Dear Ms. Saternye,
On behalf of Airport Plaza, LLC we offer the following responses to comments dated
March 121h, 2021. Responses are in bold italic text below each comment.
Planning — Poty Saternye
1. (Original Comment 2.) A site plan meeting all the requirements of section 32.6 of
Chapter 18 of the Code. Rev. 1: Comment not yet fully addressed.

2. (3.) General information. Revise the following:
a. (i.) This site plan is based upon a boundary line adjustment. Therefore,
address the following:
(a.) A boundary line adjustment plat must be submitted (separate
application, fee and submission) and approved prior to the approval of
the final site plan. Rev. 1: Comment not yet addressed. Submit a
boundary line adjustment plat (separate application & fee) for review
and approved prior to the approval of the final site plan.
(e.) Rev. 2 [NEW COMMENT]: Revise the existing conditions sheet to
label each property line that is to be vacated as "To Be Vacated".
Ensure that the easement plat and the site plan are consistent.
The existing conditions sheet has been revised to specifically label each
property line to be vacated. This has been coordinated with the plat. See
revised sheet C1.0.

3. (6.) Existing sewer and drainage facilities; Private & public easements; Existing
and proposed utilities. Address the following:

(h.) Rev. 1 [New Comment]: Revise the labels in the site plan, for all
"proposed easements", to include the Deed Book and Page number for all
newly recorded easement plats prior to final site plan approval. Also, revise
the labels to say "New" instead of "Proposed". Rev. 2: Comment not yet
addressed. Address the following:
i. 0.) Comment response letter states this will be addressed after plat is
approved, which is appropriate. However, the lines can be added to
the labels ahead of time so that wording and location can be reviewed
and confirmed. "DB PG " (with blanks/underlines in place of
the numbers) is usually added at this stage.
ii. (i.) The temporary construction easement and access easement have
already been recorded (and submitted). Therefore, that information is
already available and should be added.
All newly recorded easements are now shown to coordinate with the approved
plat, along with their deed book/page numbers. See revised sheet C4.0.

e. (k.) Rev. 2 [NEW COMMENTI: Revise the existing conditions sheet to label
each easement that is to be vacated as `To Be Vacated". Also, ensure all
easements to be vacated are no longer shown on the proposed sheets.
As shown on the approved plat, existing easements are no longer being
vacated. Therefore, no "To Be Vacated" labels have been added to any
easements on the existing conditions sheet (0.0). The existing easements to
remain also appear on proposed sheets C4.0, C5.0, and C6.0.
4. (7.) Ingress and egress; Streets, easements and travelways. Address the
following:
a. (f.) Rev. 1 [New Comment]: Revise the labels in the site plan, for all
"proposed easements", to include the Deed Book and Page number for all
newly recorded easement plats prior to final site plan approval. Also, revise
the labels to say "New" instead of "Proposed. Rev. 2: Comment not vet
addressed. The access easement has already been recorded (and submitted).
Therefore, that information is already available and should be added.
All new easement labels, including for the access easement have been revised
to say "new" in place of "proposed" and now show the Deed Book and Page
Number associated with recordation. See revised sheet C4.0.
5. (8.) Existing and proposed improvements. Address the following:
a. (g.) Show all street/accessway signage on the plan, ensure it is shown on the
layout and landscaping sheets, and ensure there are no conflicts with
landscaping. FINAL: Comment not yet fully addressed. Please get any
clarification on required signs from engineering. In reference to this
comment, show all existing and proposed signs in the Landscape Plan sheet
and ensure that there are not conflicts between the signage and the
landscaping. Rev.1: Comment not yet addressed. Address comment.
Comment response letter said this would be addressed after ARB approval.
Show all street/accessway signage on the plan, ensure it is shown on the
layout and landscaping sheets, and ensure there are no conflicts with
landscaping. Rev. 2: Please clarify, will there be no stop signs placed at either
entrance. If stop signs will be located at the entrances, they should be shown
on the site plan and all conflicts avoided.
Since these are entrances (not intersecting streets), there will be no stop signs
placed at either entrance.

b. (h.) Rev. 2 [NEW COMMENTI: Please remove the monument sign, and the
landscaping directly related to it, from the site plan. This comment was
directed towards traffic signage although that may not have been clear.
Monument signs, and business signs on the building, are approved in a
separate process and should not be shown on this site plan.
The monument sign and associated landscaping has been removed from the
site plan as requested. The location will be permitted separately, as required.
6. (9.) Landscape plan. A landscape plan is required in the final site plan that
complies with section 32.7.9. A landscape plan was submitted but requires
additional information for the final site plan. Such information should include,
but is not limited to, the following:
a. (g.) Include in the site plan a filled out, signed, and dated conservation
checklist. FINAL: Comment not yet fully addressed. Ensure that the owner of
the site also signs the Conservation Checklist. Rev. 1: Comment not yet fully
addressed. Once the ownership has transferred ensure that the owner of
the site also signs the Conservation Checklist in the appropriate location.
Rev. 2: Comment not vet addressed. Address the comment once ownership
has changed.
The conservation checklist has been updated to reflect the new ownership. See
revised sheet C8.1.
(13.) [Comment] See the SRC comments from most of the reviewers attached. All
SRC reviewer comments must be sufficiently address prior to final site plan
approval. FINAL: Comment not yet fully addressed. See the comments from most
of the reviewers attached. ARB comments are still pending (see below). All
reviewer comments must be sufficiently address prior to final site plan approval.
Rev.1: Comment not yet fully addressed. Fire Rescue, Inspections and RWSA
have no objections. See attached comments from Engineering, VDOT, and ACSA.

8. (1.) Revise the shrubs along Airport Road and Rt. 29 to species that are available
with a taller height at time of planting to more fully screen the air machines and GRADE
vacuum station and specify those taller planting heights.
The shrubs screening the air and vacuum machines have been revised to be CIVIL ENGINEERING

9. (2.) Revise the color of the air machine and vacuum station equipment to one
that is recessive; i.e., one that will reduce visibility and blend with the
surroundings.
The color of the air and vacuum machine equipment has been revised to be a
recessive finish. See revised architectural plans.
Engineering — David James
10. (1.) The VSMP plan will need approval prior to FSP approval. (Rev.1/2) Comment
still valid.
Acknowledged. VSMP plan is now approved.
11. (2.) Record plat for SWIM facility easements, Access, Temporary Construction,
Forest/Open Space, Drainage easements needed prior to FSP approval. Rev.l 2
SWM facility easements will need to be recorded along with the deed prior to
FSP approval.
Plat has been approved, and all required easements have now been recorded.
Please note that Engineering comments 3 thru 9 have been omitted from this
letter, as the reviewer acknowledged in the most recent comment letter that
they were addressed with the previous submission. Please remove resolved
comments from future comment letters.
ACSA — Richard Nelson
12. Include ACSA General Water/Sewer Conditions.
The ACSA general water and sewer conditions have been added to sheet C6.0.
See revised sheet.
13. There is an existing water meter along Airport Acres Road that serves the existing
3500-3510 buildings to be demolished. This meter will need to be abandoned. A
water/sewer connection fee credit will be applied appropriately. RWSA may
require an inspector to be on site during this abandonment.
An inset showing the meter to be abandoned has been added to sheet C1.0,
along with appropriate notation for abandonment. See revised sheet.
14. Please submit an updated PDF copy to me for review and approval. Please
submit water/sewer data sheets.
Water and Sewer data sheets accompany this submission and have been
supplied directly to the reviewer electronically.
