Frank- I am sending this email as a follow up to our phone conversation earlier this week regarding
Comment 5 in my email below to Tyler Whitney.
You can disregard that comment. As discussed, I thought you were providing frontage trees along the
Route 20 right-of-way in the original submission. Instead, you are using the term "frontage"to describe
the location of trees along an interior parking lot edge. Because this is an amendment to an existing site,
we are not requiring you address the Entrance Corridor guideline requiring trees along the Route 20
right-of-way.
I assume your voicemail earlier today was in regard to this.

Hi Tyler - I have completed my review of your latest resubmission. My comments are below in
color following my original comments of 09-30-2019 (in black).
1. Revise Sheet E3 Exterior Elevations to include the 5 proposed building materials shown on the
materials board submitted with this application.
02-21-2020: Addressed with the latest submission.
2. Revise Sheet D1 Electrical Site Plan to:
a. Indicate the lumens value for each proposed fixture.
b. Indicate the mounting height for the wall-mount fixture.
c. Indicate the fixture tilt for each proposed fixture. Fixtures emitting 3,000 or more lumens
shall have a zero-degree tilt.
d. Indicate the lighting maintenance factor(LLF). An LLF of 1 is required by ordinance.
02-21-2020: All addressed with the latest submission.
Note: Lighting schedule on Sheet D1 contains the wording "or acceptable equal by Lithonia or
Hubbell." Revise the drawing by removing this wording. Any change to the lighting will require
additional review and an approved site plan amendment.
3. Revise Sheet D4 Electrical Site Plan—Photometrics to:
a. Show side, front and rear property lines. Add additional footcandle values to demonstrate that
lighting values do not exceed 0.5 footcandles at the property lines as required by ordinance.
b. Include the standard lighting note: Each outdoor luminaire equipped with a lamp that emits
3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or
shielded to reflect light away from adjoining residential districts and away from adjacent
roads. The spillover of lighting from luminaires onto public roads and property in residential
or rural areas zoning districts shall not exceed one-half footcandle.

4. The two (2) light pole-mount fixture is labeled as LED-A in the Lighting Fixture Schedule(Sheet DI
Electrical Site Plan) and as LED-B on the Electrical Site Plan. Revise the drawings to correct this
discrepancy.

5. Sheet C9 Landscape Notes and Details indicates one(I)proposed large shade tree and 6 existing
large shade trees along the Entrance Corridor road. Revise drawings to show location of these
existing and proposed Entrance Corridor trees.
No drawing was provided addressing this comment.
6. Add a latest revision date to all revised sheets.
None of the drawings provided were dated. No original drawing date and no revision dates.
With your next resubmission, please provide a complete set of all drawing sheets provided in your
original August 26, 2019 ARB submission. All drawings should contain original drawing dates and all
revision dates.

Just wanted to check in. Hard copy drawings should have been delivered on 1/30. Are the updated
drawings under review? Our civil engineer just got back site plan review comments and wanted to
check the status of the CofA.

Hi Tyler - Thank you for your email. As noted in my comment letter of September 30, 2019 (snap shot
below), please provide one set of the revised drawings along with a memo summarizing the revisions
you've made.The drawings and memo can be left with our receptionist in COMMUNITY DEVELOPMENT.
Please include a transmittal indicating the project is ARB 2019-100, Scottsville Elementary Additions and
Improvements and that it goes to me. I will commence my review after receiving this.

Within 15 days of the date of this letter, please reply (email is acceptable) indicating whets
with these revisions. If you choose not to proceed with these revisions, staff will be unable
you choose to proceed with the revisions, please forward me one set of revised drawings tc
summarizing thc revisions you've made. Your decision to make the revisions will suspend
associated with your original submittal. I expect to complete thc review of your revised pre
re-submittal.

RE: ARBB-2019-100: Scottsville Elementary Addition and Improvements
Dear Mr.Mundt;
We have received the above-noted application for a county-wide Certificate of Appropriateness.The tollowing revisions
are requested to make the proposal consistent with the design criteria that apply to the County-wide Certificate.
1. Revise Sheet E3 Exterior Elevations to include the 5 proposed building materials shown on the materials board
submitted with this application.
2. Revise Sheet D1 Electrical Site Plan to:
a. Indicate the lumens value for each proposed fixture.
b. Indicate the mounting height for the wall-mount fixture.
