Dear Mr. Langille:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Terra Engineering and offers
the following comments:
1. The proposed plan requires an approved Access Management Exception for the second
egress only entrance.
2. The parking lot circulation pattern needs to be modified. This layout creates a de-facto
intersection just inside the entrance. Moving these movements farther away from the
main entrance will improve circulation and the performance of the entrance.
Please provide a copy of the revised plan along with a comment response letter. If further
information is desired, please contact Willis Bedsaul at 434-422-9866. •
A VDOT Land Use Permit will be required prior to any work within the right-of-way.The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434)422-9399 for information pertaining to this process.

Cameron,
As I said in the interdivisional meeting the layout as shown is not approvable. A change in the parking lot is
necessary. That said, it seemed to me like the zoning folks did not think the exact parking layout was much a hold
up. But that is for you all to figure out.

Thanks Adam.
Based on your second comment regarding the parking lot circulation,they need to make changes in order to meet VDOT
requirements. Do you think that they could address the circulation issues without removing/moving the parking spaces
as shown on the concept plan? If they will need to make changes to the parking layout, it will be best if we have that
addressed before taking this application to the Planning Commission for a public hearing. Otherwise,they may need to
amend their special use permit later after they've submitted a site plan, and this would complicate things.
