Subject: Final Site Plan SDP202100033 — GREENBRIER OFFICE BUILDING - FINAL - DIGITAL
The Planner for the Planning Services Division of the Albemarle County Department Community
Development will recommend approval of the plan referred to above when the following items have been
satisfactorily addressed. (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.) [Each comment
is preceded by the applicable reference to the Albemarle County Code.]
Applicable Comments from Initial Site Plan Action Letter (April 10, 2020) Tori Kanellopoulos
If the comment has been addressed, it has been blurred out. Additional comments are added in
bold font, like this.
[18-32.5.2(a) and 18-21.71 No construction activity including grading or clearing of
vegetation shall occur closer than 20 feet to any residential or rural areas district. As
depicted retaining wall #3 crosses into the undisturbed buffer. Per conversations with the
applicant this is not the intent; rather, the retaining wall nor any grading is proposed to disturb
the buffer. Mr. Myers has said he will correct this on the final site plan. If it turns out not to be
correctable, the special exception shall be applied for and acted on prior to final site plan
approval. This comment has been addressed.
2. [18-4.12.161 Parking space minimum design standards:
a. Revise some of the parking space lines and CG lines; when zoomed in, they appear
distorted. This comment has been addressed.
3. [18-4.171 Lighting: If there any new outdoor lights, submit a lighting plan with the final site plan
that meets the requirements of 18-4.17. Cutsheets for new lights are required. Li¢htin¢
information has been submitted with the Final Site Plan. Please see comments below.
4. [18-32.5.21 Contents of an initial site plan and 18-32.6.2 Contents of a final site plan:
a. If there are any existing easements (either on the parcel or in the adjacent/nearby
parcels/ROW shown on the plan), show those easements and include their DB/PG. It
appears there are some easements shown that are missin¢ their recorded instrument
number.
b. Include the actual height (in feet) of the proposed building (not just 'one story' and 65'
maximum for the C-1 district). This comment has been addressed.
c. Include all required contents of a final site plan with the final site plan submittal. This
comment has been addressed. See additional comments below.
d. Page 3 lists the magisterial district as Scottsville; however, it should be Jack Jouett. This
comment has been addressed.
5. [18-32.7.4.2 and 18-32.7.5.3] Easements:
a. Any new and revised easements must be shown on an easement plat, which must be
approved prior to final site plan approval. Engineering, ACSA, and VDOT may require
easements. Maintenance documentation must be provided for non-ACSA easements.
Comment stands. Update the Easement Plan on Sheet 6 once Easements are recorded.
6. [18-32.7.2.3] Sidewalks and other pedestrian ways.
a. More clearly show the end of the sidewalk abutting the property line; there appears to be a
line missing. This comment has been addressed.
b. Label the stairs shown on the sidewalk adjacent to the building. Include label for handrail
if provided. This comment has been addressed.
c. Indicate if the sidewalk will be in the public ROW. Otherwise an easement and
maintenance agreement are needed. The Site Plan is showing a portion of the Pronerty
will be dedicated to the ROW. ROW dedications must be reviewed and approved on
a subdivision plat meeting all requirements of Section 14-207 of the Subdivision
Ordinance. Staff suggests showing the ROW dedication on the same plat as
mentioned in comment #9 and #15 below.
[18-32.7.91 Landscape plan. Submit a landscape plan with the final site plan, that meets all
requirements, including the following:
a. 18-32.7.9.4(b) Landscape plan/preservation of existing trees. Include the Conservation
Checklist. Label where trees are being preserved (including the undisturbed buffer). This
comment has not been addressed.
b. 18-32.7.9.5 Street trees. Show how the street tree requirement is being met. Provide street
trees in a 6' landscape strip adjacent to the sidewalks.
c. 18-32.7.9.6 Landscapingparking areas. A minimum of five (5) percent of the parking area
must be landscaped. This comment has been addressed.
d. 18-32.7.9.7 Screening. The following requirement must be met: Parking areas consisting
offour spaces or more shall be screenedfrom adjacent residential and rural areas districts.
This comment has been addressed.
e. 18-32.7.9.8 Tree canopy. A ten percent tree canopy is required for this use. This comment
has been addressed.
8. 18-30.7.5 Managed slopes. Disturbance of managed slopes will need to meet design standards per
County Code 18-30.7.5.
9. Additional applications: The following applications and approvals are required prior to final site
plan approval:
a. 18-32.7.4.2 and 18-32.7.5.3: Easement Plats: All proposed easements must be shown on
an easement plat, which must be submitted, reviewed, approved, and recorded prior to final
site plan approval, and must match the final site plan.
b. 18-32.7.4.1: Approval of a VSMP Plan is required prior to final site plan approval. See
Engineering comments.
