Re: Old Trail Creekside I1— Detention Waiver Request
Dear Mr. Brooks:
We are writing on behalf of Beights Development Corporation to respectfully request a
waiver to the detention requirements of 17-314. The project will address the water
quality requirements by making a contribution to the pro-rata cost share program for the
Lickinghole Sedimentation Basin. Additionally, biofilters will be utilized throughout the
limits of the project to treat the "first flush" runoff from the development, or the first11/2"
of rainfall. These biofilters will help preserve the streams in the watershed, and help
prevent erosion along the banks and beds. All streams throughout the development and
downstream will have to be analyzed to prove that they are adequate for the increase in
impervious area for the development. Special attention will be given to the runoff, which
will be directed toward one of the biofilters to help prevent stream deterioration.

Subject: Old Trail Creekside 2, preliminary plat (SUB200500259)
The preliminary plat for Old Trail Creekside 2 in Crozet has been reviewed. The following comments are
provided for your use;
1. Checklist items which were not found on the plan and need to be added:
a. (Checklist item G) "The location and dimensions of proposed... easements..."
Rev. 1: drainage easements and grading easements are not shown on the plan.
b. (Checklist item T) "The topography... at least two hundred (200) feet outside of the property...
Rev. 1: topography is incomplete. There are not structures or landmarks shown and the
topography appears to be disconnected in places.
c. Drainage control or stormwater management information. Please show any concept BMP's or non-
structural measures for mitigation, or other planned infrastructure.
Rev.l: additional mitigation appears necessary.
d. Sketch plans for utilities, bridges and culverts.
Rev. 1: comment addressed.
2. A critical slopes waiver will be required for the lots next to Lickinghole Creek.
Rev.1: see separate memo of 10 Oct 2005.
3. The stream buffer in Phase 3 appears as though it should extend around the ponded area shown on the
plan, affecting lots 62-64 and the cul-de-sac.
Rev.l: comment addressed per field meeting with Tamara Greene, Water Resources Manager.
4. The requirements of the water protection ordinance must be addressed. There are two separate WPO
issues on this plan:
(1) The detention requirement of 17-314. Please refer to section 17-314C if a detention waiver is
to be requested. Adequate channels will need to be demonstrated.
Rev. 1: A detention waiver has been received. The detention waiver can be granted with the
condition that first flush treatment is provided through BMP's, and adequacy of channels are
adequately addressed at drainage outfalls. Please note that some BMP's proposed in the
buffers may be reconsidered by Tamara Greene, Water Resources Manager. Also,
mitigation for buffer disturbance will be a separate issue.
(2) Stream buffer mitigation per 17-321. Conceptual mitigation must be proposed with the
preliminary plat.
Rev.l: It is not clear what mitigation has been proposed, as the conceptual BMP's are for the
detention waiver, and in some cases the Water Resouces Manager may prefer to limit the
buffer disturbance where facilities are proposed in the buffer.
The water quality requirement of the WPO will be addressed by a pro -rated cost share payment for the
Lickinghole Sedimentation Basin, which will be computed by the County with final plans.
5. Much of the tree preservation area and stream buffer will be disturbed by erosion control measures,
utilities, lot grading, and other final plan items. This should be accounted for on the preliminary plat by
reducing the tree preservation areas accordingly and planning for buffer mitigation.
