HomeMy WebLinkAboutARB202000035 Review Comments 2021-05-18 W4 Car Wash review 2/2/2021: bite plan with revision date of 1/6/21 and arcnitectural plans with revision date of 12/11/20 1. Revise the design of the upper half of the north tower to break up the wall area between the stringcourses, and to relieve the top-heavy appearance (without increasing the size of the wall sign). Provide a drawing to confirm that the towers appear 4-sided from Rt. 29. The wall area has not been "broken up" but the wall height has been reduced by 2' from 28' to 26'. The height reduction is sufficient to relieve the top-heavy appearance. The roof plan A103 shows the north tower (eastern street-side tower) as 4- sided. The other building elements with raised elevations are not 4-sided. 2. Add the standard window glass note to the drawings: Visible light transmittance (VLT) will not drop below 40%. Visible light reflectance (VLR) will not exceed 30%. The window glass note has been added to the elevation drawings. 3. Alternatively, reduce the vac canopy fascia height to appear more proportional with the 10' posts. Canopy fascia depth has been reduced from 3' to 30". Height from ground to bottom of fascia is 10'. The post and fascia sizes appear more proportional. 4. Confirm that there is no equipment visible above the vac canopy fascias. Applicant confirms with a not on the plan that there is no equipment visible above the canopies. 5. Limit wall-mounted lighting to that which is needed for safety/security. Eliminate the fixtures above the awnings on the east elevation. Applicant indicates that gooseneck lights have been eliminated and wall accent lights have been reduced. No gooseneck fixtures are shown on the elevation drawings, but wall mounted lights are still on each elevation. On the EC-facing wall, only one of the 8 fixtures is near a door. The illumination of these 8 fixtures does not reach the path along the street. Applicant indicates that these fixtures are needed for safety/security. (See 2//21 email) 6. Revise the photometric plan to include the locations of all wall-mounted fixtures and all canopy fixtures, and the illumination from those fixtures. Limit illumination at the ground to 20 fc maximum. Fixture locations are shown. Max illumination is 19 fc. 7. Include the cut sheets in the site plan set. Cut sheets are included in the revised site plan. 8. Revise the lighting plan to show that the color temperature of all proposed light fixtures is the same level between 2000 and 3000K. 3000K proposed for all fixtures. 9. Revise the lighting plan to show that site light poles and fixtures have a bronze finish. Bronze notes added for all fixtures. 10. Revise the lighting plan to clearly state that site pole light height will not exceed 20', including any bases. Revise the photometrics to account for this change. Light pole base detail shows max 20' height including base. 11. Shift trees to avoid utility conflicts. Trees along Woodbrook are out of the easement but as close as 6' to the water line. Waiting for ACSA approval 12. Provide a complete landscape schedule on the landscape plan. A landscape schedule has been provided on the plan. 13. Provide trees 2 'A" caliper at planting, 40' on center along Woodbrook Drive, clear of utilities and easements. Incorrect calculation provided. 213.63' @ 40' oc — 5 trees. 4 trees provided at 3 '/z" caliper. Larger caliper compensates for lower quantity? 14. Ensure that the landscape plan includes the shrub planting along the carwash exit travelway. The shrub planting is shown. 15. Increase planting area to meet landscape requirements along the north, south and western perimeters. Planting area on north side has inc..i Gased slightly. No increase on south or west. No plants added on west. There should be 5 trees on the north side (facing woodbrook) and 3 trees on the west side (facing shopping center). Major changes to site layout would be needed to provide trees outside of the easement on the south side. 16. Round proposed contours with a ten-foot minimum radius where they meet the adjacent condition. No change evident compared to last plan. Contours are mostly rounded on EC side of site. Less rounding occurs at west ends of south and north sides — not expected to be noticed from EC street. 17. Signage is reviewed and approved by separate submission. However, the following preliminary comments are provided: Wall sign design has changed since the last review. Walls sign type is still illustrated as cabinet signs, but colors have been changed to black and white. Cabinet signs are not the preferred sign type in the ECs. If illuminated, the background portion of cabinet style signs must be opaque. n/a 18. Relocate the vac producers from the northeast corner of the site to less visible locations and screen, if appropriate. Dark green or other dark colors are recommended for the producers. Locations have been shifted. Jeff, Thanks for sending this information. There are a few issues outstanding related to 4 conditions of ARB approval. I've copied the conditions below and added comments on the current issues. Please let me know your ability/willingness to make the changes related to conditions 1, 11 and 15. 2/23/21 review of 2/5/21 emailed architectural changes and landscape plan with revision date of 1/6/21 emailed 2/9/21 1. Revise the design of the upper half of the north tower to break up the wall area between the stringcourses, and to relieve the top-heavy appearance (without increasing the size of the wall sign). Provide a drawing to confirm that the towers appear 4-sided from Rt. 29. This comment was meant to address all the architectural features with heights that rise above the lower parapet—not just the one at the Rt. 29/Woodbrook corner. Architectural changes made. 13. Provide trees 2'/2"caliper at planting, 40' on center along Woodbrook Drive, clear of utilities and easements. The landscape calculations provided on the plan use the wrong spacing requirement. 5 trees are required; 4 are currently shown. Five trees are shown. 15. Increase planting area to meet landscape requirements along the north, south and western perimeters. Three trees are required on the west side of the site—the one facing the shopping center(we typically consider Rt. 29 to run north/south)—there are currently none shown. Three trees added. 11. Shift trees to avoid utility conflicts. I have emailed Richard Nelson at the Service Authority to ask if he is able to approve these locations. Richard Nelson requires 10' from the trees to the water main. The trees along Woodbrook are not 10' from the water main. 2/24/21 email correspondence • Clarified trees relative to water line. 10' is maintained. • All comments addressed 3/11/21 • Revised site plan submitted. Check for consistency with February plan o 6 ornamental trees have been removed from EC frontage.No other interspersed ornamentals are provided. o Comment added to CV on 4/7/21: The 3/10/21 revised plan eliminates 6 ornamental trees from the Rt. 29 frontage that were shown on the ARB plan. Entrance Corridor Guidelines require some interspersed ornamentals. Please revise the plan to show some interspersed ornamentals along the Rt. 29 frontage without eliminating other landscaping. 5/18/21 • Revised site plan dated 4/15/21 shows ornamentals added back in.No further comments.
