I am reviewing a two lot division in the R-4 Zoning, along Rio Road(plat below).Lot 1 has an existing duplex and then
there is a residue lot(not sure of the proposed use other than residential).
The property is highly encumbered by preserved slopes,the flood hazard overlay district, and a stream buffer.Prior to plat
approval I am requiring the surveyor depict the building site on the plat to ensure each lot has one.
I have a mental red flag being brought up in my head about required parking needing to be located in a building site.
Section 4.2.2(b)(1)does not permit me to require parking be calculated within the building site,unless it is a parking bay.
I do not want us to get into a Willow Pond incident where the lots are approved without meeting the required parking
spaces on the lot, and then they are forced to park on street.This section of Rio Road is not the place for such on street
spaces(at a wild curve and very dangerous).
My comments are due by Thursday of next week.If we can talk this over before I finalize these comment that would be
great:Notably,this is the Rio Vista property we made the super adjacent zoning determination on with regard to the
preserved slopes and the cantilevered,buildings over the slopes.
Attached is the plat. Let's discuss next week.
