Development includes buildings or other structures, mining, dredging, filling, grading, paving, excavation or drilling operations or storage of equipment or materials. The form responses will be used to determine whether a floodplain impact plan or special use permit is required. The subject development proposes land disturbances within the Floodplain, as shown in the WPO 202100007 plan. The disturbances located in the floodplain for the Halsey Avenue connection to Polo Grounds Road have already been approved under the Floodplain development permit number 201600004. This application is for the additional land disturbances in the floodplain associated with the two (2) proposed stormwater management facility outfalls, as well as for the two (2) proposed sanitary sewer connections at the fringes of the floodplain. There are no anticipated Floodplain impacts, nor is fill proposed, associated with the stormwater management facility outfalls and the sanitary sewer connections. The two (2) proposed sanitary sewer connections are required for this development so that the new lots can receive service. While the two (2) existing sanitary sewer manholes are located immediately outside the limits of the Floodplain, there is potential for minor disturbances to occur inside the floodplain at its fringes when the new sanitary sewer is connected into the existing manholes. The existing manholes' rims will not be modified, and the final grades surrounding the manholes will not change in the post -construction conditions, resulting in a no net change to the Floodplain. The proposed impacts to the Floodplain from the two (2) stormwater management facility outfalls are required. In accordance with County requirements, the proposed storm sewer outfalls must be released into a stormwater conveyance system (i.e. the existing stream running through the development). The two (2) proposed outfalls will not generate fill, nor will they impact the floodplain.
