91h, 2021. Responses are in bold italic text below each comment.
Planning — Cameron Langille
1. (Original Comment 2.) A site plan meeting all the requirements of section
32.6 of Chapter 18 of the Code. Rev. 1: Comment not yet fully addressed.
Rev. 2: Comment not yet fully addressed. Address the comment. Rev. 3:
Comment stands. Once comments from ARB, Engineering, and ACSA are
addressed, this comment will be addressed.

2. (6.) Existing sewer and drainage facilities; Private & public easements;
Existing and proposed utilities. Address the following:

(i.) Comment response letter states this will be addressed after plat is
approved, which is appropriate. However, the lines can be added to
the labels ahead of time so that wording and location can be reviewed
and confirmed. "DB—PG— " (with blanks/underlines in place of
the numbers) is usually added at this stage. Rev. 3: Please update
Sheets C4.0, C5.0 and C6.0 so that the callouts for the New
Conservation Easement and New SWM Facility Easements reference
both DB S551 pages 265-272 and DB 5559 pages 744-751.
The Conservation and SWM easement labels have been updated to include the
additional deed book and page numbers. See revised sheets C4.0, C5.0, and
C6.0.
3. (13.) [Comment] See the SRC comments from most of the reviewers
attached. All SRC reviewer comments must be sufficiently address prior to
final site plan approval. FINAL: Comment not yet fully addressed. See the
comments from most of the reviewers attached. ARB comments are still
pending (see below). All reviewer comments must be sufficiently address
prior to final site plan approval. Rev. 1: Comment not yet fully addressed.
Fire Rescue, Inspections and RWSA have no objections. See attached
comments from Engineering, VDOT, and ACSA. All reviewer comments must
be sufficiently address prior to final site plan approval. Rev. 2: Comment not
yet fully addressed. See attached comments from Engineering, VDOT, and
ACSA. ARB comments are still pending. All reviewer comments must be
sufficiently address prior to final site plan approval. Rev. 3: Comment stands,
pending revisions requested by ARB, Engineering, and ACSA staff have been
made. Once those reviewers have verified that all of their comments have
been addressed, this comment will be addressed.

Engineering — David James
1. (1.) Record plat for SWM facility easements, Access, Temporary Construction,
Forest/Open Space, Drainage easements needed prior to final FSP approval.
Rev.1/2: SWM facility easements will need to be recorded along with the
deed prior to FSP approval. Rev. 3: Pending SWM Deed recordation receipt.
The SWM and Conservation deed of easement and associated recording receipt
has been forwarded to the reviewer via email separately from this submission.
2. (2.) Rev. 3 (new comment): Please add the following note to the cover sheet:
'The conservation easement shown herein contains protected forest & open
space land that is subject to the guidance set forth by DEQ in the Virginia
Stormwater Management Program. The areas will remain undisturbed in a
natural, vegetated state, except for activities as approved by the local
program authority, such as forest management, control of invasive species,

replanting and revegetating, passive recreation, (e.g. trails), and limited bush
hogging to maintain desired vegetative community (but no more than four
times a year)."
This note has been added as required. See revised sheet C0.0.
ARB — Khris Taggart
1. Revise the color of the air machine and vacuum station equipment to one that is
recessive; i.e., one that will reduce visibility and blend with the surroundings.
The air machines and vacuum station equipment will be recessive in color, as
shown in the most recent submission of architectural plans. A note has been
added to sheet C4.3 directing the contractor to source equipment to match the
color as shown on the architectural plan details. See revised sheet C4.3 and
architectural submission (separate submission).
2. Eliminate the stone above the base at the southwest corner. Lower the cornice
height to match the main wall height.
The southwest corner has been revised per this ARB approval condition. See
revision cloud 1 on sheet AI.0 (A200).
3. Eliminate the stone above the base on the west elevation. Lower the cornice
height to match the main wall height.
The west elevation has been revised per this ARB approval condition. See
revision cloud 2 on sheet AI.1 (A201).
4. Revise the south -facing elevation of the southwest corner to compose the service
door, awning, grease storage, and glazed opening to relate to each other with a
coordinated appearance. The use of a single Mapes canopy may be appropriate.
The south facing elevation of the southwest corner has been revised per this
ARB approval condition. See revision cloud 3 on sheet A1.0 (A200).
ACSA — Richard Nelson
1. Provide 10' of easement behind the meters.
Per email correspondence with reviewer on 6129121, the additional easement
plat should be submitted to ACSA after As -built drawings have been approved
by ACSA. ACSA will review the plat and deed prior to recording. This easement
plat and deed will be provided to ACSA after construction, as directed.

2. Explore shallowing the water main going down the hill. Refer to snip below of
profile. I'm scaling off of the PDF, but it looks like there would be adequate cover
along the hill side if a bend is added. Reason being is that we would prefer the
fittings be closer to minimum cover.
The proposed water main has been revised to be shallower, as recommended in
the markup. Minimum cover is still maintained over the entire water main and
on the meters and service lines connecting to the proposed main. Two vertical
bends (VB-1 & VB-2) with required thrust blocks have been added to the main
to achieve the shallowing. No changes have been made to the horizontal
alignment. See revised waterline "A" profile (view 2) on sheet C61.
