These comments do not constitute a final review of your project. The Agent has made a good faith effort to determine compliance with the requirements of Chapter 18 of the Code of the County of Albemarle, and to identify all deficiencies. It is possible that during the formal review of your application that additional comments may be generated. Failure to identify a deficiency during preapplication review does not relieve the project from compliance with Chapter 18 of the Code. In accord with the provisions of Section 32.4.1.4 of Chapter 18 of the Code of the County of Albemarle the agent has reviewed the above referenced preapplication plan and has the following comments: Compliance with zoning. The proposed use and density DOES comply with the Chapter 18 of the Code. Required changes. The following changes are required for the plan to comply with Chapter 18 of the Code, special exception, or code of development: 1. [32.4.1.2(c) and 32.4.1.3(a)] Please show the applicable setback lines on any layout drawings submitted with the Initial Site Plan. 2. [32.4.1.3(b) and 4.12.61 Please include a parking schedule that identifies the required and proposed number of parking spaces on the property. According to the Zoning Ordinance the required number of parking spaces shall be determined by the Zoning Administrator. Please work with Zoning during the Initial Site Plan process to determine these requirements. 3. [32.4.1.3(b)] A landscaping plan will be required prior to Final Site Plan approval. 4. [32.4.1.3(d)] Revise the Project Zoning Data as follows: a. [13.3] Please update the maximum structure height to 35'. b. Please correct the line that says, "Managed Overlay District" to simply say "Overlay Districts." Include the Airport Impact Area, Entrance Corridor, and Steep Slopes — Managed. c. [4.19] The applicable setbacks are outlined in Section 4.19 of the Zoning Ordinance. Please correct the setbacks accordingly. This development will use "Non-Infill" setbacks which are Front — 5', Side — 5', and Rear — 20'. 5. [32.4.1.3(e)] A landscaping plan should identify all existing landscape features as described in section 32.7.9.4(c). 6. [32.4.1.3 (j)] Show and label all existing sewer and drainage easements with dimensions. State the recorded instrument number of the plat that created the easements. 7. [32.4.1.3 (k)] Show and label all proposed sewer and drainage easements with dimensions. Prior to final site plan approval, all proposed sewer and drainage easements must be reviewed, approved, and recorded through an easement plat application. Final site plan easement labels will need to be updated to state the recorded instrument number for all new easements. 8. [32.4.1.3(n)] Please show any proposed accessible or loading parking spaces. Please be aware that all accessible spaces provided will need to meet ADA requirements. 9. [32.4.1.3 (n)] The final site plan must contain a lighting plan that complies with all applicable regulations in Section 18-4.17 of the Zoning Ordinance. 10. [32.6.2] Please add the appropriate project number to the title once the Initial Site Plan is submitted. 11. [General Comment] Please add a date of revision to the revision block. 12. [4.12.13 and 4.12.191 If a dumpster pad is needed please provide screening as required by Section 32.7.9. If required, provide a profile exhibit of the dumpster enclosure showing dimensions and materials. Additional information. The following information is required to be submitted with your site plan application: - Initial Site Plan Application Staff has provided references to provisions of Chapter 18 of the Code. The Code is kept up to date by the County Attorney's office. The Code may found on the County Attorney's website which may be found via the following LINK. Please provide a note on plans with the ISO fire flow calculation for the building (note: this determines the number of hydrants needed and the spacing required). 2. Please provide a note on the plan of available fire flow. 3. Fire apparatus require 25 ft turn radius, please adjust the turn radii for Avon Street and Founders Place to accommodate this Albemarle County Building Inspections — Betty Slough, bslou hg &albemarle.org — Requested changes, (8/3/2021). 1. The upper lot and possibly the lower lot should include an accessible parking space. Rivanna Water and Sewer Authority— Dyon Vega, dvega&rivanna.org— Requested changes, (8/5/2021). Sheet C1.01 & C3.05 1. Show all RWSA utilities shown on the Site Plan titled "Avon Street Water Improvements Project No. 87-2." Sheet C3.03 1. Please show the tank drainage path. This would follow the elevation lines form the rip -rap. General Comments 1. A booster station would be suggested considering the elevation and distance from the tank.
