Dear Cameron:
Pedestrian Orientation: Sidewalks are shown. Once the right turn lane is added, a relocated,
parallel sidewalk will be reinstalled along Rio Road East and continued along the widened
commercial entrance to the property,providing direct access to the proposed church building.
The applicant desires a sidewalk along the entrance,without steps as shown, as opposed to a stair
down a steep roadside embankment.
Interconnected Streets and Transportation Networks: A potential future connection is shown
near the cell tower to the CATEC property and the parking area is designed to accommodate a
connection.
Parks,Recreational Amenities,and Open Space: The site is small and somewhat constricted
due to its shape and limited area. A space for an outdoor area for gathering or sitting area may
not be available. If some space remains with final design after meeting all other regulatory
requirements,then passive space can be provided.
Buildings and Spaces of Human Scale: Architectural eleme is such as building articulation�

Site Planning that Respects Terrain: The building cannot be moved closer to Rio Road. The
proposed building is currently shown abutting an existing Dominion Virginia Power, Central
Telephone Company of Virginia and N-Telos easement.
Conceptual Plan:
• A legend has been added.
• A site Data Table has been added.
• The existing conditions layer is turned off on Sheet C2.0 and only existing
features/conditions to remain are shown.
• Zoning district and applicable overlay districts are stated.Note 9 on Sheet C1.0 has been
clarified. Disturbance of Managed Steep Slopes noted.
• Directional flow arrows for parking circulation have been added near building entrance.
• Comments to internal circulation are provided under response to VDOT.

• The applicant desires to keep the second entrance and an Access Management Exception
will be requested from VDOT. Also, See VDOT response to VDOT.
• The egress only entrance note has been added.
• An area for a future interconnection between City Church and CATEC has been added.
Inspections: Comments noted and to be addressed at final design stage.
Albemarle County Service Authority (ACSA):
1. Existing water meter labeled
2. Existing private sewer shown
3. Private easement to be researched.
4. Proposed public extension water main shown.
5. New water service and fire line shown.
6. Fixture counts will be available during the final design stage. Other comments noted.
7. The entire private sewer is shown.
8. Private easement noted.
VDOT:
1. An Access Management Exception is requested for the egress-only entrance.
2. Circulation flow arrows have been added. The internal de-facto configuration is desired
to remain by the applicant. The occasional vehicle from the eleven front spaces that
wants to turn left onto Rio Road will be extended courtesy if/when needed by other
church patrons. This will maximize safe conditions for pedestrian activity around the
main church entry door at the porte-cochere.
