Boys & Girls Club Easement Plat TO: Cameron Langille, Planner John Anderson, Engineer, Community Development Richard Nelson, Engineer, ACSA C: U Lopez (Milestone), Kim Roeser (Timmons Group) Please find below our responses to review of the plat referenced above (Boys and Girls Club Easement plat); we appreciate your comments and review. Included (below) are comments provided by Albemarle County with responses (in red), accordingly: PLANNING DIVISION COMMENTS 1. [General Comment] Please remove reference to the site plan on Sheet 1 under Survey Notes. Addressed, removed. 2. [Sec. 14-202.1 ] Provide owners notarized signature when final copies are submitted for County signature and approval. Noted, to be addressed upon finalization and subsequent to surveyor signature. 3. [14-302 (A)(3)] On Sheet 2, please update the labels for Lambs Lane so that it states whether it is a public or private right-of-way, state the width of the right-of-way, and state the recorded instrument deed book (DB) and page that created the right-of-way. Addressed; Lambs Lane exists as private access from Lambs Road serving the County facilities / schools. Lambs Road (corrected hereon as State Route 657) now includes the land record reference for R/W acquisition on sheet 1 (County Schools to Comm. of VA). Also Hydraulic Road land record information is included (sheetl). 4. [Sec. 14-302 (A)(4) and 14-302 (A)(5)] Please revise proposed stormwater easements so that the labels indicate whether the easements are public or private. Addressed; all storm (drainage and SWM Facility) easements are for public use. SWM easement annotation now suffixed 'dedicated for public use'. Survey note 6 also presents the public nature of these easements. CIVIL ENGINEERING I ENVIRONMENTAL I SURVEYING I GIs I LANDSCAPE ARCHITECTURE I CONSTRUCTION SERVICES 5. [14-302 (A)(5)] All proposed public drainage and stormwater easements require a deed of dedication to be recorded with the easement plat. Engineering staff will draft templates of these deeds and provide them to the applicant. Please contact Engineering directly for information on the deeds of easement. Noted and in process (not a plat revision item). 6. [14-302 (1111)(5)] Please add notes to Sheet 1 that state that the property is subject to the conditions of VA198100028 and SP201600004. Addressed; Please see Survey Note 1 updated to include, in bold, the referenced conditions. 7. [Sec. 14-303 (1)] Please provide a definite bearing and distance tie between not less than two (2) permanent monuments on the exterior boundary of the property and further tie to existing street intersection where possible and reasonably convenient. Addressed. Regarding exterior boundary monument ties: prior to platting of easements, Timmons Group recovered the nearest available boundary monuments (located 1000' +from site area, along south boundary near Georgetown Green). Ties are stated as shown to ea. of the two drainage easements, which adjoin the SWM Facility easements. The three (3) found monuments include course labels along the property boundary so that each tie can be related to any three of the found monuments. Due to the location of the easement relative to the property, NAD83 coordinates are also provided for all easements. Regarding street intersection: project / site area is quite far from public roads and references to existing intersections are not strong, nor are said roads surveyed (657 & 743). This plat emphasizes recovered property monuments. ACSA DIVISION COMMENTS (Recommended for approval via Email from Richard Nelson dated June 23, 2021) Respondent notes that no ACSA easements were found for the existing pump station south of the southeast corner of Jack Jouett MS. Respondent further notes that incidental to additional surveyor research, the ACSA waterline easement for Ivy Creek School is now presented (west of project area, to Ivy Creek Sch.) ENGINEERING DIVISION COMMENTS 1. `Sheet 1: a. Please revise Note 12. Although no managed or preserved steep slopes are present, critical slopes exist on /within the property, regulated by ordinance. Addressed / Revised. b. Please provide deed bk-pg ref. for Hydraulic Road (SR 743) and Lambs Road (SR 622). Addressed. Also please note that Lambs Road was mis-labeled as State Route 622; multiple resources state this road as Rte. 657, notably the 1966 deed of conveyance from Schools to Commonwealth of Va. 2. Sheet 2: a. Show Ex. SWM facility easement (Mfr. wetland) at Ivy Creek School. Ref plan sheet C2.3, WP0202000051, Addressed. Facility is shown approximately and based on prior survey of facility and terrain by Timmons Group. Additionally, Survey Note 13 is now included to state / emphasize the existence of said facility with no found deed of easement. b. Revise Tie Line `A' label (E31 endpoint) to read Tie Line `C'. Addressed, revised. c. Please confirm no ACSA sanitary sewer line easement exists in area shown on sheet 2. Ref. WP0202000051, C2.1, Existing Conditions plan Investigated, addressed insofar as no ACSA deed of easement for this sanitary sewer utility was discovered via land record research (by surveyor). Generally .. please also note the following: • Sheet 2 line tables re -arranged (on sheet) to accommodate updates. • Sheet 2 Surveyor seal moved to left margin to accommodate updates. • All sheets carry a 'Last Revised' date of July 5 to reflect response and revision per County comment(s). • New Waterline easement (NE corner of new Boys -Girls Club building, at meter vault area) has been slightly expanded to match design revision coordinated by Timmons and County.
