The County of Albemarle Planning Division will grant or recommend approval of the Final
Plat referenced above once the following comments have been addressed: [Each comment
is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances
unless otherwise specified.] If no action is taken within 6 months of receiving these review
comments, the application will be deemed withdrawn.
Planning (Tori Kanellopoulos)
1. [14-203] Fees. Since this plat has been resubmitted as both an easement plat and a
subdivision plat, submit the fee for easement plat and deed review ($817) along with
the next plat resubmittal.
Response:

2. [14-302(B)(1)] Date. Revise the date based on the most up to date resubmittal: The
date of drawing, including the date of the last revision.

Revise 6/1/2020
3. [14-302(A)(1)] Name of plat. Revise the name of the plat to include that it is also
an easement plat, not just a subdivision plat.
Response:
Name revised.
4. [14-302(A)(9)] Building site note. Revise Note 7 on Sheet 1 to the following: New
Parcel Block D-1 and the residue of Tax Map Parcel 061W-03-00-019A0 each
contain a building site that complies with section 4.2.1 of the Albemarle County
Zoning Ordinance

5. [14-302(A)(3)] Existing streets. Include the full language for the access easements
and sidewalk maintenance easements for District Avenue per DB 4135 PG 221,
which includes "Reserved for Dedication Upon Demand of the County."
Response:
Revised with full language.
6. [14-302(A)(4)(5)] Easements. Include the DB and PG for all existing easements on
each sheet of the plat. For example, the DB/PG for the existing power easement,
ACSA easements, and gas line easement are not consistently shown. Ensure the
most recent DB/PG for each easement is shown.

Recording reference added to all existing easements.
7. [14-302(A)(4)(5)] Easements. Ensure consistency between the final site
plan (SDP202000024) and this easement plat.
a. The plat shows the existing ingress/egress access easement for Inglewood
and Bond being adjusted; however, the final site plan shows the access
easement for District being adjusted.
b. The final site plan does not show the new easement for the filterra/SWM.
Response:
Plat and site plan are consistent.
8. [14-302(A)(4)(5)] and [14-303(E)] Easements and Dimensions. Full dimensions of
the new ACSA water line easement do not appear to be shown.
Response:
All new easements have metes and bounds description.
9. [14-302(A)(4)(5)] Easements. Label sign easement as "new".
Response:
Now labeled "New Sign Easement"
10. [14-302(A)(4)(5)] Easements. Revise Note 6 to be "new" instead of"existing"
ACSA easements.
Response:
Note 6 revised to new easement.
11. [14-302(A)(4)(5)] and [14-303(E)] Easements and Dimensions. Provide
dimensions (metes and bounds) for all new and existing easements, including
those being abandoned or adjusted.
Response:
All easements have metes and bounds.
12. [14-302(A)(4)(5)] Easements. Sheet 1 lists the following easements as"new", however
they do not appear to be shown on the plat. Please clarify: new public utility easement;
new public storm drain easement; and new sanitary sewer easement.

13. [14-430(B)] ACSA dedication. Include a note on the plat that public water and sewer
facilities are dedicated to ACSA: The facilities to be dedicated and the easement to
be established shall be set apart on the final plat and shall be identified by a note
on the plat stating that the facilities are dedicated to, and the easement is
established for, the service authority.

Note 6 edited to include above changes.
14. [14-317] The existing maintenance documents will need to be amended for the
adjusted ingress/egress easement and sidewalk maintenance easement.
a. Use the attached checklist when submitting maintenance documents per 14-317.
Indicate where in the existing covenants or in the updated/amended covenant the
requirements are being met.

Legal document to be submitted separately.
15. [14-431] The new SWM easement requires a deed, to be reviewed and approved
by Engineering and the County Attorney's Office. Engineering staff will provide this
deed.
Response: Acknowledged.
Engineering (John Anderson)
1. Provide metes and bounds for relocated Filterra, NE corner new block D1 (sheet 4 —
similar to SWM easement linework on 11/10/11 WW Assoc plat, bk.-pg. 4135-222,
223).
Response:
Metes and bounds added to the description at top of Sheet 4.
2. Recommend remove (unless essential) what appears to be a flow line crossing
offsite lots 62 -74, bearing generally N (sheet 2).
Response:
Removed.
3. Recommend remove duplicate N compass arrow (sheet 2).
Response:
Removed.
4. Note: It appears that District Ave. was established with public right-of-way (WW
Assoc 11/10/11 plat; bk.-pg 4135-221, image below).
Response:
District Avenue was originally planned to be a VDOT maintained public street. This was
later changed to be a private maintained public street. The plat was recorded prior to
this decision.
5. Also: Item 1 requests metes/bounds similar to WW Assoc. line/curve tables
that established SWM easements with 11/10/11 plat.
