An adjourned meeting of the Board of Supervisors of Albemarle County,
Virginia, was held on April 3, 1991, at 10:00 a.m., at the County Office
g, McIntire Road, Charlottesville, Virginia. The meeting was adjourned
from March 20, 1991. The purpose of the meeting was to travel to the Town of
Scottsville to attend the Jordan Development Corporation dedication ceremony
for the Scottsville School apartments, a rent-assisted thirty-four unit
apartment complex for the elderly and handicapped.
PRESENT: Mr. Edward H. Bain, Mr. F.' R. Bowie, Mrs. Charlotte Y. Humphris,
Mr. Walter F. Perkins and Mr. Peter T. Way.
ABSENT: Mr. David P. Bowerman.
ALSO PRESENT WERE: Deputy County Executive, Ray B. Jones; Assistant
County Executive, Robert B. Brandenburger; and Executive Assistant, Roxanne W.
White.
Following the tour of the apartments, the Mayor of Scottsville, Raymon
Thacker, requested an informal meeting with the Board. Mayor Thacker broached
the subject that the Town of $cottsville wanted to annex a portion of Albemarle
County. Mayor Thacker said the Town's tax base has eroded since the Scottsville
Shopping Center opened outside the corporate limits in the 1970's, drawing
businesses away from the downtown area. Mayor Thacker estimated that annexa-
tion would not cost the County a significant amount in tax revenue. Residents
and businesses in the annexed area would pay real estate taxes to both the
Town and the County. The County would lose revenue from sales and utility
taxes. The idea is to incorporate the shopping center into the town.
Mayor Thacker also asked if the County would consider sharing in the cost
of the pumps necessary to operate the gates on the levee. The annual mainte-
nance and inspection costs of the pumps is $10,000.
Mr. Way asked Mayor Thacker to present something formal in writing to the
Board for further discussion at the regular Board meeting on April 10. The
Board members present were receptive to the idea of forming a connnittee to
meet with the staff, Mayor and Town Council to discuss the annexation issue
further.
Following this informal meeting, the Mayor took the Board on a tour of
the pumping station and levee.
There was no further discussion.
At 2:00 p.m., the meeting was adjourned.
