recorded plat that created the easements. Rev. 1: SUB202100095 has been submitted for review. Once the easement plat is recorded, please update all easement labels so that they state "existing" and the easement type/width and include the instrument number of the recorded plat that created the easements. 10. [32.5.2(1)] Provide the location and width of any existing or proposed utilities and utility easements including telephone, cable, electric and gas. Indicate the deed book and page reference for all exiting utility easements located on the property. First submittal: Comment addressed. 11. [32.5.26)] Provide the deed book and page references for all existing water, sewer, wastewater, or storm drainage systems easements that are located on the property. First submittal: Comment addressed. 12. [32.5.2 (n)] Indicate the surface materials of the following improvements: a. Outdoor courts. First submittal: Comment addressed. b. Outdoor fields. First submittal: Comment addressed. 13. [32.5.2 (n)] Please provide a construction detail for the proposed dumpster enclosure. The detail needs to be plan and profile view and indicate the types and dimensions of all construction materials used for the enclosure. First submittal: Comment addressed. 14. [32.5.2 (n) and 4.12.191 Please show dimensions for the dumpster pad. Please be aware that dumpster pads must be concrete, and the pad must extend a minimum of 8' beyond the front of the dumpster. First submittal: Comment addressed. 15. 132.5.2 (n)] Please label the proposed drop off aisle along Lambs Lane. First submittal: Comment addressed. 16. [32.6] The final site plan will need to demonstrate compliance with all applicable requirements of Section 32.6 prior to approval. First submittal: See comments under "New Comments Final Site Plan" below. Rev. 1: Comments addressed, see below. 17. 132.5.2(p), 32.7.2.11 The proposed entrances shall be designed and constructed as required by the standards of the Virginia Department of Transportation. VDOT approval of the proposed entrances to the site shall be required prior to final site plan approval. First submittal: Comment addressed, see attached VDOT comment letter. 18. [32.5.2(n)] Any proposed outdoor lighting must be shown on the site plan. A photometric plan and lighting cut sheets must be provided with the final site plan. Proposed lighting must comply with requirements of Sections 32.7.8 & Section 4.17 of the Zoning Ordinance. In addition to meeting all lighting requirements a standard lighting note will be required. First submittal: See comments under "New Comments Final Site Plan" below. 2 Rev. 1: Comments addressed, see below. 19. [32.7.91 Please provide a landscaping plan that complies with all requirements of Section 32.7.9 on the final site plan. This includes the following: a. [32.7.9.4 (c)] Existing landscape features as described in this Code section. First submittal: Please provide a completed signed copy of the Conservation Plan Checklist as an exhibit on the Landscape Plans. Rev. 1: Comment addressed. b. 132.7.9.51 Street trees 50 feet on center along Lambs Lane. First submittal: Comment addressed. c. [32.7.9.51 Shrubs along Lambs Lane in front of the parking area next to the proposed building. First submittal: Comment addressed. d. [32.7.9.61 Minimum 5% of overall parking area landscaping, including one tree per every 10 parking spaces proposed. Please provide a calculation on the landscaping plan identifying the percentage and sq. ft. of required and proposed parking area landscaping. Site area is calculated as described in Section 32.7.9.8 (c). Please provide a calculation on the landscaping plan identifying the percentage and sq. ft. of required and proposed canopy area. First submittal: Regarding Note #1 under Tree Canopy Requirements on Sheet L1.2, switching landscaping species based on budget from what is show on the approved landscaping plan is not permitted without approval of a site plan amendment, as staff must verify that all landscaping installed complies with Zoning Ordinance requirements. First submittal: Comment addressed. g. Canopy areas for specific tree and shrub species can be obtained from the Plant Canopy Calculations table. First submittal: The Master Plant Schedule on Sheet L1.2 does not include canopy figures for all proposed shrubs. Please update the chart so that it includes the canopy SF column for each species, and the canopy total column for each shrub species. Additionally, the chart does not include a minimum height at time of installation for proposed shrubs. Per Section 32.7.9.7 (c), shrubs must be installed at a minimum of 18" height. Rev. 1: Comment addressed. The canopy figures provided for canopy trees and understory trees do not match the figures from the Plan Canopy Calculations chart. Please update the caliper of each tree provided, and update the individual and total canopy provided for each tree species. Rev. 1: Comment addressed. New Comments Final Site Plan: 20. [4.17] Albemarle County requires a Light Loss Factor (LLF) of 1.0 to be used on photometric plans. Currently, the luminaire schedule on Sheet ES LO uses an LLF of 0.81. Please recalculate the footcandle output of all outdoor luminaries using 1.0 LLF and revise the footcandles shown as necessary. Rev. 1: Comment addressed. 21. [4.17] Please revise Sheet ESLO so that all outdoor luminaries are labeled with the acronyms used in the Luminaire Schedule. Rev. 1: Comment addressed. 22. [4.17.4 (b)(1)] Please add a note to the lighting plans stating "The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half foot 3 candle." [4.17.4 (a)(2)] Please add a note to the lighting plans stating "Each outdoor luminaire equipped with a lamp that emits 3,000 or more maximum lumens must be a full cutoff luminaire and must be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. C5.1: Label underground detention systems in plan /profile view, to correlate or distinguish systems from one another. (FSP) Addressed. 3. C7.0: a. Str. 106, 15" basin /vertical structure is proposed with 24" DIA upstream /downstream pipes. Confirm this riser /pipe diameter combination works. (ESP) NA, per comment 3b. b. MH wherever they exist within public drainage easement, i.e., receive runoff from a public road or are located downstream of a SWM facility (detention, for example, Str. 106, for example). VDOT MH structures with VDOT Std. grates appear a more cost -balanced approach, in the long term. Nyloplast risers are likely less durable for systems with pipe diameter in the 18"-24" DIA range. Patrons /guests may congregate /stand on the walk to watch events. Immediate proximity of passing cars with no separation, and of vehicles reversing from spaces, and an uncertain mix of young drivers -youthful spectators/club patrons (often distracted) at this location, gives pause. Recommend provide a barrier. (FSP) Withdrawn. Applicant: `Sidewalk width has been increased to 6 feet in order to provide more walking space and separation from the drive aisle.' 8. C4.2: Engineering expresses reservation with crosswalk proposed at an angle since detectable surface may misdirect visually -impaired pedestrians to a curb, or parking space rather than to a CG-12 receiving ramp. (FSP) Addressed. 9. C4.2 C5.1: Revise CG-2 to CG-6 where runoff concentrates against curb, for example, drop-off lane that connects with Lambs Lane in front of the building (FSP) Addressed. 10. C5.0: With WPO, provide additional details for discharge from pipe 301. Ultimate discharge from this portion of site is unclear. Also, revise storm pipe profile, C7.1 at this location to clarify whether pipe 301 discharges above or below grade. Any existing storm system element/s relied upon for this development must be evaluated for fitness and capacity to limits of analysis, including, at a minimum, visual check on integrity and condition of any existing pipes. Also, recommend coordinate pump station /4" force main (FM) design (from new development to point of connection with existing FM) with ACSA/RWSA. (Rev. 1) Withdrawn. Applicant response (letter d. May 5, 2021): `VDH does not have jurisdiction over the wastewater pump station, it's regulated by DEQ. However, repair/replacement projects where the capacity and/or function is not changed do not require a Certificate to Construct from DEQ. This project includes replacement of an existing wastewater pump station. It was designed in accordance with SCAT Regulations and meets Class I reliability requirements. The pump station and force main will be privately owned and maintained by ACPS, but as a courtesy we have notified ACSA/RW SA of this project.' The revision attached with this email shows the moving of the FDC as a freestanding system to the location of the hydrant at the entrance, addresses the 100 ft max. requirement of hydrant to FDC and the requirement in code for a hydrant every 500 ft and arranged so no building is more than 250 ft from a hydrant (the presence of a sprinkler system is a factor also in this analysis). The hydrant serves this building and meets requirements, however a location of both hydrant and FDC that more positively impacts fireground operations in an emergency, would be where the original building mounted FDC would have been with the hydrant near it or, keeping the proposed FDC/hydrant location at the entrance as on the PDF attached to the original email in this discussion by the applicant with ACSW, placing an additional hydrant towards the other end of the building is tactically helpful. As stated this is a preference and the proposal on the attached PDF (on the original email in the discussion between the applicant and ACSW satisfies code requirements for fire rescue's review. The second valve before the reducer should be removed. Updated in attached drawing. The blow off assembly should have its own tap off the 6" main going to the meter. Updated in attached drawing — please let us know if this is the configuration you had in mind. Confirm if DEQ has reviewed the PS upgrades. DEQ does not review pump station plans. The design professional is responsible for meeting the Sewage Collection and Treatment Regulations. Further, this is a pump station replacement project where the capacity and function are not changing so a Certificate to Construct and a Certificate to Operate are not required by DEQ. Fire Rescue should confirm if a fire hydrant will be needed closer to the building. Fire Rescue has stated that they have no further objections to this plan.
