Please find our responses to the comments below in bold lettering. First Review Comments — Kevin McCollum: 1. [32.5.2 (a)] According to Albemarle County GIS the property is located within the Entrance Corridor and Flood Hazard Overlay Districts. Please add these to the Zoning information on the cover sheet. The above information has been added to the cover sheet under the site notes zoning information. This comment has been addressed. 2. [32.5.2 (a)] Albemarle County GIS additionally shows the presence of Critical Slopes on the property. Since Critical Slopes are not an Overlay District, we would recommend removing the statement regarding Critical Slopes altogether from the Site Data information on the cover sheet. The Critical slopes information has been removed from the cover sheet as requested. This comment has been addressed. 3. [32.6.2 (k)] Is any additional lighting being proposed with this plan? If so, please see comment 5 and ARB comments provided below. Refer to the Lighting Plan and Schedule on Sheets E2.0 and E2.1. Additional lighting comments have been provided below. ENGINEERING I DESIGN I TECHNOLOGY 4. [32.7.4.1] Prior to approval of the minor amendment, a Water Protection Ordinance (WPO) application must be submitted, reviewed, and approved by the Engineering Division. See Engineering comments for further information. Land Disturbance for this project will remain under 10,000 SF and therefore a WPO application is not required. This comment has been addressed. 5. [32.7.8 and 4.17] Please identify the proposed locations and types of any new outdoor lighting that will be installed as part of this project. The minor amendment should demonstrate compliance with all applicable site lighting requirements of the Zoning Ordinance. This may include a lighting/photometric plan that identifies footcandle measurements within the property and along the property lines. a. Provide a schedule of proposed outdoor luminaires that identifies the luminaire type, wattage, lumens, pole heights (if applicable), LLF (use 1.0 for calculations), etc. A lighting schedule is provided on Sheet E2.1. This comment has not been fully addressed. Please update the Lighting Plan and Schedule to reflect a Light loss Factor of 1.0. The Lighting Fixture Schedule currently indicates a factor of 0.85. Please see ARB Comment #1 below as well. The Lighting Plan has been updated with a LLF of 1.0. b. [4.17.4 (b)(1)] The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half (1/2) foot candle. A spillover shall be measured horizontally and vertically at the property line or edge of right-of-way or easement, whichever is closer to the light source. As shown on the Lighting Plan on Sheet E2.0, this requirement is met. This comment has been addressed. c. [4.17.4(b)(2)] All outdoor lighting, regardless of the amount of lumens, shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. As shown on the Lighting Plan on Sheet E2.0, this requirement is met. This comment has been addressed. d. [4.17.4 (a)] All outdoor luminaires emitting 3,000 lumens or greater shall be equipped with a full -cutoff fixture. As shown in the Lighting Schedule and Lighting cut sheets on Sheet E2.1, all fixtures are full -cutoff. This comment has been addressed. e. If no new outdoor lighting is proposed (this includes pole lights as well as wall - mounted lights on any structures), then state this in the project narrative on Sheet C0.0. Proposed outdoor lighting is shown on Sheets E2.0 and E2.1. This comment has been addressed. 6. [General Comment] Once the Boundary Line Adjustment Application SUB2021-88 is approved and recorded, please update the Site Plan accordingly to reflect the Deed Book and Page number for the recorded plat. Comment acknowledged, Deed Book and Page number will be updated once the plat has been recorded. ARB Review— Margaret Maliszewski (06/17/2021): 1. To meet ordinance requirements, the photometric plan must be calculated using an LLF of 1.0. Please revise the plan accordingly. The Lighting Plan has been updated with a LLF of 1.0. 2. The previous plan included the following notes on the Fence and Gate detail on Sheet C1.0: "All 6' chain link fencing, posts and accessories are to be black PVC clad." The note has been removed, but it is still needed. Revise the detail to include the note. Note has been added back to the Fence and Gate detail on sheet C1.0. Building Inspections— Betty Slough: 1. General note #29, correct to current editions 2105 USBC, 2009 ANSI ICC A117.1 General note #29 has been updated accordingly. Engineering Services — John Anderson: No Objection (06/25/2021) VDH—Alan Mazurowski: No Objection. (06/22/2021). We have included PDF copies of the plans and calculations for your review.