Final Site Plan Review Comments
10. [32.6.2] Please remove the SWM/EMC Sheets from this Site Plan. See Engineering comments for
more information.
11. [32.7.9] Please correct the label/callout for landscaping Island #2 on the Landscaping Plan.
12. [32.7.9.4] It appears the existing tree line layer is still being shown on the Landscaping Plan.
Please edit and remove that layer accordingly.
13. [32.6.2] Please include the Final Site Plan Number on Sheet 1 SDP202100033. Please remove the
WPO label and label those sheets separately and accordingly.
14. [General Comment] Please add a date of revision to Sheet 2.
15. [32.6.2] Please submit a plat application that meets all requirements of the Subdivision Ordinance
for a Special Lot subdivision application and an Easement Plat application. This combined plat
can show the proposed ROW dedication and all new/proposed easements. The application fee
associated with this combined Plat will be the "Easement Plat — with a deed" fee. The current fee
for this type of application is $817, but please be aware that our application fees will be changed
effective July 1, 2021, so this fee may be different depending on when this application is
submitted.
a. Please see Engineering Comment #2 below for additional information.
16. [32.7.9.4] Please provide the Conservation Checklist and indicate the trees within the undisturbed
buffer that will remain. Landscaping Plan shows 00sf of exiting trees. Undisturbed buffer is
required and there are trees in this buffer. See Section 21.7.
17. [32.6.2 and 4.17] Lighting Plan
a. Provide additional footcandle measurements to confirm spillover measurements are met
along Commonwealth and Woodbrier. Especially along entrance onto Commonwealth.
b. Please include the following standard lighting note on Sheet C801: Each outdoor
luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full
cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining
residential districts and away from adjacent roads. The spillover of lighting from
luminaires onto public roads and property in residential or rural areas zoning districts
shall not exceed one-half footcandle.

Albemarle County Engineering Services — David James, diames2@albemarle.org — Requested Changes
(6/2/2021).
1. The VSMP plan will need to be approved and bonded before final plat approval.
2. Easements & deeds for SWM facility, access, sight distance & public drainage will need to be
recorded with plat prior to site plan approval.
3. VDOT to accept ROW dedication prior to FSP approval.
4. Cover sheet, etc. —
i. Please remove the SWM & ESC sheets from the site plan.
ii. Provide date/source of topographic information.
iii. Provide date (within the last year) existing site conditions & topo. were field verified.
5. %-inch low flow orifice is susceptible to clogging and increased maintenance. Please increase the
diameter size to 3-inches.
6. 6.Sheet 4, etc. —
i. Identify/Callout guardrail used (adj. to parking before wall).
ii. Show accurate wall horz. batter, and geogrid extent.
iii. Provide TWBW elevations at the each wall comer and the maximum height point(s)
along the wall.
iv. Provide safety railing for walls over 30" high.
7. Provide a guardrail detail/installation.
8. Sheet 5, etc. - The retaining wall should be out of VDOT's ROW.
i. If the site design does not allow for the wall out of ROW, provide reason.
ii. An easement for the wall will need to be shown on the plans and recorded on a plat.
9. Sheet 6, etc. - I calculate the SWM facility easement to be wider over the detention pipe. See page 15
of the ACDSM for the easement width requirement.
i. Building & wall structures should be outside the easement.
10. Sheet 8 — Wall foundation and geogrid extent should be shown in the storm profiles to see if there
would be any conflicttinstallation issues.
11. Sheet 15 — Provide low maintenance (not grass) ground cover specified on the plan for slopes steeper
than 3:1.
12. Show proposed utility lines & structures and profiles.
13. Note: Submit retaining wall design for walls over 4-ft high.
14. Note: Separate building permit for walls.
Albemarle County Building Inspections — Betty Slough, bslou hg &albemarle.org — Requested Changes
(5/14/2021).
1. Add the following note to the general notes page: Accessible parking spaces, access isles, and
accessible route shall be installed in accordance with ICC ANSI Al 17.1-09 and the 2015 Virginia
Construction Code.
2. Add the following note to the general notes page: ALL water lines, sewer lines, and fire lines from the
main to the structure located on private property MUST have a visual inspection performed by the
building department.
3. Add the following to the general notes page: All roof drains shall discharge in a manner not to cause a
public nuisance and not over sidewalks.
