In addition to containing all of the information required by the Contents of Preliminary Site Plan
(section 32.5)a final site plan shall contain the following.

RE: White Gables:Final Site Plan Submission
Dear Bill:
We respectfully request the consideration of the abovementioned site plan for final review by the
County. This letter is intended to serve as a description recapping the project's evolution and as the
narrative describing the revised site plan. As you know,this project has been reviewed by the ARB,
Planning Commission and Board of Supervisors regarding our request for a Special Use Permit to allow
residential use in a commercial district. The comments received during that time were very influential.
Since we attended the ARB meeting on November 19,2002,we received approval from the Board of
Supervisors on that request along with positive reviews from all the other agencies involved.For the
record,we have consulted with our Client the risk involved with proceeding directly to Final review as
opposed to the normal process (Preliminary then to Final Review). However,this we are encouraged by
the previous reviews and therefore felt motivated to proceed directly into Final Site Plan preparation.
This was done to meet the Owner's aggressive schedule to break ground on Phase 1 sometime between
July and August.
Last Monday,we submitted to the Architectural Review Board for Final review. This project will be
heard on Monday,June 2,2003.In order to allow enough time to respond to the final ARB comments
and stay on track with the Final review,we felt it would be useful to submit the following information
(although in partial form)prior to this submission.
Turning now to the project...
As you are aware,the project is located on the old Faulconer property between the Kappa Sigma
Foundation and the National Legal Research Group,directly across from the Birdwood Golf Course on
Route 250. In the past,this site has been occupied primarily for residential use. Until recently the site
was zoned Commercial,but residential uses are now permitted since a special use permit was granted
by the Board of Supervisors. From the beginning,the Owner has proposed high-end condominiums for
this site. The project will be built in phases in order to respond appropriately to market trends. Existing
are two noteworthy site elements:the Manor House and the mature trees.The manor house will be
converted into a concierge/social hall to serve the residents. Of the six larger buildings (pavilions)

Throughout the project's planning,efforts have been made to preserve as many of the existing trees
possible.In doing so,a tree arborist was consulted and a tree inventory report was prepared outlining
those trees to be preserved and those impacted and slated to be removed due to disease and
construction. Enclosed in this submission is the revised report.
The project's character evokes an"old-shoe" community with narrow brownstone travelways,mature
trees,views to distant mountains and intimate gardens. As far as improvements,with the exception of
the pavilions,we have tried to be as minimal as possible. For instance,we have primarily kept the
existing driveway alignment for the main road. Other improvements in front of the existing manor
house include the access road(s)/sidewalk to the adjoining properties (although the access to Kappa
Sigma may never happen).Furthermore,the existing lawn/open space between Route 250 and the
manor house has been preserved in that no proposed buildings constitute a significant encroachment
into this area.In addition to these improvements,the existing house will be renovated to serve the site's
new use,while the existing wall along the front property line remains with only a few modifications to
accommodate the necessary entrance and sidewalk. And as mentioned above,a large majority of the
mature trees on-site will remain.
The site's general design has not changed significantly since our last review. Modifications include a
new sidewalk from the site to a future sidewalk running along Route 250;another sidewalk from the
adjoining properties that parallels both of the access roads;reconfiguration of the entrance drives to
each of the pavilions;and minor improvements to both the utility network and landscaping.
We feel these improvements are all positive and reflect the comments of all the review agencies up to
this point. Additionally,we hope these improvements also represent a quality suitable to the Boar's
Head/Ednam/Farmington area while continuing the character of Albemarle County along this
Entrance Corridor that is so often admired by those living in Charlottesville.
