I wanted to pass along some of the things that came out of the meeting. The initial site plan for this project is currently under review and will go to site review in early March. The applicant has also submitted a WPO application for review. The applicant stated that they tried to include many details for the final site plan on this initial site plan application. The hope is that by having a more complete initial application they will reduce the time required for final approval. Knowing this may help you in your review and make approval of the initial and final easier for you. The applicant very much wants to get an early grading permit(a grading permit issued after approval of the initial site plan but prior to approval of the final). This is why they submitted the WPO application. I have only briefly looked at the plan. In my quick review I discovered that they will need a special exception to allow the disturbance of the critical slopes. They plan on making that application immediately and are aware of what this does to the approval process for the initial site plan and early grading permit. We talked about the review timeline in broad terms and came up with a sequence of events. go Submittal of special exception for disturbance of critical slopes—within one week ie Site Review Meeting— March 5 (At this meeting we hopefully will be able to state that the initial plan may by approved subject to conditions, including approval of the special exception. It is also hoped that we can set out the conditions that will permit an early grading permit to be issued. It is also hoped that no revisions will be required prior granting initial approval of the site plan.) The applicant is aware that they will likely need to' request deferral of action on the initial so that the special exception may be processed. However,we should be able to give some sort of conditional approval the week of March 5t11 so that they know where they stand. # Special exception review by the Board of Supervisors —likely in April. The remaining schedule assumes that the special exception is approved and without conditions requiring resubmittal. If it is denied or has conditions requiring resubmittal a new schedule will have to be established. April/May—WPO approval and issuance of grading permit May—submittal of plans to satisfy the conditions of the initial site plan approval. Summer— review of plans Late summer/early fall — approval of site plan and issuance of building permits. The applicant asked what they should do if they have questions or problems during the review process. We made it clear that we use a lead reviewer concept and that Chris Perez is the lead reviewer and would assist them in addressing any concerns or coordination with other agencies. We also made it clear that Craig V4tarski would be the primary con for the applicant. Coordination thru two of them will aid in keeping the project on track. County Engineer waiver role),has Timmons considered retaining walls rather than grading so steeply into critical slopes below contour elevation 515? We routinely see private development propose tiered(or high)walls to avoid critical/steep slopes,and it is an option when designing to avoid critical slopes. Glad to see that the proposed layout of building,paved areas,and site access nearly entirely avoids critical slopes. The majority impact to critical slopes appears to be grading(with proposed grade quite steep),which may be avoidable if design were to use retaining walls. I will review site and WPO plans,and hope to send comments by late next week,if not a bit earlier—but critical slopes are a concern. C3.2,ESC plan,phase 1,proposes substantial grading to install sediment traps on critical slopes(in preparation for upslope development). What design alternatives exist that might lessen direct yet long-lasting impact of temporary ESC measures on critical slopes? Would retaining walls allow a more measured ESC approach that causes less impact to critical slopes? Thanks for your time and patience—please feel free to share any thoughts.
