WPO202000053 Plan must be approved before road plan can be approved. Rev. 1: Comment not addressed. Rev. 2: Comment not addressed. 2. See attached letter dated 2/9/21 from Megan Nedostup. This plan cannot be approved until that issue is resolved. Rev. 1: Comment not addressed. Rev. 2: Comment not addressed. 3. Will there be guardrail or protection on the northern end of Litchford Road or McComb St? There is a steep 2:1 slope adjacent to the sidewalk. Rev. 1: Comment addressed. 4. Ensure all required no parking and speed limit signs are shown. Rev. 1: Comment addressed. 5. Ensure all slopes steeper than 3:1 have landscaping that can withstand steep slopes. Rev. 1: Comment addressed. 6. Street trees should be at least 5 ft from storm pipes and structures. Rev. 1: See planning comment regarding trees. Rev. 2: See planning comment regarding trees. 7. (The following comments are those that have been identified at this time. Additional comments or conditions may be added or eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County Code.] 1. [32.5.6] Dam break inundation zone. Pursuant to Virginia Code § 10.1-606 3, DCR has determined that Phase twill change the spillway design flood standards of the impounding structure. The County cannot approve this application until the requirements of Virginia Code§ 15.2-22431 are met as outlined in the letter dated February 10, 2021. a. Engineering study. If the Virginia Department of Conservation and Recreation determines that a plan of development proposed by a subdivider would change the spillway design flood standards of an impounding structure pursuant to Virginia Code § 10.1-606.3, the subdivider shall submit an engineering study in conformance with the Virginia Soil and Water Conservation Board's standards under the Virginia Dam Safety Act in Virginia Code § 10.1-604etseq. and the Virginia Impounding Structure regulations in4 VAC 50-20. The engineering study shall be reviewed and acted upon by the Virginia Department of Conservation and Recreation as provided in Virginia Code § 15.2-2243.1. b. Mapping information. The subdivider shall provide the dam owner, the county, and any other affected localities with information necessary for the dam ownerto update thedam break inundation zone mapto reflect any new development within the dam break inundation zone following completion of the development 2. [SP1990-103 Condition #2] Condition #2 of the special use permit that was approved in 1990 requires the crossing to be made prior to development. Zoning staff is reviewing this condition in relation to this submittal to determine if the crossing will need to be built. I will pass on any information from zoning once an interpretation of the condition is made. 3. Sidewalks and street trees should be bonded with the road plans. 4. Sugar maples are known to have shallow roots. It is recommended that another species be selected for the street trees so that the roots do not lift the sidewalks in the future 5. [32.7.9.5] The required number of street trees are not being provided. Provide the required number of trees within lots in a landscape easement where conflict with utilities exists in planting strip, see below. The following comments need to be addressed. General 1. Provide water/sewer data sheets. 2. A RWSA sewer capacity agreement will be required. Provide projected flows, anticipated construction start and final buildout. 3. RWSA approval will be required. There is an existing RWSA water main along the railroad tracks. 4. Dedication of Pleasant Green — Phase 1 will be required prior to releasing water meters for Phase 2. 5. Multiple sewer segments are proposed at an excessive depth (i.e., MH46_MH36 profile) that ACSA will not be able to trench, if needed, in residents front yards. The sewer main profiles should be reevaluated and proposed at a shallower depth, utilizing drop manholes and grinder pumps, if needed, for homes with basements. Sheet 5 1. The proposed bollard footer will be in conflict with the water main along the private alley. A removable bollard, without a footer, should be called out. 2. Confirm MH 19 is needed, since there is already a sewer manhole going up Dupree Street. 3. Move valve along private alley, next to Lot 14, outside of the pavement. 4. Has the Phase 3 lot layout along the private alley been determined? Should meter boxes be installed along here with Phase 2? Sheet 6 1. Callout a 6" TSV for the existing water main along Cling Lane. A scheduled shutdown will need to be coordinated to cut and cap the portion of 6" water main to be abandoned. 2. An exception may be made for dead end streets which have the same name as the road from which they originate (e.g., "Ambertield Court" which originates from "Amberfield Drive")." CAMDEN CT exists elsewhere in the County. New road names will need to be submitted. A suggestion that keeps "CAMDEN" could be CAMDEN DOWNS LN or a similar name that has a word before or after CAMDEN. Please keep in mind, "A road name shall not exceed more than sixteen (16) characters including spaces. The designator's abbreviation does not count towards this limit." (Part I, Section 4-c). We recommend providing three (3) candidate names for each road to our office for review, in case your first choices are not acceptable.
