Subject: SDP202100025 — Keswick Sewage Treatment Plant Final SDP199100097 — Minor Site Plan Amendment
The Planner for the Planning Services Division of the Albemarle County Department Community Development will
recommend approval of the plan referred to above when the following items have been satisfactorily addressed. (The
following comments are those that have been identified at this time. Additional comments or conditions may be added or
eliminated based on further review.) [Each comment is preceded by the applicable reference to the Albemarle County
Code.]
First Review Comments:
1. 132.5.2 (a)] According to Albemarle County GIS the property is located within the Entrance Corridor and Flood
Hazard Overlay Districts. Please add these to the Zoning information on the cover sheet. This comment has been
addressed.
2. [32.5.2 (a)] Albemarle County GIS additionally shows the presence of Critical Slopes on the property. Since Critical
Slopes are not an Overlay District, we would recommend removing the statement regarding Critical Slopes altogether
from the Site Data information on the cover sheet. This comment has been addressed.
3. [32.6.2 (k)] Is any additional lighting being proposed with this plan? If so, please see comment 5 and ARB comments
provided below. Additional lighting comments have been provided below.
4. [32.7.4.11 Prior to approval of the minor amendment, a Water Protection Ordinance (WPO) application must be
submitted, reviewed, and approved by the Engineering Division. See Engineering comments for further information.
This comment has been addressed.
5. [32.7.8 and 4.171 Please identify the proposed locations and types of any new outdoor lighting that will be installed as
part of this project. The minor amendment should demonstrate compliance with all applicable site lighting requirements
of the Zoning Ordinance. This may include a lighting/photometric plan that identifies footcandle measurements within
the property and along the property lines.
a. Provide a schedule of proposed outdoor luminaires that identifies the luminaire type, wattage, lumens, pole
heights (if applicable), LLF (use 1.0 for calculations), etc. This comment has not been fully addressed. Please
update the Lighting Plan and Schedule to reflect a Light loss Factor of 1.0. The Lighting Fixture Schedule
currently indicates a factor of 0.85. Please see ARB Comment #1 below as well.
b. 14.17.4 (b)(1)1 The spillover of lighting from luminaires onto public roads and property in residential or rural
areas zoning districts shall not exceed one-half (%) foot candle. A spillover shall be measured horizontally and
vertically at the property line or edge of right-of-way or easement, whichever is closer to the light source. This
comment has been addressed.
c. [4.17.4 (b)(2)] All outdoor lighting, regardless of the amount of lumens, shall be arranged or shielded to reflect
light away from adjoining residential districts and away from adjacent roads. This comment has been
addressed.
d. [4.17.4 (a)] All outdoor luminaires emitting 3,000 lumens or greater shall be equipped with a full -cutoff fixture.
This comment has been addressed.
e. If no new outdoor lighting is proposed (this includes pole lights as well as wall -mounted lights on any
structures), then state this in the project narrative on Sheet C0.0. This comment has been addressed.
6. [General Comment] Once the Boundary Line Adjustment Application SUB2021-88 is approved and recorded, please
update the Site Plan accordingly to reflect the Deed Book and Page number for the recorded plat.

1. To meet ordinance requirements, the photometric plan must be calculated using an LLF of 1.0. Please revise the plan
accordingly.
2. The previous plan included the following note on the Fence and Gate detail on sheet C 1.0: "All 6' chain link fencing,
posts and accessories are to be black PVC clad." The note has been removed, but it is still needed. Revise the detail to
include the note.
