[32.5.2(b), 4.12.6] Please provide a parking study to be reviewed by the Zoning Administrator to confirm the proposed parking requirements. Pleas be aware that if the Zoning Administrator determines that more parking is needed, the site plan will need to be revised accordingly to add additional spaces. RESPONSE: The consultants prepared a Parking Study that was transmitted to the Zoning Administrator on May 18th, 2021. Mr. Svoboda responded (via email on June IOth) that 75 parking spaces are determined to be adequate to serve Phase 1 improvements to Biscuit Run Park. He added that each future phase of the park will be required to provide an additional parking analysis to identify future parking needs. 7. [32.5.2(e), 32.7.9.4] Please provide additional information on the existing vegetation on site. Is this a mix of deciduous, evergreen, or other plant material? Are there trees and shrubs? Please provide general caliper sizes of existing trees at their diameter at breast height (DBH) where possible. Staff suggests providing this additional info on the existing conditions and/or landscaping plans. RESPONSE: The project site is mostly covered with a dense successional plant community that has grown up naturally on the abandoned farm fields. The "old field" thicket consists mostly of small Virginia pines, Virginia red cedars, small pioneer hardwoods, and invasive shrubs. Generally, the trees are growing extremely close together and the diameters are less than 8-in. Based on the County approved Park Master Plan, large areas of the adjacent thicket will be removed in the future for park development. For any areas of thicket that will remain, the County will manage the tree growth to encourage restoration of the hardwood canopy forest. As the hardwood forest re-emerges the existing pines and cedars will be shaded out and have to be removed. 8. [32.5.2(e), 32.7.9.4, 32.7.9] Please update the plant schedule to include the botanical name, common name, size, and quantity of all existing and proposed landscaping features. RESPONSE: Updated a. Please provide the canopy area per plant for each species type, and then state the total canopy per species type based on the number of trees/shrubs provided. Canopy calculations can be found here: https://www.albemarle.org/Home/ShowDocument?id=1020 RESPONSE: Provided on the Plant Schedule. See Sheet L-302. 9. [32.7.9.51 Please provide street trees along Scottsville Rd. Street trees shall be planted with even spacing in a row within the public street right-of-way or adjacent to the public street right-of-way if not permitted therein by the Virginia Department of Transportation, and within the private street right-of-way. One large street tree shall be required for every 50 feet of street frontage, or portion thereof, if 25 feet or more. Where permitted, one medium shade tree shall be required for every 40 feet of road frontage, or portion thereof, if 20 feet or more. If required street trees cannot be planted within the parking setback or within ten feet of the street right-of-way due to sight distance, utility easements or other conflicting requirements, then the planting strip shall be enlarged to accommodate the trees. RESPONSE: Street trees are provided. See Note # 1 on Sheet L-301. 10. [32.5.2 (k)(1), 32.6.2(g)] Any new easements required for water, sewer, drainage facilities, or any proposed utilities will need to be reviewed, approved, and recorded prior to final site plan approval. Please submit an easement plat application the County for review. The final site plan will need to be updated so that all easements are shown and labeled identifying easement type, whether it's public or private, a width dimension, and the recorded instrument with deed book and page number. RESPONSE: Water and sewer utilities are not be constructed as part of this project. Public road right-of-way and associated stormwater utilities will be required by VDOT and the County. All new easements will by shown on the plans. Plats will be provided for County, VDOT, and DCR review and approval. 11. [32.6.20), 32.7.9.6] Please show that an area of at least five percent of the paved parking and vehicular circulation area is landscaped with trees or shrubs. As stated above please include the botanical name, common name, size, and quantity of all existing and proposed landscaping features. RESPONSE: Parking area and vehicular circulation landscape calculations are provided. See Sheet L-301. 12. [32.7.5.1(c)] The final site plan will not be signed until approval for sewer facilities is received from the Virginia Department of Health. Please see VDH's comments (attached) for more information. RESPONSE: Public sewer infrastructure is not being constructed as part of this project. 