VERIZON WIRELESS - "SHADWELL" (EASTON ESTATE) TIER II PERSONAL WIRELESS SERVICE FACILITY Project Description/Request: Cellco Partnership, operating as Verizon Wireless, respectfully requests approval of a Special Use Permit to allow installation of a Tier II Personal Wireless Service Facility (PWSF), with a 87-foot tall monopole on a parcel with an address of 3492 Richmond Road and identified as Tax Map and Parcel Number 79A1 - C - 35 (the "Property"). This proposal will also include the installation of a 245 square foot, 1'-8" high steel platform for outdoor equipment cabinets having a maximum height of approximately 8'-8", and an emergency back-up power generator. The proposed PWSF will be contained within a 2,500 square foot lease area on the Property. The monopole serving this site will be located at an elevation of approximately 404 feet Above Mean Sea Level (AMSL). The monopole, antennas, and base station equipment will all be painted with Sherwin Williams Java Brown - #6090, which is a matte enamel color that has been previously approved as an appropriate color for other Tier II "treetop" facility sites throughout Albemarle County. Two (2) arrays, each containing three (3) flush- mounted antennas, will be installed on the monopole with the highest set matching its top height and the lower antenna array below. All six antennas are needed to deploy the three different technologies for which Verizon Wireless is licensed in Albemarle County. It should be noted that the proposed facility will be located in the same location that was originally submitted and reviewed as SDP-2008-00075. The application was subsequently deferred indefinitely, due to Verizon Wireless' merger with Alltel. Network Objectives: Verizon Wireless is licensed by the Federal Communications Commission (FCC) to provide state-of- the-art wireless communications services within Albemarle County. This includes the Long Term Evolution (LTE) 4G service (700 MHz frequency band), which was recently launched in Albemarle County, the City of Charlottesville and other surrounding counties in July 2012. When ideal coverage is available, the 4G services can provide data upload, download and transmission speeds up to ten times faster than current technologies that are currently available through personal wireless networks. It is important to note that, although PCS (1900 MHz frequency band) can be combined with either Cellular(850 MHz frequency band) or LTE service in one set of flush-mounted antennas, LTE utilizes a frequency band which is too close to the Cellular band's frequency in the federally government's licensed radio spectrum. This makes it impossible to combine the LTE and Cellular signal transmissions within a single set of flush-mounted antennas without interference between the signals. Therefore, the LTE and Cellular antennas must be physically separated on the monopole, requiring either additional height to achieve the necessary vertical separation or a much wider horizontal distance between the required antennas than the County's standard for flush-mounting allows. In this case, Verizon Wireless is proposing that the antennas be split between two vertically spaced arrays in order to meet the County's preference for flush-mounting. It is Verizon Wireless' goal to provide seamless in-building, in-car and on-street coverage and the full range of voice and data services to existing and future customers. With a top height of 87 feet, the proposed monopole at this facility will be approximately 10 feet taller than the reference tree, which will set the second level of antennas partially below the top of that tree. Verizon Wireless PWSF Page 1 Shadwell (Easton Estate) Character of the Area: The Property is zoned Rural Areas (RA), and each of the adjacent properties to the north, east, and west share the same zoning designation. The proposed PWSF will not substantially impact the rural character of the area due to the fact that this site is located in a heavily wooded area that is just south of the eastbound lane of I-64, but at a lower elevation than the right-of-way. This site is also situated at a lower elevation than Richmond Road (US Route 250), which lies nearly 600 feet to the south. Therefore, the existing trees and structures between Route 250 and the site will camouflage views of lower portions of the tower and supporting ground equipment at the facility, thus mitigating the potential for impacts on nearest adjacent properties to the south. Access to the proposed PWSF will be provided from the northern side of Route 250 across from the entrance to Glenmore using an existing driveway that currently provides access to the existing residence on property. In order to allow safe access to the site, the driveway will be extended north and downhill to the