substantial accord with the Comprehensive Plan, for the reasons identified as
favorable factors in this staff report.
Factors Favorable:
1. The proposed public facility is consistent with the applicable Neighborhood
Model principles for public facilities, as described in the Comprehensive Plan.
2. The proposed use is consistent with the Growth Management policy in the
Comprehensive Plan.
3. The proposed use is consistent with the future land use designation of
Institutional as described in the Southern and Western Neighborhoods Master Plan.
Factors Unfavorable:
1. None identified.
