This is one of those emails that I read, and responded to it in my brain, but completely forgot to actually respond ... I think
you've probably already finalized your staff report and I think the 50,000 SF "allowance" is fine.
In reality, State Farm and Bonumose have agreed to only 36,000SF of total leasable area, of which breaks down roughly
as follows:
(a) 13,500 SF is for the R&D equipment,
(b) 6,500 SF is for associated utilities,
(c) 4,500 SF is for labs,
(d) 3,500 SF for inventory, and
(e) 8,000 SF for offices, breakroom, restrooms, etc.

My reading of the narrative it looks like they need 10,000 sq. ft. for the equipment testing area, plus 2,000 sq. ft. for
utilities support the testing equipment, and then 4,000 sq. ft. for the wet lab space. The narrative also states that
Bonumose needs 10,000 sq. ft. for inventory storage and 24,000 sq. ft. for office space. The total gross floor area comes
to 50,000 sq. ft. after adding up those five components of the operation.
I am recommending that the request is for a total of 50,000 sq. ft. of the "Laboratories/Research and
Development/Experimental Testing" space. This would cover all of the square footage mentioned in the application.
Just want to make sure that Bonumose is agreeable to that 50,000 sq. ft. figure, because the Board usually conditions
approval of special exception requests with a specific square footage cap.

I have this SE going to the BOS on August 4" as a consent agenda item with a staff recommendation of approval. This is
a project that is being coordinated through the EDO, and it needs approval of the exception in order to meet Zoning
Ordinance requirements.
Attached is a copy of the application and narrative of the project (provided by the applicant), as well as the cover memo
from staff, and our staff analysis of the request.
One thing — I know there has been a lot of discourse about the new memorandum templates that CAPE put out. I've
been using those templates for review comment letters and such, and will use them for true staff reports for SP and
ZMA projects that go to the Board. But I was unsure if I needed to use that template for the Cover Memo for this special
exception request? I went through some recent BOS agendas to see what others have done for SE's on the consent
agenda, and it doesn't appear anyone is using the new template yet for the cover memo. See below:

ZMA projects that go to the Board. But I was unsure if I needed to use that template for the Cover Memo for this special

features the necessary infrastructure (utilities, parking, etc.). to support the use.
Staff concurs with the applicant's assertions that impacts associated with this use will be minimal. This includes low
traffic being generated by employees and visitors to the site. The road network serving the site includes Peter Jefferson
Parkway and State Farm Boulevard, which are public roads built to standards that are capable of handling traffic
volumes associated with professional offices, hospitals, etc. The use will not create noise and light impacts that would be
noticed by nearby properties.
Furthermore, the use is consistent with all future land use recommendations from the Comprehensive Plan and Pantops
Master Plan. Allowing Bonumose, Inc. to lease a portion of the building on TMP 07800-00-00-020FO will enhance
numerous land use and economic development goals of the County.

A Special Exception request application was submitted this week that I will need a Zoning staff member to review as an
assist. This SE request is on the State Farm property in Pantops, TMP 07800-00-00-020F0. The property is zoned CO
Commercial Office.
We had a preapp for this request on Monday, May 24 (PREAPP202100042). The applicants are proposing to utilize
50,000 sq. ft. of the existing structure for their use type, which includes 10,000 sq. ft. of area for "experimental testing'
and another 4,000 sq. ft. for "wet lab space" Page 6 of the attached narrative request lays out the sq. ft. needed for the
use.
At the preapp meeting, it was decided that these uses could be permitted on the property if a special exception request
is approved. The uses fall under Section 18-23.2.1 (16), which reads as follows:
• Laboratories/Research and Development/Experimental Testing; gross floor area of the establishment
does not exceed 4,000 square feet per site; provided that the gross floor area of the establishment may
exceed 4,000 square feet per site by special exception approved by the board of supervisors.

Since they need more than 4,000 sq. ft. on the site, a special exception request is needed.
Please be aware that this project is being coordinated through the Economic Development Office with Roger
Johnson. There is a state grant that will be given to this company if they can occupy the building and set up
operations. I have been asked to be the lead on this one because it is a priority of the EDO. The request is consistent
with the recommendations of the Pantops Master Plan, and there are no objections from a planning standpoint for this
use to be approved.
The applicant has justified their request on pages 6-10 of the application narrative, using the factors to be considered for
Special use Permits listed under Section 18-33.40 (B) of the Zoning ordinance. They have also evaluated the
Performance Standards for Industrial Uses from Section 18-4.14 in their justification.
I have entered Francis into County View as the Zoning assist on this review. Please let me know if I should enter another
Zoning staff member as the assist.
The applicant and EDO would like to see this go to the BOS ASAP. So please send me any comments or requested
revisions to this SE request by Wednesday, June 301n

I wanted to follow-up with one question I have before I finalize the staff report for this request: can you verify the
square footage/gross floor area that Bonumose is seeking for this use?
My reading of the narrative it looks like they need 10,000 sq. ft. for the equipment testing area, plus 2,000 sq. ft. for
utilities support the testing equipment, and then 4,000 sq. ft. for the wet lab space. The narrative also states that
Bonumose needs 10,000 sq. ft. for inventory storage and 24,000 sq. ft. for office space. The total gross floor area comes
to 50,000 sq. ft. after adding up those five components of the operation.
I am recommending that the request is for a total of 50,000 sq. ft. of the "Laboratories/Research and
Development/Experimental Testing" space. This would cover all of the square footage mentioned in the application. Just
want to make sure that Bonumose is agreeable to that 50,000 sq. ft. figure, because the Board usually conditions
approval of special exception requests with a specific square footage cap.

