Plan a. The Analysis Map page of the application plan shows the area of "existing development and clearing" encompassing both vegetated areas and property owned by the Virginia Department of Transportation (VDOT). Clarify whether the blue-green box is intended to show areas of activity or adjust the box to encompass only the areas that will be cleared or developed, excluding the VDOT property. b. Provide setbacks from the areas of activity to the parcel boundaries, focusing particularly where the areas of activity will be closer than 100 feet, as may be in the case of the "Farm" property. Where possible, staff recommends a setback of 125' from the parcel boundary, shown on the application plan as a "use buffer." c. Provide a key on the Conceptual Layout - Full Site page to clarify that the red dashed line access road will be for emergency vehicles. d. Provide demonstration on the plan for accommodation of a minimum of 25 parking spots and a drop-off location at Camp Carol for staff and camp visitors, and a minimum of 8 parking spots at The Farm for staff and household families. Additional parking of two spots each will be required for the caretaker and property owner when they take up residence. e. Clarify the type of emergency access road to be built on the plan or in the narrative. Zoning staff recommends permeable paving or gravel to avoid impermeable surfacing, and if not specified on the plan, this will be a likely recommended condition of approval. f. Provide a note on the applicable pages of the application plan whether the locations of structures are for illustrative purposes only, and are intended to show only general locations of proposed structures and areas of activity, with the exception that areas of activity will not encroach upon measured setbacks. g. Provide the location, height, and lumens of proposed outdoor lighting for the camp, e.g. lighting the pool area, basketball court, playground, parking lot, or general activity area. 2. Events and other rentals a. Per staff's conversations with the applicant and the narrative description, the applicant has indicated that weddings, family reunions, and homestay rentals (aka Airbnb) will not be permitted on the property. Staff's recommendation will include this restriction as a condition of approval. However, the applicant has also indicated an intention to reside on the property. If this is the case, staff would recommend the applicant specifically exclude private personal gatherings of the property owner who resides on the property, provided that no consideration is received by the property owner, the camp, or its agents. b. Specify the parking and shuttling provisions for the supplemental activities with up to 150 attendees. Staff will likely recommend a condition of approval limiting events over a certain size to 4 per year, as indicated by the applicant. Please consider carefully the limit to 50 attendees for all other events, as extending this limit will require an amendment to the special use permit. d. Please confirm whether the events described under supplemental activities will include: unlimited events for the benefit of the camp for up to 50 attendees, up to 4 events per year for the benefit of the camp for up to 150 attendees, and up to 8 events per year held by outside organizations for up to 75 attendees, or whether any of the event types may overlap. Additionally, please provide examples of types of events and organizations intended to fall under the category of non -camp related events. 3. Boarding and day camp a. Confirm whether tent camping would be permitted, and whether the youth day camp would potentially provide an occasional overnight camping as part of the youth day camp experience, as this is a common practice at many summer day camps. b. Indicate whether a loudspeaker system will be used for the boarding or day camp for announcements, dances, wake-up calls, or other camp activities. 4. Narrative clarification a.
