Re: SDP202100046 Belvedere Community Center Initial Site Plan — Conditional Approval Action Letter
Dear Mr. Krohn:
The Agent for the Board of Supervisors hereby grants conditional administrative approval to the above referenced
site plan. All comments contained in the attached comment letter must be addressed prior to final site plan
approval.
This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer
submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as provided in
section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter diligently pursues approval
of the final site plan.
In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the following
approvals are received:
1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the County
of Albemarle.
2. Approval of all easements for facilities for stormwater management and drainage control.
The final site plan will not be considered to have been officially submitted until the following items are received:
1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code.
2. Applicable fee.
Please submit 11 copies of the final plans to the Community Development Department. The assigned Lead
Reviewer will then distribute the plans to all reviewing agencies (for ACSA, please submit 3 copies of
construction plans directly to them, as stated in their comments). Once you receive the first set of comments
on the final site plan, please work with each reviewer individually to satisfy their requirements.
The Department of Community Development shall not accept submittal of the final site plan for signature until
tentative approvals for the attached conditions from the following agencies/reviewers have been obtained:

Albemarle County Planning Services (Planner) — Cameron Langille, blangille@albemarle.org — Required changes
prior to initial site plan approval:
1. [32.4.2.1 (f)] County records show that the $435.00 notification fee has not been paid. This fee will need to be
paid by Friday, July 9, 2021 in order for the initial site plan to be approved. Comment addressed.
Comments to be addressed prior to final site plan approval:
2. [32.5.2 (a)] Please be aware that SUB202100090 is currently under review with the County. The final site plan will
need to show all existing parcels and their Tax Map Parcel (TMP) number. Parcel labels will need to state the TMP,
owner name, zoning, acreage, and recorded instrument number.
3. [32.6] Prior to approval, the final site plan must address all applicable requirements of Section 32.6 of the Zoning
Ordinance.
4. [32.5.2 (e) & 32.7.9.4. (c)] Please identify and label all existing landscape features that will be retained on the
landscape plan that will be included with the final site plan. See Engineering Division comment #9 for further
information.
a. [32.7.9.4 (b) & 32.7.9.4 (c)] If any of the existing landscape features will be retained to meet minimum
canopy requirements specified by Section 32.7.9.8, these features must be identified and labeled
(vegetation type, sizes, etc.).
b. [32.7.9.4 (b)] A copy of the Conservation Plan Checklist will need to be added as an exhibit to the final
site plan, and must be completed and signed by the owner or contract purchaser prior to final site plan
approval.
5. [32.5.2 0)] Please show all existing water, sewer and drainage facilities and easements within the property. Label
easements by type, state dimensions, and state the recorded instrument number that created the easement.
6. [32.7.4] Prior to final site plan approval, a Water Protection Ordinance Plan (WPO) must be submitted, reviewed,
and approved. See Engineering comments for further information.
7. [32.7.4.1] Please be aware that SUB202100090 is currently under review with the County. Prior to final site plan
approval, an easement plat application must be approved and recorded for all proposed stormwater and drainage
easements. Prior to approval of the final site plan, all stormwater and drainage easements created by the
easement plat will need to be shown, labeled, and identified as public/private, state the width/size of the
easement, and state the recorded instrument umber of the plat that created the easements.
8. [32.7.5] Please be aware that SUB202100090 is currently under review with the County. Prior to final site plan
approval, an easement plat application must be approved and recorded for all proposed water and sewer
easements. Prior to approval of the final site plan, all water and sewer easements created by the easement plat
will need to be shown, labeled, and identified as public/private, state the width/size of the easement, and state the
recorded instrument umber of the plat that created the easements.

9. [32.7.9] The final site plan will need to include a landscaping plan that meets the following requirements:
c. [32.7.9.5] Street trees along all streets. Sizes and spacing requirements must be met.
d. [32.7.9.8] Minimum tree canopy of 10% must be provided within the site. Provide a calculation of the tree
canopy area provided, and state the tree canopy area proposed.
e. Provide a landscape schedule identifying the following information for proposed landscaping: state the
species name, common name, quantity, size/height at time of installation, canopy area per species, and
total canopy area for each species of landscaping material provided.
f. All proposed landscaping must be tree and shrub species specified on the Albemarle County
Recommended Plants List.
g. Canopy figures for all species can be obtained from the Plant Canopy Calculations list.
11. [32.7.8 and 4.17] Please provide a lighting plan with the final site plan that meets all requirements of Section 18-
4.17 and Section 32 of the Zoning Ordinance.

Per plans dated 5/10/21:
1) Fire apparatus access roads are required and must mainatian a minimum, unobstructed travelway width of 20 ft, exclusive
of parking, for buildings under 30 ft tall and a minimum, unobstructed travel way width of 26 ft, exclusive of parking, for
buildings over 30 ft tall. Plans indicate the building height at 33 ft, so travel way width must be 26 ft, exclusive of parking.
Please show compliance on plans
2) Fire appartus access roads must be able to support 85,000 lb fire apparatus in all weather. Please indicate complaince on
plans
3) Fire apparatus access roads must be free of overhead obstructions, including landscaping and trees, from the height of 13
ft 6 inches and below.
4) Fire apparatus access roads must provide 25 ft turn radii to accomodate fire appartus, please show turn radii on the plan
5) Dead ends 150 It or longer must provide an approved fire apparatus turn around
6) Provide a note on the plan indicating the required ISO fire flow for the building
7) Provide locations of hydrants required by the ISO fire calculation in # 6 (the starting point is every 500 It with no building
further than 250 It from a hydrant, but changes to shorter distances as ISO fire flow requirement increases)
8) Indicate on the plan the latest ACSW flow test of hydrant to ensure adequate fire flow per calculation in comment # 6
9) If fire suppression systems or standpipes are installed the FDC must face the road, on address side and there needs to be
hydrant within 100 ft. of the FDC, arranged so that when hydrant and FDC are in use for emergency operations, hose does
not obstruct travel way

Submit a PDF of the utility plan for ACSA review.
RWSA sewer capacity certification will be required.
Fire and Rescue will need to confirm if a fire hydrant will be required for the site.
Confirm what the intent is for future use of the neighboring vacant parcel.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced Belvedere Community Center - ISP, as submitted by
Roudabush, Gale & Assoc., Inc., dated May 10, 2021 and find it to be generally acceptable.
A VDOT Land Use Permit will be required prior to any work within the right of way. The
owner/developer must contact the Charlottesville Residency land Use Section at (434) 422-9399
for information pertaining to this process.

RWSA has reviewed the Belvedere Community Center Initial site plan dated 3/10/21 as prepared by Roudabush, Gale, &
assoc, INC. and consents to the proposed construction. All changes to the proposed work from that shown in the
drawings shall be approved by RWSA in writing prior to construction. RWSA reserves all existing rights associated with its
easement, including but not limited to its rights to access, construction, operation, maintenance, and repair of its
facilities within the easement, and such consent shall not be construed to modify or prohibit any existing easement
rights held by the RWSA, nor modify or increase its obligations, if any, to repair or restore.
