Staff has reviewed your revised submittal for the special use permit, SP202000016, Claudius Crozet Park amendment. We
would be glad to meet with you to discuss these issues if you have any questions.
Review comments are provided below, organized by Department, Division, or agency. Comments from the Planning
Division are provided first:
Planning — Special Use Permit Comments
1. Sheet 2, the "Existing Conditions" sheet, appears to be missing, with sheet 3 accidentally included twice. Switch
out the duplicate sheet 3 for the correct sheet 2.
2. Include a note on the cover sheet of the concept plan that this property is subject to the two special exceptions
approved by the Board in association with SDP2018-00077 and that these special exceptions are not being
modified with this application.
3. The matchline notes on sheets 4 and 5 need to be revised to indicate sheets 4 and 5 (instead of 3 and 4, as they
currently state).
4. It appears there is a path depicted on sheet 3 that extends to Hill Top Street (where the entrance drive is now
located); however, this path is not depicted on sheet 5. Ensure all sheets are consistent.
5. Any landscaping proposed for ACSA easements will need to meet the requirements of ACSA.
6. As it looks like sheets 4 and 5 are depicting the same plan, just different areas, they should be named the same.
Currently sheet 4 is named "Concept Plan" and sheet 5 is named "Site Plan."
7. It is recommended that the additional information about the project and its details that was included in the
comment response letter be inserted into the revised project narrative, in order to provide a more comprehensive
description of the proposal and the ways in which the revisions reflect or address the comments of the Planning
Commission. (Whereas the project narrative is included as an attachment to the staff report to the Planning
Commission and Board of Supervisors, comment response letters are generally not included in the staff report.)
8. It is recommended that additional information on the proposed construction entrance(s), and how they are
proposed to be utilized, be included in the revised project narrative. This issue was a large point of concern that
was discussed by the Planning Commission and community members. It appears additional information was
included in the comment response letter but not in the project narrative.
9. Provide the existing and proposed percentages of impervious area that is referenced in comment response #la.
10. Is there a possibility to formalize a pedestrian connection with the end of Myrtle Street? It appears there is an
ACSA easement in that area, but it is unclear if the public right-of-way and the park property are contiguous.
Comments from Other Reviewing Divisions. Departments, and Agencies
Zoning Division, Community Development Department
Review pending; comments will be provided to applicant upon receipt by Planning staff, Chief of Zoning, Francis

Engineering & Water Resources Division, Community Development Department
The following comments regarding this proposal have been provided by the County Engineer, Frank Pohl,
fpohl@albemarle.org:
- Sheet 2 appears to be missing from the plan set and Sheet 3 was included twice. Please submit a revised plan set with the
correct sheets.
- Remove the note on Sheet 2 of the plans that states "existing stormwater management pond." Or, provide the approved
WPO plan number for the existing SWM facility. I cannot find in County files where this pond was ever approved as a
SWM facility.
- How will water quantity requirements be addressed?
Building Inspections Division, Community Development Department
The following comments regarding this proposal have been provided by the Building Inspections plans reviewer, Betty
Slough, bslou hg galbemarle.org:
Sheet 1, building separation references wrong code and section. Refer to current code and section.
Add the following to the general notes page:
All roof drains shall discharge in a manner not to cause a public nuisance and not over sidewalks.
Albemarle County Fire -Rescue (ACFR)
The following comments regarding this proposal have been provided by Fire -Rescue plans reviewer Howard
Lagomarsino, hlagomarsino@albemarle.org:
Fire Rescue has no objections to the special use permit. Items to keep in mind for site plan design:
1. Fire department access to within 150' of each comer of the building.
2. Adequate needed fire flow for any new structures is required
3. Travel lane width and turn radius requirements within the confines of the site.
Albemarle County Parks and Recreation (ACPR)
The following comments regarding this proposal have been provided by the Chief of Parks Planning, Tim Padalino,
tpadalino@albemarle.org:
1. ACPR acknowledges applicant's comment response that "any additional bike/pedestrian connections within the Park
property will be worked out and determined with the final site plan." ACPR recommends that the applicant commit to
providing a safe, convenient bike/ped circulation as part of this SP proposal.
2. ACPR notes that the parking calculations do not appear to include the existing playground or dog park uses

Any proposed landscaping should be outside the ACSA easements.
Virginia Department of Transportation

ALBEMARLE COUNTY COMMUNITY DEVELOPMENT— Information from Service Providers
To be filled out by ACSA for ZMA's and SP's
1) Is this site in the jurisdictional area for water and/or sewer? Yes
2) What is the distance to the closest water and sewer line, if in the jurisdictional area? Currently
served by water and sewer.
3) Are there water pressure issues which may affect the proposed use as shown on plan? Water
pressures in the area are high. Existing building should have an existing PRV.
4) Are there major upgrades needed to the water distribution or sewer collection system of which the
applicant and staff should be aware? Applicant to confirm if changes in daily sewer flows are
increased. RWSA to confirm if a sewer capacity certification will be needed.
5) Are there other service provision issues such as the need for grinder pumps? N/A
6) Which issues should be resolved at the SP/ZMA stage and which issues can be resolved at the site
plan/plat stage? Utility plan approval will be required prior to site plan approval.
7) If the project is a large water user, what long term impacts or implications do you forsee?
8) Additional comments? Provide fixture Counts to confirm meter size during site plan stage.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Collins Engineering, dated 17
August 2020, revised 16 May 2021, and offer the following comments. Note; comment still
remains applicable form previous submission.
Land Use
VDOT acknowledges that investigations of turn lane warrants will be put off until the site
plan stage. Please note that the necessity and relative feasibility of such improvements
remains unknown at this time.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the VDOT Charlottesville Residency Land Use Section at
(434) 422-9399 for information pertaining to this process.
