Provide copies of approval for work in the streams and floodplain. 2. Please reference the approved WPO plan showing the E&S and SWM for this proposed work. 3. Cross section on sheet 9 shows the proposed 10 ft asphalt trail within the right-of-way, but the plan view does not agree. Please clarify. 4. [Cover sheet] Please update the topography. It should at least be field verified within the past year. 5. Please show and label the Greenway on all applicable sheets. 6. Please show proposed street name sign locations. 7. Please show the landscaping plan, which includes the Polo Grounds Buffer per the Code of Development. 8. Please show any applicable sight distance lines and profiles. 9. Brich, P.E. 1401 East Broad Street Commissioner Richmond, Virginia 23219 June 10, 2021 Emily Cox County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Re: SUB-2017-00117 - Brookhill Polo Grounds Road Phase 2 Road Plans Rev. #6 Dear Mr. Langille: (804)786-2701 Fax: (804)786-2940 The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced Brookhill Polo Grounds Road Phase 2 Road Plans, as submitted by Collins Engineering, dated April 9, 2021 and find the following: 1. Handrails may be required along portion of the shared use path per RDM page A(1)-28. 2. End of CG-6 will need to begin 10' transition taper down to asphalt elevation at terminus. 3. The pedestrian culvert appears to flood during the 10 year design storm and possibly during more frequent storm events. The pedestrian maintenance agreement should absolve VDOT of any liability for the safety of pedestrians using the tunnel and should include the maintenance of the culvert, riprap outlet protection, as well as any safety features installed such as lighting and signs. 4. The length of the riprap apron for the outlet of the 5'x5' culvert should be 25', per VDOT Std. EC-1. 5. CMP is for reinforced concrete pipe. Box culverts can be labeled RC or called out as box culverts. 6. Sheet 6 shows proposed variable width drainage easement at both ends of the double box culvert. In general, VDOT requires a ROW or permanent maintenance easements that extend 10' past the limits of the wingwalls and capture the riprap limits (this is not met on the southwest corner and does not appear to be met on the northeast corner). 7. Sheet 12 states 3.5' of cover must be maintained over W/L, however only 3' of cover is shown at the pedestrian tunnel. 8. Please update reference to R&B Specifications. Current R&B Spec is 2020. VirginiaDOT.org WE KEEP VIRGINIA MOVING 9. Sheet 13 states 3' of cover above pedestrian box to top of roadway and only 6" of cover from top of box to waterline. This is in conflict with the previous note requiring 3.5' of cover. 10. Although VDOT will not be maintaining pedestrian box, it should be noted that R&B Spec, Section 520.03(b) requires 8" minimum of excavation and bedding material under the structure. 11. Sheet 6 describes the use of a double box culvert and Sheet 12 appears to show two separate 5 x 5 culverts of different elevations. Since there appears to be no measureable distance between these 2 boxes, recommend they make it a single structure and include the double box standards. If standard sheets are included, it needs to be clearly marked what details will be used for each proposed structure. 12. There is no standard for the proposed 7' x 10' pedestrian box. Structural plan details need to be provided for this culvert/tunnel. 13. Per the Road Design Manual (RDM) Appendix A(l) a 10' minimum vertical clearance is desired for a shared use path (SUP) and an 8' minimum vertical clearance is required for pedestrian use. A deviation from the manual may require a design waiver. It should also be confirmed if lighting is required in this structure. 14. Please make sure current specifications are listed in the design plans. A VDOT Land Use Permit will be required prior to any work within the right of way. [General Comment] Please show all existing parcel boundaries and state the TMP number, owner name, and recorded instrument number. There are at least two existing parcels within the extent of the road plans that are not shown. This includes TMP 04600-00-00-019B9 and 04600-00-00-019B8. a. Please add the TMP numbers to the Cover Sheet and state the owner name, address, acreage, and recorded instrument number. 2. [14-302 (A)(3)] Please be sure that all callouts for the existing right-of-ways are pointing to the correct symbology. For example, on Sheet 4, there is an existing ROW callout but the leader appears to be pointing to the 30' Polo Ground Road Perimeter buffer. 3. [ZMA201500007] Please provide a Proffer Narrative statement that identifies which proffers from ZMA201500007 are being addressed with this set of road plans. 4. [ZMA201500007] Per the Application Plan, the 10' multi -use path along Polo Grounds Road will be extended to Montgomery Ridge with the approval of the Montgomery Ridge HOA. Has the applicant/developer coordinated with the Montgomery Ridge HOA on this matter? If so, please provide documentation that the Montgomery Ridge HOA consents to extending the 10' multi -use path to the intersection between Polo Ground Road and Montgomery Ridge Road. a. If the HOA agrees to the multi -use path extension, please show and label this on Sheets 6, 8, and any other drawings where that portion of Polo Grounds Road is visible. 5. [ZMA201500007] The Code of Development (COD) and Application Plan require a 30' natural or replanted forested buffer along the entire southern project perimeter adjacent to Polo Ground Road. The original road plans for SUB201700117 showed a replanted buffer between the Route 29 and Archer Avenue intersections, but the rest of the 30' buffer did not include new landscaping. Based on the existing treeline shown on the sheets of this road plan amendment, there are several areas within the 30, buffer between Archer Avenue and the eastern project boundary that need new landscaping in order to comply with the ZMA. Please address the following: a. Add a landscape plan to the road plans. b. Show new landscaping within the buffer where existing vegetation does not exist. Landscaping materials used in the buffer must be tree and shrub species from the Albemarle County Recommended Plants List. d. Add a landscaping schedule to the landscaping plans identifying the common name and species name of trees and shrubs proposed, show the symbology used on the drawings to represent each species, state the quantity provided per species, state the height/size at time of installation, and state the individual and total canopy of each species provided. e. Canopy calculations for plants can be found on the Plant Canopy Calculations list. 6. [ZMA201500007 —Proffer #2A] A portion of the primitive trail network along Polo Grounds Road was shown as an improvement that will be constructed as part of the road construction on the original SUB201700117 road plans. Please address the following: a. Are any new extensions of the primitive trail proposed to be installed within the greenway area as part of this road plan amendment? b. If so, please show and label all proposed primitive trails within the greenway that will be installed as part of the road improvements. The exhibit should highlight the portions of the primitive trail that will be constructed with this road plan. This will allow staff to account for what trails need to be constructed on future phases of Brookhill.