I have tentatively reserved a time slot on an upcoming Board of
Supervisors meeting for this special exception request. The clerk for
the Board is who sets the Board meeting official agendas, so I have to
ask them whether there is time available and then get that approved.

As it stands right now, your application will be on the consent agenda
pending completion of staff review of the materials. The clerk has
allowed me to reserve a time slot on the September 1st Board meeting
consent agenda. Items that get put on the consent agenda are
typically approved by the Board without an actual discussion or
presentation from staff or the applicant. That said, occasionally the
Board will "pull' and item from consent to ask the applicant
questions. So, you will need to be available on the date that this
items goes to the Board just in case they want to discuss it. Are you
available between 1-3 PM on Wednesday September 1st? Consent agendas
are acted on by the Board during the day time portion of their
meetings, and this usually happens around 1:30-2 PM. Our Board
meetings are currently still being held virtually, so you do not need
to be physically present at our office building. If you can attend
the meeting on September 1st, you will be sent a Zoom meeting
invitation to attend it virtually ahead of the meeting.
Please let me know if you have any concerns with scheduling this
application for September 1st. If you have any other questions, please

I have tentatively reserved a time slot on an upcoming Board of
Supervisors meeting for this special exception request. The clerk for
the Board is who sets the Board meeting official agendas, so I have to
ask them whether there is time available and then get that approved.
As it stands right now, your application will be on the consent agenda
pending completion of staff review of the materials. The clerk has
allowed me to reserve a time slot on the September 1st Board meeting
consent agenda. Items that get put on the consent agenda are
typically approved by the Board without an actual discussion or
presentation from staff or the applicant. That said, occasionally the
Board will "pull' and item from consent to ask the applicant
questions. So, you will need to be available on the date that this
items goes to the Board just in case they want to discuss it. Are you
available between 1-3 PM on Wednesday September 1st? Consent agendas
are acted on by the Board during the day time portion of their

I was forwarded your contact information from Roger Johnson, Albemarle County Economic Development Director. I am
a Principal Planner with the Albemarle County Community Development Department who is managing the review of the
Special Exception Application for Bonumose, Inc. to occupy a portion of the existing State Farm building in Pantops.
I believe you had a question about how approval of the SE request would affect the property if it gets approved by the
County Board of Supervisors (BOS) but a lease agreement does not get worked out between JDM (property owner) and
Bonumose.
I hope I can clear a few things up:
• If the BOS approves the special exception, then it would simply allow Bonumose to occupy the square footage of
the building that they have requested in their application. Approval of the SE is specifically to allow Bonumose
to operate on the property within the square footage parameters that they have requested.
o The SE application narrative is attached to this email, and Bonumose has laid out the area/square
footage they need for their operation on page 6 of the PDF.
• In the event that a sublease does not get signed between JDM and Bonumose, the special exception approval
will not preclude JDM from allowing a different user to occupy the space that Bonumose would have otherwise
occupied. If a lease agreement never gets signed, then State Farm would still be able to utilize the portion of the
building for their own operations, or JDM could lease it out to another user. There is no process that the
property owner would need to go through to undo the approval of the Bonumose special exception.

Hi Francis & Bart,
A Special Exception request application was submitted this week that I will need a Zoning staff member to review as an
assist. This SE request is on the State Farm property in Pantops, TMP 07800-00-00-020F0. The property is zoned CO
Commercial Office.
We had a preapp for this request on Monday, May 24 (PREAPP202100042). The applicants are proposing to utilize
50,000 sq. ft. of the existing structure for their use type, which includes 10,000 sq. ft. of area for "experimental testing'
and another 4,000 sq. ft. for "wet lab space" Page 6 of the attached narrative request lays out the sq. ft. needed for the
use.
At the preapp meeting, it was decided that these uses could be permitted on the property if a special exception request
is approved. The uses fall under Section 18-23.2.1 (16), which reads as follows:
• Laboratories/Research and Development/Experimental Testing; gross floor area of the establishment
does not exceed 4,000 square feet per site; provided that the gross floor area of the establishment may
exceed 4,000 square feet per site by special exception approved by the board of supervisors.
Since they need more than 4,000 sq. ft. on the site, a special exception request is needed.
Please be aware that this project is being coordinated through the Economic Development Office with Roger
Johnson. There is a state grant that will be given to this company if they can occupy the building and set up
operations. I have been asked to be the lead on this one because it is a priority of the EDO. The request is consistent
with the recommendations of the Pantops Master Plan, and there are no objections from a planning standpoint for this
use to be approved.
The applicant has justified their request on pages 6-10 of the application narrative, using the factors to be considered for
Special use Permits listed under Section 18-33.40 (B) of the Zoning ordinance. They have also evaluated the
Performance Standards for Industrial Uses from Section 18-4.14 in their justification.
I have entered Francis into County View as the Zoning assist on this review. Please let me know if I should enter another
Zoning staff member as the assist.
The applicant and EDO would like to see this go to the BOS ASAP. So please send me any comments or requested
revisions to this SE request by Wednesday, June 301n
