As we discussed the preferred and perhaps only way to move forward with this project is to have Lighthouse establish a maintenance agreement with the neighbor recorded between the two properties for the shared lateral. As we discussed Lighthouse has been working through multiple different approaches to try and find a workable storm and sewer outfall for the site for many months now. Below is a brief summary as you may not be aware of the past six months of conversations with Albemarle County Engineering and Planning RSWA, and the neighboring property owner to try and find a workable solution for storm and sewer outfall. The initial approach to outfall to the ex. RSWA manhole (show with a yellow line in the attached) in the City-owned property did not go through due to the city's concerns with the stabilization and maintenance of the existing steep slopes. After a site visit, Frank Pohl the county engineer said that location for a storm or sewer pipe was not acceptable due to the very steep preserved slope and the visible large surface rocks and that a storm and sewer outfall on the parcel to the east is preferred since the preserved slopes are less steep. • Due to this earlier this year we began pursuing an outfall on the neighboring property to the east where the slope of the ;, hill is slightly less. Storm will be tied into the existing channel to join stormwater from the neighboring property and the appropriate easements will be put in place. We initially looked at running the sewer down the slope parallel to the existing channel as shown by the green line in the attached. This would require disturbance to the preserved slopes which is not allowed by the county ordinance unless the line is public accepted by ACSA or the owner was able to get a Special Use Permit from the county Board of Supervisors. Also,tie in of that sewer routing to the RWSA main at that location was not feasible. Per the attached emails with Victoria Fort we cannot tie into the existing 36" main with a doghouse manhole at that location. We considered running the lateral parallel to the existing RSWA line downstream to tie to the next manhole. However,this is not feasible due to the existing RSWA easement width, existing rock,the disturbance that would be needed in the floodplain and the rise in elevation from that location to the manhole which would require a very deep sewer lateral. Based on the many obstacles and constraints of this site Lighthouse has considered many different options to outfall the sanitary sewer from their site and has found that this is the shared lateral with the neighboring property and a 2 maintenance agreement is the bes I likely only feasible option to develop th. ,.:e. Explore tying into RWSA sewer manhole on neighboring parcel. Update the corp stop to the meter vault to a gate valve. Refer and include TD-12 from ACSA construction specifications.
