Permitted uses. The applicant's proposed use at TMP 88-23 and 88-23E, of a day camp/boarding camp with supporting accessory uses, will require a special use permit in the Rural Areas district. Due to the use being a new use in the County, the applicant's proposal should be as detailed as possible, including the following, which will likely be used to create conditions of approval for the special use permit: i. Day camp. Specify the total number of day campers, the dates during which the camp will be in session, and whether any overnight stays of the day campers will be permitted; ii. Boarding camp/family respite. Specify the total number of households/overnight boarders, the dates during which the boarding camp/family respite will operate, and detail the activities expected at the boarding camp/family respite; iii. Conferences/workshops. Specify the total number of expected conferences/workshops that support the Reclaimed Hope Initiative mission per year, and the total number of attendees per event. Additionally, specify the parking or transportation plan for these attendees; iv. Additional supportive events. The applicant described an intention of renting the camp as an events space a limited number of times a year to create revenue for the Reclaimed Hope Initiative mission and operation. As this is a common practice for other similar boarding/day camps in the County and the region, this is permissible as an accessory use to a boarding/day camp enabled by special use permit. However, to ensure the camp continues to serve as a boarding/day camp, specify the total number of non -camp -related events intended per year, and the total number of guests per event. A condition of approval will likely require these events to meet the restrictions for outdoor amplified music for farm wineries, breweries, and distilleries, and sound generated by outdoor amplified music will be prohibited between 10:00 p.m. each Sunday through Thursday night and 7:00 a.m. the following morning, and between 11:00 p.m. each Friday and Saturday night and 7:00 a.m. the SPECIAL USE PERMIT CHECKLIST 09-2020 Page 2 of 4 following morning. All sounds must not exceed the limits described in the noise ordinance. V. Please note that these uses may require separate special use permit approvals, and that a substantially higher level of use on the site is likely to be in conflict with Comprehensive Plan policies for the Rural Area. b. The narrative should provide justification for the four "factors to be considered" for Special Use Permits per 18-33.40. c. The submitted narrative should also address the supplemental regulations in Sec. 5.1.05 for day camps/boarding camps. d. While formal street sections are not needed, please provide information including width, height clearance, and material for travelways supporting emergency vehicle access. This pertains to the entrance roads as well as programmed areas such as the beach. e. Number of employees (event/seasonal/year-round, daily/overnight) f. Location of all critical slope areas on the property. This will help confirm that new structures and improvements, not including trails, are located outside of critical slope areas. g. Location of water protection ordinance buffers Additional Comments: • This property is enrolled in the Hardware Agricultural -Forestal District, a voluntary conservation program. Section 3-202(A)(3)(k) of the County Code states that uses permitted by special use permit are permitted in the Districts "provided that the Board of Supervisors determines that the use or structure allowed by the special use permit is consistent with the purposes of this chapter." Therefore, staff will present your proposal to the Agricultural -Forestal Districts Advisory Committee for their advisory comment as part of the review process. Please plan to attend that meeting. No special forms or materials are required for this portion of the review, but please include as much information as possible in your application about the proposed limits on building and infrastructure construction, and show to what degree you plan to preserve land cover that would allow the property to continue in or return to use for agriculture, forestry, and/or conservation. • Please note that due to this property's location along an Entrance Corridor, it is subject to review by the Albemarle County Architectural Review Board, who offer the following comments: Note that any new development that requires a site plan, site plan amendment, or building permit will be subject to Architectural Review Board review and approval. The Virginia Department of Historic Resources identifies Mooreland, the brick residence on the property, as a historic resource. Records also note a smokehouse and icehouse (or remains thereof), a second historic residence, and a potential cemetery on the property, and historic association with General George Custer. The applicant's narrative states that the house constructed in 1850 will be preserved and maintained, which is a positive factor of the proposal. The applicant is encouraged to: • Retain and maintain all historic resources on the property, • Document all historic resources on site in photos and drawings prior to making any changes on site, • Locate new structures away from the historic resources and such that the Mooreland residence retains primary focus, and • Consider pursuing listing the property in the State and National Registers of Historic Places.