13. [32.7.8 and 4.17] If any outdoor lighting is proposed, please provide a lighting plan will need to be included with the final site plan submission that complies with all applicable regulations specified in Section 4.17 of the Zoning Ordinance. This includes: a. Provide footcandle measurements within the property and along all property lines. Use a light loss factor of 1.0 to determine footcandles on site. b. [4.17.4 (a)] Provide manufacturer cut -sheets for all proposed outdoor luminaires. c. [4.17.4 (a)] All proposed outdoor luminaries exceeding 3,000 lumens must be full -cutoff fixtures. Please provide documentation from the manufacturers that all fixtures will be full -cutoff. d. Please state the pole height of all outdoor luminaires. e. [4.17.4 (b)] Add a note stating "The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half (%) foot candle." f. Please add a note to which states "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half footcandle." RESPONSE: No electrical service or lighting is being constructed as part of this project. Albemarle County Engineering Services (Engineer) — Matthew Wentland, mwentland@albemarle.org — Requested changes, see below: 1. A VSMP plan will be required and will need to be approved prior to Final Site Plan approval. Review of the VSMP plan may generate additional comments on the Final Site Plan. The ESC and SWM was not reviewed in detail on these plans, however some of the diversions appear to be directing concentrated water to unprotected slopes. RESPONSE: VSMP plans will be prepared and submitted for review by County Engineering. 2. A road plan will be required and will need to be approved prior to Final Site Plan approval. Review of the road plan may generate additional comments on the Final Site Plan. RESPONSE: Road and Subdivision Plans will be submitted for review and approval. 3. Structures 24 and 25 do not appear to outlet into a defined channel. Provide the flows through these pipes, additional grading and/or permanent outlet protection may be required. RESPONSE: Additional information is provided. 4. Verify the turning radii in the access aisles meet standards for Fire Rescue equipment. [ I8.4.12.17d] RESPONSE: Will verify and address as required by the Fire Marshal. Albemarle County Building Inspections — Betty Slough, bslough@albemarle.org — Requested changes, see below. 1. A minimum of 3 accessible parking spaces are required and are to be on the shortest route to the pit toilets per VCC 1106.1(1). RESPONSE: Four (4) accessible parking spaces are provided. They are on the shortest route to the vault toilets. Albemarle County Department of Fire Rescue — Howard Lagomarsino, hlagomarsino@albemarle.org Requested changes, see below. 1. Entrance road, cross section on sheet 23 suggests the road width will have an unobstructed travel way of 24 ft to 30 ft, but on sheet 16, the width for the road is unclear until you get to the parking lot where the unobstructed width runs 22 ft to 24 ft; Please clarify the entrance road will meet or exceed the required, unobstructed travel way width of 20 ft. RESPONSE: The entrance road widths have been clarified. See the Civil Site and Road Plans for exact widths. Unobstructed travel -way is greater than 20 ft. 2. Radii for turns must be no less than 25 ft to accommodate emergency apparatus; the turn radius on the entrance road, shown on sheet 16, the turn between the # 10 and # 11 hexagons, and the right turn into the parking lot, to the left of the # 12 hexagon shows only a 15 ft turn radius. RESPONSE: Radii were increased to 25 ft. at the identified locations. 3. 3. Please indicate the required ISO fire flow for any structures to be erected on the site (appears a toilet house will be built) and if within the ACSWA service area, indicate location of hydrants and fire flow available from the hydrants. RESPONSE: Based on follow-up conversations with the Fire Marshal, water lines and fire hydrants are not required for this phase of development. Via email the Fire Marshal stated: "Based on current circumstances, especially lack of reasonable access to a water line for hydrant installation at this stage, there will be a note placed on the final stating that when the water becomes available in future phase of this project, hydrants) to service this phase will be added as necessary." The requested note has been added to the Cover Sheet. 