The following revisions are requested to make the proposal consistent with the Entrance Corridor Sign Guidelines. 1. The required $129.00 Architectural Review Board (ARB) sign application fee was not submitted.ARB approval of this application will not be granted until that fee has been submitted. Per your follow up yesterday, we will submit a check for the$129; I apologize for the oversight, I did not realize the monument was being reviewed separately from the approved comprehensive sign plan. 2. Lea Brumfield,Senior Zoning Permit Planner, has determined the proposed sign face area at 94.44 s.f.exceeds the permitted sign face area of 80.00 s.f. Revise your proposal to not exceed the permitted 80.00 s.f. It appears that 16" representing the exposed base for anchoring(footer)was included in your calculation. We were with the understanding that this portion would not be counted toward the 80 sq ft for sign structure and it would be from the start of the brick to the top cap; we have called out this measurement in this revised proof(attached). In the 1 • development of this design, we used another approved monument as the template (B2016-015175) which also does not include that lower portion in the sq ft calculation. With this precedent, can the monument be approved as is? 3. Revise the sign drawing to include the table below included in the previously approved Comprehensive Sign Criteria drawings for wall signs, with the following revisions to that table: a. Remove the first row"Sign Feature, Proposed Criteria" Revision made. b. Edit the last row "Illumination, External Wash Illumination" to include the following note: "Light output to be less than three thousand (3,000) lumens per luminaire. No internal illumination of sign structure." Revisions made. 4. The light bulb cutsheet included with this application is for a bulb emitting 3,000 lumens. This fixture is not full cutoff and Section 4.17.4 (a) (4) requires that the bulb emit less than 3,000 lumens. Revise the note on Page 2 of 4 to indicate the LED light bulb shall emit less than 3,000 lumens. Revise the drawing package to include a cutsheet of a bulb emitting less than 3,000 lumens. Revisions made. Please respond by email within 15 days of the date of this email indicating whether you will or will not proceed with these revisions. Your decision to make the revisions will suspend the 60-day review period associated with your original submittal. If you choose to complete the revisions, please email the revised drawings to me. If you choose not to proceed with these revisions, staff will be unable to approve your application. Failure to respond to this letter shall be presumed to be a request to proceed to action on the application without further revisions. If you have any questions about this action, please contact me as soon as possible. Sean and I have reviewed your email together; please see our notes in red below. We have also attached the revised rendering and the new cut sheet on the bulb. Do you need us to print and deliver a new package to you or will the attached enable the process to move forward? Please let us know if you have any additional questions. Thank you, Jen From: Brent Nelson [mailto:bnelson@albemarle.org] Sent: Friday,August 10, 2018 2:02 PM To:Sean Denham <sdenham@gropen.com> Cc:Jennifer Jackson <JJackson@gropen.com> Subject:ARB 201800106, FTV Investments, Freestanding Multi-tenant Panel Sign, Staff Comments Mr. Denham - I have reviewed your above-noted sign application. The following revisions are requested to make the proposal consistent with the Entrance Corridor Sign Guidelines. 1. The required $129.00 Architectural Review Board (ARB) sign application fee was not submitted.ARB approval of this application will not be granted until that fee has been submitted. Per your follow up yesterday,we will submit a check for the$129; I apologize for the oversight, I did not realize the monument was being reviewed separately from the approved comprehensive sign plan. In the development of this design, we used another approved monument as the template (B2016-01517S) which also does not include that lower portion in the sq ft calculation. Revise the note on Page 2 of 1 4 to indicate the LED light bulb shall emit less than 3,000 lumens. Unfortunately, the permit approved in 2016 calculated the support structure incorrectly. I do understand how that could be confusing, but a prior approval which made a mistake does not constitute a legal precedent in permit approvals. In order to proceed, please resubmit with a total support structure equal to or less than the allowed 80 sf. Alternately, you may submit an application to request a Variance for the sign structure, as attached. This will require mailing notices of the application to the property's abutting parcel owners, and a public hearing before the Board of Supervisors. Sean was out of the office last week but we have had the opportunity to review. It appears that 16" representing the exposed base for anchoring (footer) was included in your calculation. We were with the understanding that this portion would not be counted toward the 80 sq ft for sign structure and it would be from the start of the brick to the top cap; we called out this calculation in this revised proof(attached). In the development of this design, we used another approved monument as the template (B2016-01517S) which also does not include that lower portion in the calculation. While the freestanding multi-tenant sign was apparently shown on the CSC application for the wall signs, it was not part of that official review/approval. As noted on the drawing, a separate application was required for the freestanding sign.
