As stated in the report, 75 parking spaces are determined to be adequate to the serve phase I improvements for Biscuit Run Park. This memo requests approval of 75 parking spaces for phase one of the park's development. Additional parking would likely be required in the future as the park continues to be developed. The County of Albemarle has entered a 99-year property lease agreement with the Commonwealth of Virginia Department of Conservation and Recreation to enable the property to be developed as a County Park. A park Master Plan was prepared by Anhold Associates and Woolley Engineering and was adopted by the County Board of Supervisors. The combination of parcels encompassing the park totals 1194.78 acres and is zoned Rural Areas (RA). The Biscuit Run Park Master Plan (attached) depicts the site location of the nearly 1,200-acre property. The master plan has been included in this report to illustrate the proposed full build out of the Park. The Park will likely be brought on-line in phased development. The first phase of the Park will be focused on providing trail access within the Park, with a proposed new roadway intersection off of U.S. Route 20 (Scottsville Road), and the addition of a proposed new parking lot. Phase one is expected to be completed in 2022. There are several existing water courses that make portions of the property inaccessible from every direction in its current state. Phase one improvements would enable visitors to enter the park properties from the south. There are no bridges or stream crossings proposed with phase one development. Due to the locations of these streams, approximately 546 acres of the park will be accessible to the public with proposed phase one of the park improvements (exhibit attached). The current site plan proposes 75 parking spaces for phase one improvements of Biscuit Run Park (layout plan attached). Phase one of development proposes to construct a roadway entrance, paved parking lot, a vault toilet facility, trail heads, and open space for use by the general public. The number of proposed spaces on the current plan was derived based on discussions and feedback WOOLLEY ENGINEERING 210 5th Street NE (434) 973-0045 Charlottesville, Virginia 22902 WOOLLEY ENGINEERING from the Albemarle County Parks & Recreation Department about the number of parking spaces serving other similar County parks. The Albemarle County Code Chapter 18, Section 4.12.6 states that for public recreation uses ... the number of proposed spaces shall be shown on a parking study. The number of required spaces shall be determined by the zoning administrator. In making the determination, the zoning administrator shall consider the recommendations in the parking study, traffic generation figures either known to the industry or estimated by the Institute of Transportation Engineers, peak parking demands, and other relevant information. The County Code lists seven (7) data points that shall be included in a parking study. The following data has been tabulated below for each of the seven sections: 1. Number of off-street parking spaces required by Code Section 4.12.6 The Code recommends for each recreation use not specified explicitly in the Code that you provide, one parking space per 125 square feet (sfi of useable recreation area. • Usable recreation area for phase one 0 6,680 sf paved paths 0 14,436 sf unpaved paths 0 5,004 sf of lawn o Total = 26,300 sf Given the above tabulation of 26,300 sf of useable recreation area, the Code suggests parking spaces as recommended by section 4.12.6 totals 211 parking spaces (26,300 sf usable recreation area / 125 = 210.4 = 211 parking spaces). 2. Trip generation rates expected for the uses within the existing and proposed development The following trip generation rates were determined using the Institute of Transportation Engineers (ITE) Parking Generation, 10`h edition. The rates were applied to the total acreage of the park property in order to calculate trip ends. The trip ends were calculated based on use of phase one of the park and for the entire park property. We do not anticipate the following trip ends at the outset of the park's opening due to a large portion of the park property not being accessible with only the improvements proposed with phase one. Based on trip generation of the park's ultimate potential, there will be a time when more than 75 total parking spaces will be required. 4. Data pertaining to a similar use or uses and the associated parking needs Preddy Creek Trail Park is the most similar use in Albemarle County. Preddy Creek Trail Park has 16 miles of trails on 571 acres of land, a restroom facility, and 39 paved parking spaces (including 2 HC spaces). The parking spaces were counted using County GIS Map Imagery. Preddy Creek Trail Park provides I parking space per 14.64 acres of land (571 acres / 39 parking spaces). If we apply that same ratio to the trails component of Biscuit Run Park, that would yield a need for 82 parking spaces (1194.783 acres / 14.64 acres/space = 81.6 spaces) at full build -out. This same ratio applied to the first phase of the park yields a need for (546 acres / 14.64 acres/space = 37.3 parking spaces) 38 parking spaces. Phase one improvements do not allow for the full use of the entire park property and provide only trail access. The limited accessibility of park land in the first phase of Biscuit Run Park allows for a favorable comparison to Preddy Creek Trail Park. Based on this information, the County Parks & Recreation Department feels that 75 parking spaces should be adequate to serve the early use of the park property. 3 WOOLLEY ENGINEERING 5. The developer's plan to provide alternative solutions to off-street parking on the lot At this time there are no alternative solutions to off-street parking. Later phases of the park expansion would include additional parking bays. 6. The developer's plan to provide incentives for employees to use transportation modes other than single -occupancy motor vehicles Phase one of the Biscuit Run Park project does not anticipate having regular employees for the park. The park land will be maintained by the Albemarle County Department of Parks and Recreation. 7. An amended site plan, or if no site plan exists, a schematic drawing, demonstrating that the number of off-street parking spaces required by section 4.12.6 can be established on the lot, and showing which spaces would not be established if the modification is granted. The approved park master plan illustrates that additional parking areas will be brought on-line as the park continues to be developed. Our parking study suggests that 75 parking spaces are adequate to serve phase one improvements, primarily based upon data point 44 above. We do anticipate that full build -out of the trails network would likely overtax this phase of provided parking, and that additional parking should be assumed necessary in the future. We request that you evaluate this study and provide the County's official determination on the number of required parking spaces for phase one of the Biscuit Run Park development.