4. Please provide for no parking signs along the entrance road, unless the width will accommodate parling so that the unobstructed travel way width is not reduced below 20 ft. (example - parking on one side requires a 28 ft wide travel way per fire code). RESPONSE: No parking signs will be provided along the entrance road. See note on the Cover Sheet. Albemarle County Architectural Review Board (ARB) — Khristopher Taggart, ktaggart@albemarle.org — See ARB Action Letter (ARB-2021-28) dated 4/19/2021, attached. 1. Provide information on the visibility and appearance of the pipes with end walls and the block walls at utility poles in the site plan. RESPONSE: Information will be provided. 2. Include the standard mechanical equipment note on the site plan: "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." RESPONSE: Requested note will be provided. 3. Consider external down lighting for proposed signage. RESPONSE: Lighting is not currently planned for the entrance sign. 4. Provide additional trees along the frontage to help integrate the site into the surrounding context. RESPONSE: Additional trees are provided. 5. Provide a complete plant schedule with the next submittal. RESPONSE: A complete plant schedule is provided. 6. Add the standard landscaping note to the landscape plan: "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." RESPONSE: The note is added. 7. Provide details of the entrance walls and utility pole walls in the plan. Indicate material(s) and color(s). Physical samples may be necessary for review. RESPONSE: Details will be provided. 8. Provide information to confirm that grading is not proposed within the dripline of trees to remain. RESPONSE: See limits of grading and disturbance as shown on the Landscape Site Plans. No grading or disturbance will take place outside of these limits. 10. Provide landscaping between Biofilter #2 and the street to soften the regular, engineered appearance of the grading in this area. RESPONSE: Additional tree plantings were added to this area. In addition, a native grass and wildflower meadow will be established all along the front of the park. The meadow will provide ecological and environmental functions and soften the landforms. Virginia Department of Transportation — Adam Moore, Adam.Moore@vdot.virginia.gov and Doug McAvoy Jr., 1. Milling and repaving on Route 20 should extend 2 feet past both ends of the turn lane construction on Route 20. RESPONSE: Milling and repaving were revised to address note. 2. Show the width of the commercial entrance. RESPONSE: Width is shown as 30' 3. Provide the sight distance profiles for the lines shown on Sheet C-200. RESPONSE: Sight distance profiles are shown on the Civil plans. 4. The entrance walls should be located no closer than 7 feet from the edge of pavement. RESPONSE: Entrance walls have been deleted from the plans. 5. The curb along the right turn lane should be CG-7 rather than CG-6 due to the higher speed nature of Route 20. RESPONSE: CG-7 is shown on the plans. 6. Sheet C-700: Several TTCa€TMS cited on this plan sheet (and shown on C-710) are obsolete. Please correct these to use Revision 2 of the 2011 V WAPM, dated 1 September 2019. RESPONSE: Corrected. 7. Sheet C-700: Correct the allowable work hours to be consistent with the Culpeper District policy dated 14 April 2015. RESPONSE: Corrected 8. Contact the VDOT Charlottesville Residency if you intend to pursue Recreational Access funds. RESPONSE: The County is in contact with VDOT and intends to pursue the RA funding. If the proposed development is located wholly or partially within a dam break inundation zone, the developer shall submit with the final site plan the following: ❑ a. Engineering study. If the Virginia Department of Conservation and Recreation determines that a plan of development proposed by a developer would change the spillway design flood standards of an impounding structure pursuant to Virginia Code § 10.1-606.3 , the developer shall submit an engineering study in conformance with the Virginia Soil and Water Conservation Board's standards under the Virginia Dam Safety Act in Virginia Code § 10.1-604 et seq. and the Virginia Impounding Structure regulations in 4VAC50-20-10 et seq. The engineering study shall be reviewed and acted upon by the Virginia Department of Conservation and Recreation as provided in Virginia Code § 15.2- 2243.1. Id b. Mapping information. The developer shall provide the dam owner, the county, and any other affected localities with information necessary for the dam owner to update the dam break inundation zone map to reflect any new development within the dam break inundation zone following completion of the development. Plans will not be rejected if these items are not present, but they are required for approval. These items are provided in an effort to communicate all final site plan comments. Id 1.
