RE: SDP 2021-44 Victorian Heights Initial Site Plan
Mr. Collins:
The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced
site plan.
This approval shall be valid for a period of five (5) years from the date of this letter, provided that the
developer submits a final site plan for all or a portion of the site within one (1) year after the date of this
letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and
thereafter diligently pursues approval of the final site plan.
In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the
following approvals are received:
1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the
County of Albemarle.
2. Approval of all easements for facilities for stormwater management and drainage control.
3. Submittal of a tree conservation checklist with areas for tree preservation identified.
The final site plan will not be considered to have been officially submitted until the following items are
received:
1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code.
2. A fee of $1,500.
3. Revise the location of buildings 4 or satisfy the requirements of Chapter 18, Section 4.11.3. This
buildings does not meet the minimum side setback requirement for non-infill projects as
contained in Chapter 18, Section 4.19; "any dwelling unit that exceeds 35 feet in height shall be
set back five feet plus one foot for each foot the dwelling unit exceeds 35 feet in height', The
required setback is 30 feet. The setback appears to be 24 feet, however no dimension is
provided on the plan.
4. Revise the location/dimensions of building 3 and 4 or obtain a special exception. These
buildings do not meet the minimum building separation requirement for non-infill projects as
contained in Chapter 18, Section 4.19; "any building that exceeds 35 feet in height shall be
separated from any other building by ten feet plus one foot for each foot the building exceeds
35 feet in height'. The required building separation is 35 feet. The separation appears to be 30
feet, however no dimension is provided on the plan.
5. Revise the note for building separation between Lot 9 and Building 6. The note indicates the
separation requirements is 10 feet. The required separation is 15 feet due to the height of
building 6.
6. Building 2 must meet all setback, stepback and separation requirements or approval of special
exceptions. No height is provided for this building on the initial plan.
7. Approval of special exceptions for stepback reduction for buildings 3 and 4. If no special
exception is approved the buildings shall be modified to meet stepback requirements.
8. The area of Steep Slopes (managed) do not appear to correspond to the Zoning Map. The final
site plan shall verify the location of the overlay district.
9. WPO plan satisfying VSMP requirements must be approved before final site plan can be
approved.
10. Proposed slopes steeper than 3:1 must specify plantings that can withstand steep slopes.
11. Signed and sealed engineering plans for the retaining walls will be required before final site plan
approval.
12. Indicate all proposed easements such as SWM facility and drainage. A Plat will be necessary to
record proposed easements.
13. Trees shall not be over drainage pipes or SWM facilities.
14. All vehicle access aisles that are not adjacent to parking spaces shall not exceed a grade of ten
percent.
15. Provide profiles for the travelways and the sight distance lines.
16. Clearly show where roll face and CG-6 will be used. Cross section on sheet 5 shows roll face on
both sides of the 28 ft private travelway, however sheet 3 labels CG-6 on one side.
17. Ensure all radii and entrance types are labeled.
18. Sidewalk along Woodburn must be a minimum of 5ft wide.
19. Profiles and calculations will be necessary for the storm pipes and inlets.
20. To accommodate emergency/fire vehicle access, emergency vehicle access road(s)/route(s) are
required. Fire apparatus access roads shall extend to within 150 feet (45 720 mm) of all portions
of the facility and all portions of the exterior walls of the first story of the buildings as measured
by an approved route around the exterior of the buildings or facility. At final site plan phase, will
calculate this distance to ensure this is met
21. There is a section of road/travelway that appears to decrease from 26 ft to 22 ft width for the
travelway on the west side of the plans. Based on the heights of the buildings proposed, the
travelway must be at least 26 feet width.
22. Based on the travelway width and the presented ROW width, no parkings signs will be required
to establish the fire apparatus travel way so it remains unobstructed
23. There is a dead end on the east side of the plans that appears to be longer than 150 feet. Clarify
this distance and if 150 ft or longer, provide an appropriate turn around
24. Provide a note on the plans of the calculated ISO fire flow for the buildings
25. Based on the fire flow calculation in comment above, provide appropriate number of hydrants
separated by the required distance based on the fire flow required and show there locations on
the plans (The larger the fire flow, the more hydrants that are needed and the closer they need
to be to each other. At the lowest fire flow, they are required to be no more than 500 feet apart
with no building more than 250 ft from a hydrant. AS the flow increases, the distances apart and
from the buildings decreases)
26. Provide a note of flow test for hydrants
27. Submit a PDF and hard copies of the utility plan to ACSA for review.
28. RWSA approval will be required. See attached comments from RWSA for more detail.
29. Approval of the offsite sewer extension will be required prior to utility plan approval.
30. Offsite sewer easements will be required.
31. Utility plan approval will be required prior to final plat approval.

This site will require two (2) road names as noted in the screenshot below. Road A will
need a name and Road B will need a name.
33. Provide right/left turn analysis for Woodburn Lane.
34. Provide additional detail and typical section for the parallel parking and the widening of
Woodburn Lane.
35. Sidewalk must wrap around the left side of the proposed entrance on Berkmar Drive and cross
the private travelway to tie into sidewalk.
36. Provide sight distance profiles for both public street entrances.
37. The required intersection sight distance on Woodburn Road is 390 feet.
38. Change labeling of dedication of right of way from VDOT to County of Albemarle.
39. Refer to VDOT's Road Design Manual, appendix F-pg., F-120, for commercial entrance designs
along highways with curb and gutter.
40. Show geometry on proposed entrances, 25ft., min. width, and 301., radii.
41. Show on proposed taper a 12 foot offset from edge of pavement to end of radii for entrance
onto Berkmar Drive.
42. Provide more detail on grading sheet. (See VDOT comments)
43. Provide drainage profiles on proposed drainage structures.
44. Final site plan mush show conformance with VDOT Road Design Manual Appendices B(1) and F,
as well as any other applicable standards, regulations or other requirements.
Please submit 8 copies of the final plans to the Community Development Department. The assigned
Lead Reviewer will then distribute the plans to all reviewing agencies (for ACSA, please submit 3 copies
of construction plans directly to them, as stated in their comments). Once you receive the first set of
comments on the final site plan, please work with each reviewer individually to satisfy their
requirements.
The Department of Community Development shall not accept submittal of the final site plan for
signature until tentative approvals for the attached conditions from the following agencies/reviewers
have been obtained:
