Subject: SUB202100076 PID 101-27 Subdivision Plat —Final
The County of Albemarle Planning Division will recommend approval of the plat referenced above once the following
comments, and those provided by other Site Review Committee, SRC, members, have been satisfactorily addressed. The
following comments are those that have been identified at this time. Additional comments or conditions may be added or
eliminated based on further review. [Each comment is preceded by the applicable reference to the Albemarle County Code.]
1. [14-302(A)(10)] Development rights. Provide a note on the plat to identify the number of development rights assigned to
each new lot. The plat must also contain the following note: "Parcel [letter or number] is assigned [number] development
rights and may/may not be further divided and when further divided these rights shall not comprise more than [number]
acres. The residue of Tax Map/Parcel [numbers] is retaining [number] development rights and when further divided it shall
not consist of more than [number] acres." More information regarding development rights can be found at the following

2. [ 14-308.1 ] Groundwater assessment and fee. The proposed subdivision requires a Tier 2 groundwater study and fee. The fee
for this study is $355.00. The fee can be paid through the following website:

Please email me a copy of the receipt of payment.
3. [ 14-309, 14-310] Soil reports. Please submit the results of percolation tests or other methods of soil evaluation used to
determine the suitability of the soil for subsurface drainfields. These results will be forwarded to the Virginia Department of
Health (VDH) for their review/approval.
4. [14-416, 14-310] Private wells. Please note, Health Director approval will also be needed for any individual private wells
proposed on the property.
5. [ 14-312] Location of existing buildings. If an existing building is located within 50 feet of a proposed lot line, locate the
building on the plat map and provide a measurement between the nearest building edge and the proposed lot line.
6. [14-302(A)(9)] Building site. Provide the following note on the plat: "Lot 1 and Lot 2 each contain a building site that
complies with Section 4.2.1 of the Albemarle County Zoning Ordinance."
7. [14-302(B)(5)] Overlay districts. Include in Note 3 that TMP 101-27 is subject to the Entrance Corridor overlay district.
8. [General Comment] Parcel reference. Please revise plat labels and notes to identify parcels with the prefix "TMP" instead of
"PID". Albemarle County Code identifies parcels as Tax Map Parcels, TMP.
9. [ 14-302(B)(8)] Yards. Amend the setback lines on the plat to identify and show a front setback for each proposed lot.
10. [14-303(H), 14-421] Monuments. Identify all property comers on the plat map with a symbol or label.
11. [14-302(A)(3)] Existing street. In the label for Terrell Forest Lane, identify whether this street is a public or private. (Note:
The minimum amount of frontage required for new parcels is dependent on whether said parcels front on an existing public
or private street. This information is needed to confirm that the required lot frontage is being sufficiently provided.)
12. [14-302(A)(7)] Departing lot lines. On the plat map, label TMP 101-38 and show its departing lot line from the subject
property.
13. [General Comment] Remove Notes 9 and 14 from the plat. These notes are duplicative and also not necessary. Terrell Forest
Lane has already been established and approved. The note is typically only provided when new private roads are being
proposed.
14. [General Comment] Duplicative notes. Please update the plat to remove additional duplicative notes.

15. [General Comment] Dwellings per parcel. Please be aware that Albemarle County Code only allows for one dwelling unit
per parcel. The ordinance defines "dwelling unit' as "a single unit providing complete, independent livingfacilitiesfor one
(I) or more persons, and which has permanent provisions for living, sleeping, eating, cooking and sanitation." (Note: If
proposed Lot 1 contains two dwelling units meeting this definition, that Lot will need to be assigned at least 2 of the
available development rights in order to be able to comply with the County Code.)
16. [14-302(B)(1)] Resubmission. Reminder that revised plats must include the original date of drawing and the revision date(s)
of each subsequent version of the plat.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Commonwealth Land
Surveying, LLC, dated 12 April 2021, and find it to be generally acceptable.

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
