Finley Rural Subdivision Plat — First Review Comments The County of Albemarle Planning Division will grant or recommend approval of the plat referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [14-302 (A)(3)] Please update the labels for Free Union Road and Catterton Road so that the state the width dimensions of those streets. Rev. 1: Comment addressed. 2. [14-302 (A)(10)] Revise note 17 so that it states that the residue of TMP 16-17 and Parcel A may be further divided and when further divided within their 1980 boundaries. Rev. 1: Comment addressed. 3. [14-302 (A)(11)] According to County records, two boundary line adjustment plats have been approved by the County that affect TMP 16-17. These application numbers were SUB201800141 and SUB202000176. The deed book and page number listed on Sheet 1 of the plat states DB 4543 page 90. That recorded instrument is a quitclaim deed and is not either of the aforementioned approved plats. Rev. 1: Comment addressed. a. Were either of the BLA plats recorded? If so, please state the most recent instrument number that affects TMP 16-17. Rev, 1: Comment addressed. 4. [14-302 (B)(1)] Please add a date of last revision. Rev. 1: Comment addressed. 5. [14-302 (B)(10)] Please add a label identifying the line symbology used to identify the WPO Stream Buffers on Sheet 2. Rev. 1: Comment addressed. 6. [14-302 (B)(8)] Please identify the location of all yards required by this chapter and the zoning ordinance, which may be shown graphically or described in a note on the plat. Rev. 1: Comment addressed. 7. [14-303 (C)] Please revise the proposed property boundary for Parcel A. The proposed parcel boundaries do not connect between the Iron Pin Found (IPF) and lines L16/1-17. Please be sure that the proposed parcel boundary of Parcel A connects somewhere with the exterior property boundary. Add a measurement for any new proposed property boundaries that are drawn on the plat. Rev. 1: Comment addressed. 8. [14-309, 14-310, and 14-416] Please submit soils evaluations for review for Parcel A and the residue of TMP 16- 17. Once received, these will be forwarded to the Virginia Department of Health (VDH) for review. Rev. 1: Comment not addressed. All Rural Subdivisions must first obtain approval from the Health Director prior to approval of the plat. And also to ensure that VDH can approve a septic system and well for the new parcel A. Per comment made in applicant response letter, there is no exemption for Rural Divisions based on the proposed acreage of lots or whether there are existing houses within the parcels. See Sections 14-309 and 14-310 for these requirements. a. Soils evaluations must be percolation tests or other methods of soil evaluation used to determine the suitability of the soil for subsurface drainfields, if conventional onsite sewage systems are proposed to be used in the development of the subdivision, and the results are requested by the agent. Rev. 1: Comment stands, see above. 9. [14-316) The plat has been forwarded to the Virginia Department of Transportation (VDOT) for review and approval of the proposed entrances onto public streets. Any comments or approvals from VDOT will be forwarded to the applicant upon receipt. Rev. 1: Comment addressed. see attached VDOT approval letter.
