RE: SUB201700129 North Pointe Northwest Residential Area—Final Subdivision Plat
Dear Rachel,
Please find enclosed for your review, three(3)sets of the revised Final Subdivision Plat. These
plans have been revised to address the Final Plat comments dated October 18,2017.
General Comments
1. [14-301] Revise scale to 1"=50'.
As per conversation, scale has been left at 1"=100' but several details have been added
for clarification.
2. [14-303(G)] Clarify ownership of common areas. Is open space to be retained
by the HOA with an easement dedicated to public use over certain portions? If
so, please state as such and clarify ownership Note 14 on sheet V1.
All open space is to be owned by the HOA with Greenway easement and
Floodplain areas dedicated to public use. Note has been updated.
3. [14-303(N)] Are any private streets proposed with this development? If not, this
statement (Note 9) can be removed.
Note has been updated for clarification.
4. [14-303(Q)] Is the residue lot to be served by public water and sewer? If not,
please note such on the plat.
It is served by Public water& Private Sewer. Note added.
5. [14-303(T)] Include note for special lots as required by this section.

6. [14-310] Health Director approval is required if the residue lot is to utilize
individual private well and/or individual onsite sewage systems. See attached
comments from VDH.
Drain field information is being prepared by the soil engineer and will be
submitted under separate cover.
7. [14-314] Provide deeds for areas to be dedicated to public use for review and
approval by the County Attorney.
The owner's council is preparing all required instruments.
8. [14-317] Provide instrument evidencing maintenance of all improvements
that are not to be maintained by the county or other public agency.
The owner's council is preparing all required instruments.
9. [14-400] Lewis and Clark Drive needs to be built or bonded prior to
approval of plat to provide frontage for lots 1 and 2.
Owner is working on bonds.
10. [14-400]The .301 acre "future lot" does not have street frontage and is not a permissible
lot.
Lot has been removed.
11. [ZMA Application Plan] Continuous public access should be provided from the
public right-of-way to the greenway in locations shown on the ZMA application
plan. Show public access easements on sheet V3 to verify that public access is
provided to dedicated greenways.
Public access easements have been shown on sheets V3 and V7.
12. This plat cannot be approved until Engineering,ACSA, Parks & Rec,VDOT and
Health Department complete their reviews and grant their approval. Engineering,
VDOT and VDH comments are attached.Additional reviewer's comments will be
forwarded upon receipt.
Engineering Comments:
1. The residential area and Rt.29 improvements road plans(SUB2:016001 96,and SUB
201700112)will both need to be approved and bonded before plat approval.

2. The VSMP plan (WP'0201 6000 62)will need to be approved and bonded before plat
approval.
Engineer and Owner are working on approval and bonds.
3. All areas used as Forest and Open Space in the VSMP submittal on the VRRM work
sheet will need to be shown and labeled as'SWM Forest &Open Space
Easement'.These areas can be both a Conservation Easement and SWM Forest&
Open Space, but if the areas are only for the SWM Forest&Open Space, please
remove the Conservation Easement designation. The following note will need to be
placed on the Plat:
"The SWM Forest and Open Space Easement is subject to the guidance set forth by DEQ
in the Virginia Stormwater Management Program.The areas will remain undisturbed in
a natural,vegetated state, except for activities as approved by the local program
authority, such as forest management,control of invasive species, replanting and
revegetating, passive recreation (e.g., trails), and limited bush hogging to maintain
desired vegetative corn m unity (but no more than four times a year).

4. A Deed of Dedication will need to be signed and recorded for the SWM
facility easements and the SWM Forest and Open Space easements.This will
filled out by the County and forwarded to the applicant when the plat is
nearing approval.A Stormwater Maintenance Agreement will also need to be
completed first, but this will be handled with the WPO submission .
The owner's council is preparing all required instruments.
VDOT Comments:
• The Route 29 Improvements Plan (SUB201600196)for the entrance of this site
and the Road Plan (SUB201600112) have not been approved at the time of this
letter.

VDH Comments:
• In regard to the existing home at 4005 Seminole Trail (not shown on plat) I
have been unable to locate any records on septic or wells in our files. However,
consistent with the creation of new residential lots, I recommend that prior to
approval of the creation of any residue lot, the locations of existing well(s),
existing drainfield area, and reserve drainfield area be identified and added to
the plat.
Lot is served by public water. Drain field information is being prepared
by the soil engineer and will be submitted under separate cover.