facility. The PWSF will be located approximately 85 feet west of the nearest property line, 38.9 feet from the right-of-way for 1-64, and more than 210 feet west of the nearest off-property residence. The Property, identified as Tax Map 92 - Parcel 5A contains 15.61 acres and is located in the Scottsville Magisterial District. The parcel is zoned Rural Areas (RA) in the Entrance Corridor (EC), and each of the surrounding properties shares the same rural zoning designation. The proposed PWSF will not substantially impact the rural character of the area due to the fact that this site is located within a heavily wooded area that will provide camouflaging for the dark brown monopole and also assist in screening the ground equipment cabinet from nearby property lines. There are two existing PWSFs within close proximity to the location of the proposed facility, with the nearest being located approximately 80 feet to the northeast and on the same parcel. The second existing facility is located approximately 160 feet west of this site on the adjacent parcel,which shares common ownership. Compliance with Tier II Criteria as set forth in Section 5.1.40. Verizon Wireless will address any relevant requirements and modification requests in the sections provided below: The County's specific design criteria for Tier II "Treetop" Facilities, set forth in Section 5.1.40(d), are addressed as follows: • 5.1.40(d)(1) - The facility shall comply with subsection 5.1.40(b) and subsections 5.1.40(c)(2) through (9). Subsection 5.1.40(b) (1-5): Verizon Wireless has selected a location for the proposed monopole that is approximately 96 feet away from the nearest parcel line to the east. This exceeds the standard, minimum required setback distance for towers and similar structures, which is equal to 100% of the monopole's height from all parcel lines shared with adjoining lots. However, there are no specific, Section 5.1.40(b)(5) does not specify any setbacks from public road rights-of-way. The facility is proposed to be 38 feet from the 1-64 right-of-way. The attached site drawings and antenna/equipment specifications demonstrate that the PWSF regulations and the relevant site plan requirements set forth in Section 32 of the zoning ordinance will also be met with this application. Subsection 5.1.40(c)(2): The proposed monopole does not require the installation of guy wires, nor will it be fitted with any whip antennas without any further County approvals and proposed grounding rod will comply with the County's size requirements. Any lighting installed at this facility will consist of a low-powered outdoor light fixture attached to a short pole, in full compliance with Section 4.17 of the Verizon Wireless PWSF Page 2 Shadwell (Easton Estate) zoning ordinance and it will only be turned on when service is being performed at the site at night. The light will have to be adjustable under Verizon Wireless' safety standards, as well as Occupational Safety and Health Administration (OSHA) regulations requiring that "each work area and walkway is adequately lighted whenever an employee is present." This will help to ensure that technical operations staff can safely move about the facility during the times when maintenance of the site is necessary. Please note that these times are most often during events of extremely bad weather or after tree limbs, snow, ice or other materials have fallen onto equipment and in the facility site. Subsection 5.1.40(c)(3): The proposed antenna configuration must be mounted vertically in two separate arrays one above the other. The first array will contain three panel antennas, identified as Amphenol Antel Model# BXD-63406380CF [47.4"(H) x 16.8"(W) x 3.5"(D), equaling approximately 796.32 square inches], that will allow for the combining of Cellular and PCS service signals at this site. The second array will hold a new set of panel antennas for the LTE service (identified as Amphenol Antel Model# BXA-70063/8CF [94.6"(H) x 11.2"(W) x 4.5"(D) - approximately 1,060 square inches]. All of these antennas will be installed using "pipe-mounts" that will allow a necessary amount of down- tilting while meeting the County's requirements for flush-mounts (twelve inches maximum between the face of the monopole and the face of the antenna). All antennas will be painted to match the color of the monopole. Subsection 5.1.40(c)(4 and 5): Prior to or in conjunction with applying for a building permit, Verizon Wireless will submit a tree conservation plan by Dave Rosene, a Certified Arborist with VanYahres Tree Company. The plan will provide any necessary requirements and/or recommendations for care methods construction and the construction drawings will also provide the final location of all tree protection fencing and other improvements that are