Subject: Shadwell Market Critical Slopes Waiver(SUB200700407)critical slope waiver request
The critical slope waiver request has been reviewed. The engineering analysis of the request follows:
Description of critical slope area and proposed disturbance:
The existing critical slope area on the site consists of a steep slope and scrubby vegetation adjacent to the
parking area for the existing gas station.The slopes appear to be man-made,and this has been confirmed by the
applicant.There is no previously approved site plan showing the construction of the man-made slopes;thus,
the critical slopes on site are not exempt.
The applicant is proposing a parking area,gas station building,and associated grading within the critical slope
areas.

Critical slopes 600 sq ft 1%of site
Critical slopes disturbed 600 sq ft 100%of critical slopes
Below,each of the concerns of Zoning Ordinance section 18-4.2 is discussed:
Compliance with Zoning Ordinance 18-4.2:
"movement of soil and rock"
Proper slope construction, control of drainage, and vegetative stabilization will prevent any movement of
soil.
"excessive stormwater runoff"
The proposed development has a decrease in impervious area and in turn a reduction of stormwater runoff.
"siltation"
Inspection and bonding by the County will ensure siltation control during construction.Proper stabilization
and maintenance will ensure long term stability.
"loss of aesthetic resource"
The critical slopes on site appear to be man-made.The proposed grading plan appears to be an
improvement compared to the grading currently on site.
"septic effluent"
Disturbance of the proposed critical slopes will not cause septic effluent to travel further.
Exemptions to critical slopes waivers for driveways,roads and utilities without reasonable alternative
locations:
The disturbed critical slopes are not exempt(see explanation above under the description).
Based on the above review,Engineering recommends approval to the critical slopes waiver.
