Comment Response Letter
Dear Mr. Moore:
We have reviewed your comments from June 22, 2021 and made the necessary revisions.
Please find our responses to the comments below in bold lettering.
1. The commercial entrances currently under review should be shown on the amendment.
Future commercial entrances by Southwood Phase 1— Blocks 9, 10, & 11 project have been
added to Horizon Road and future commercial entrance and by Southwood PHA Blocks 11 &
12 project has been added to Hickory Street.
2. Parking spaces within the sight line triangles of Blocks 11 & 12 (currently under review),
or any other blocks, should be removed with this amendment.
Street parking spaces along Horizon Road and Hickory Street have been restricted with
revisions to curb bump -outs and additional "No Parking" signs. Additional sight distance
profile sheets C5.08, C5.09, and C5.10 have been added, showing sight distance triangles for
the future commercial entrances associated with the Southwood Phase 1— Blocks 9, 10, & 11
and Southwood PHA Blocks 11 & 12 projects. Sign labels and locations are shown on Layout &
Utilities Plan sheets and sign locations are shown on Sight Distance Profile sheets.
3. Show "No Parking" signage on all roads without designated parking including the
beginning and end signage. Example: beginning area on Horizon appears to be around
Sta. 20+00 for parking on one side only.
"No Parking" sign labels have been revised to note that signs are MUTCD standard 117-1 with
directional arrows as appropriate.
4. No parking signs are required for portion of Horizon Road that are within the sight line
triangles for future proposed blocks.

5. Why does the Hickory Street sidewalk not go to the R/W of Rte. 631 (Old Lynchburg
Road) on both sides? Please clarify.
Sidewalk extents are unchanged from the approved plan dated 10/26/2020. Sidewalk on
south side of Hickory Street is intended to connect to a future trail that is included in the
Southwood Phase 1— Blocks 9, 10, & 11 project. Sidewalk on north side of Hickory Street is
intended to provide access to the adjacent parallel parking spaces. Note that in the existing
condition Old Lynchburg Road does not have a sidewalk along the east side, to which the
Hickory Street sidewalks could connect.