necessary during and after construction. Subsection 5.1.40(c)(6): Should the use of the facility be discontinued in the future then Verizon Wireless and/or its assignee(s) shall be required to remove the facility within 90 days. Subsection 5.1.40(c)(7): Should additional wireless carriers find use in co-locating on the proposed monopole, then Verizon Wireless will submit an annual reports updating the user status and equipment inventory of the facility in the required time period. Subsection 5.1.40(c)(8): No new slopes greater than 2:1 will be created as a result of installing the proposed facility. Subsection 5.1.40(c)(9): Verizon Wireless is proposing the installation of a wooden fence in order to assist in screen the proposed facility from nearby road during the fall and winter. The location and design of the proposed screening fence are shown on the site plan/construction drawings. Section 5.1.40(d)(2): The installation of Verizon Wireless' proposed facility will not require the removal of any significantly sized trees that would be material to screening the facility. In fact this specific location was chosen, in part, because most of the trees to be removed are young, short cedars with sparse limbs that appear to have either been damaged over the years, or just haven't thrived in the shadows of the taller, mature trees. Therefore, the remaining trees area around the site will adequately screen all but the highest portions of the monopole, which will be painted brown in order to blend in well with, or appear as a minor extension above the surrounding treetops. Section 5.1.40(d)(3): Verizon Wireless has not identified any specific Comprehensive Plan resources on the subject parcel or on the adjacent properties that would be adversely impacted as a result of the approving the proposed Personal Wireless Service Facility. Verizon Wireless PWSF Page 3 Shadwell (Easton Estate) Section 5.1.40(d)(4) - Once constructed, Verizon Wireless' PWSF will be the only PWSF located on the Property. There are no existing facilities located on adjacent parcels, or with 200 feet of this site. Section 5.1.40(d)(5) - As indicated in the attached construction drawings, Verizon Wireless' proposed monopole will be designed and constructed so that it is 30 inches at its base and tapers to 18 inches at its top. Section 5.1.40(d)(6): At 87 feet tall (and 491 feet Above Mean Sea Level - AMSL), the proposed monopole will be approximately 10 feet above the top elevation of the reference tree, which is identified as a 18" Wild Cherry that is 75 feet tall (481 feet AMSL), that has a drip line that is approximately 20 feet to the northeast of where the monopole will be installed. Section 5.1.40(d)(7) - The monopole and all antennas will be painted Sherwin Williams Java Brown #6090. This is a color that has been applied to previously approved PWSF monopoles. All of the base station equipment that is installed to support this facility will be painted this same color, and enclose within a screening fence as well. Section 5.1.40(d)(8) - Verizon Wireless is proposing the construction of a monopole tower that will be designed to contain all of the coaxial cables that will run from the ground equipment to both sets of antennas. However, if for some reason it is determined in the future that additional cables for facility upgrades cannot be fit within this pole (which must also be designed to taper from 30" at its base to 18" at the top), then Verizon Wireless will request approval to allow any cables that don't fit inside to be run up the back of the pole (interior to the property), as just as they are allowed for wooden monopoles. Section 5.1.40(d)(9-13) - Verizon Wireless has reviewed and understands all of the remaining criteria for Tier II and Treetop Personal Wireless Service Facilities and will provide any additional information or assistance to ensure that these standards are met. Conclusion: Verizon Wireless is confident that the proposed Personal Wireless Service Facility will meet the design criteria for approval of a Tier II facility and does not conflict with the goals and objectives of the Comprehensive Plan. The approval of this PWSF application will contribute to the deployment of a highly reliable personal communications system in this new market,providing an additional option for high quality personal wireless services to Albemarle County residents in Shadwell area as well as travelers on Richmond Road (U.S. Route 250) and Interstate 64. Approval of this request will enable Verizon Wireless to provide County residents in the Shadwell area, as well as those traveling on Interstate Route 64, US Rote 250 and other nearby roads, with access to high quality, high speed 4G services which are more advanced than those currently available in this market.
