EXECUTIVE SUMMARY AGENDA TITLE: Forest Lakes Car Center(SDP 97- AGENDA DATE: September 30, 1997 111) ITEM NUMBER: SDP 97-111 SUBJECT/PROPOSAL/REOUEST: ACTION: Yes INFORMATION: Proposal to construct a two bay automated car wash on a 0.512 acre parcel zoned HC,Highway Commercial and EC,Entrance Corridor(Attachment A). Property, CONSENT AGENDA: described as a portion of Tax Map 61B4,Parcel 1,is ACTION: INFORMATION: located on the south side Timberwood Parkway(State Route 1720),between the Timberwood Parkway/Worth ATTACHMENTS: Yes Crossing intersection and Route 29 North(Attachments B and C). This site is located in the Rivanna Magisterial District and is recommended for REVIEWED BY: VWC Community Service in the Hollymead Community. STAFF CONTACT(S): Eric Morrisette BACKGROUND: The proposal is for a commercial car wash of approximately 1,500 square feet with associated vacuum stations. The Planning Commission granted preliminary approval to the proposed site plan [SDP 97-037] on June 10, 1997 (Attachment D). The Planning Commission requested review of the final site plan. DISCUSSION: The Planning Commission approved the preliminary site plan[SDP 97-037]with the stipulation that the Commission review the final site plan. Adjacent property owners expressed much opposition to the use of the car wash at the June 10, 1997 Planning Commission meeting,however,this is a by-right use in the HC zone. The Planning Staff has reviewed the final site plan and has determined that all conditions for final approval have been met. Approvals from the Engineering Department, Building Code and Zoning Services, Service Authority, Rivanna Water and Sewer Authority, Architectural Review Board [ARB],and Planning are attached(Attachments E,F,G,H,I, and J). The Planning Commission has requested to review the final site plan. The approval of the preliminary site plan is valid for one year in accordance with Zoning Ordinance Section 32.4.3.1. Expiration will require a new application to be filed and processed. The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in addition to the following conditions: 1. Prior to submittal of the final site development plan for Planning Commission review, the applicant shall obtain tentative approvals of the following conditions: a. Planning Department approval of: 1. Landscape plan. b. Engineering Department approval to include: 1. Labeling the existing alignment and roadway features for Timberwood Parkway (i.e., pavement width, entrance to Food Lion,pavement markings, etc,); 2. Approval of grading plans and computations; 3. Approval of stormwater detention plans and computations; 4. Virginia Department of Transportation [VDOT] approval of plans, drainage computations, and Fortune Park Road plans or connection to a state-maintained road. Per VDOT: a. Fortune Park Road has not been approved, however an existing entrance from Timberwood Parkway is adequate to serve this site; ATTACHMENT D b. For Fortune Park Road, a traffic analysis will be required to determine the level of service at build-out at Timberwood Parkway and Worth Crossing. c. Albemarle County Building Code and Zoning Services approval to include: 1. Rearrange the employee parking so that it is 16 feet wide or barrier free accessibility. (This parking space does not have to be marked as accessible on the pavement nor have a standing sign indicating accessibility. d. Albemarle County Service Authority approval to include: 1. The meter shall be located in a grassy area within the existing easement of the 12" water main; 2. Provide revised water usage numbers so the meter can be sized; 3. Increase the fall away from the exit site of the wash bays. The general note regarding grading the site so runoff will not enter the bays is inadequate. e. Albemarle County Architectural Review Board issuance of a Certificate of Appropriateness. f. Each wash bay shall contain a wash basin. Water collected in the basin, whether first recycled or not, shall be routed to the sanitary sewer system (or it shall be discharged in a manner approved by the department of Health or any other applicable state or federal agency.) 2. The Planning Department shall not accept submittal of the final site plan for signature until the until tentative approvals for the following conditions have been obtained: a. Engineering Department approval of: 1. Erosion and Sediment Control Plan. You are responsible for contacting all applicable departments and agencies, and satisfying the conditions for approval of the final site plan. When the final site plan meets all requirements and conditions, and tentative approval has been granted by each department or agency, a final submittal must be made to the Department of Planning and Community Development in order to schedule the plan to be signed at the next Site Review Committee meeting.
