Please see our responses below in red. A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. 1. Ensure registration statement and section 9, signed certification are signed. Rev. 1: Commen, a)HdrPCCPri 3. Rev. 1: Registration statement must be signed by the operator. Either the contractor must sign it, or the owner who signed it must be listed as the operator. B. Pollution Prevention Plan (PPP) The PPP content requirements can be found in County Code section 17-404. 1. Please provide a PPP. Stormwater Management Plan (SWMP) 1. A stormwater management maintenance agreement must be recorded before this plan can be approved. Please contact Ana Kilmer [akilmer@albemarle.org 434-296-5832 ext.32461 to complete this process. Rev. 1: Comment not addressed. Broc Troxel is contacting Ana Kilmer to work out the maintenance agreement. 2. Since forest & open space is being used in the VRRM, this area must be shown on a plat labeled as SWM forest & open space and recorded with a deed before this plan can be approved. There must also be an easement labeled SWM Facility easement around the proposed pond and its outfall and access area. The easement plat application can be found here: https://www.albemarle.org/home/showdocument?id=1052 Rev. 1: Comment not addressed. Plat to be submitted once all revisions to plan are approved and final boundaries are set. 3. Please add the following note to this plan and the plat mentioned in the above comment: "The SWM Forest and Open Space Easement is subject to the guidance set forth by DEQ in the Virginia Stormwater Management Program. The areas will remain undisturbed in a natural, vegetated state, except for activities as approved by the local program authority, such as forest management, control of invasive species, replanting and revegetating, passive recreation (e.g., trails), and limited bush hogging to maintain desired vegetative community (but no more than four times a year)." Rev. 1: Comment not addressed. Response letter said it was on sheet 2, but it was not evident. Text was on a non -print layer. Note is on sheet 2 under the legend in the "Water Quality Master Plan" Viewport. 4. Please clarify where the 17.5 acres of forest & open space is located. The legend appear incorrect on sheet 2. Rev. 1: Comment addressed, however, please label it as SWM forest & open space easement. "Open Space" in the legend has been replaced with aforementioned text. 5. Please add a title to sheet 1 and include WPO202100033 in the title. Rev. 1: Comment addressed. 6. Professional seal should be signed and dated. Rev. 1: Comment addressed. 7. Please provide date the topographic information was obtained/survey was completed. Rev. 1: Comment addressed. 8. Please show the WPO buffer and any critical slopes from county GIS on all applicable sheets. Rev. 1: Comment addressed. 9.It would be helpful to have a grading and layout sheet separate from the E&S sheet. Rev. 1: Comment addressed. 10.Please double check all grading and contour labels. The northern end of the site appears to have 1 ft contours tying in to 2 ft contours. Also, the proposed contours do not match the labels on the northwest side of the site. Rev. 1: Comment addressed. 11. Is the disturbed area 7.65 acres or 7.71 acres? There is a discrepancy in the plans. Rev. 1: The calculations packet project description (page 1) still says 7.65 acres. Please update. ESC Narrative has been updated to show new 7.90 acre disturbed area. 12.Please label contour elevations on all applicable sheets, especially the drainage divides.Rev. 1: Comment addressed. 13.Please list the required maintenance for the proposed SWM pond on the plans. Rev. 1: Comment not addressed. Drainage maps have been updated and thus channel/flood protection strategies have changed. Per 9VAC25-870-66-B, concentrated stormwater flow shall be released into a stormwater conveyance system. The currently proposed outfall does not appear to go into a conveyance system or channel. Rev. 1: Is this Ditch 1 in the calculations? Please clarify and ensure plan view matches calculations. Plan view said Swale cross section. DI's and culverts were clearly labeled. Also, plan view contours do not appear to show a v-ditch or Swale as shown in calculations (or a channel). Contours below pipe outfall are shown below. A ditch or Swale is not evident. If necessary, a site visit can be completed to verify the ditch/swale. We have decided to add a level spreader to the outlet of the pond, thus satisfying 9VAC25-870- 66-D. See "Stormwater Management and Water Quality" section of esc narrative for more info. 18. Rev. 1: Existing drainage area appears too large. It should only be the DA to the proposed outfall point. Existing drainage areas have been remapped and energy balance calcs have been recalculated. D. Erosion and Sediment Control Plan (ESCP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is disapproved, and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17-402. Please show a stockpile, staging and parking area. Rev. 1: Staging and parking area should have perimeter controls. Silt fence along the southern end of the site has been modified to encompass the stockpile, staging and parking area. 4. Please provide adequate perimeter control, including silt fence around the southern and eastern ends of the project. Rev. 1: See comment above. Provide details for the trash rack and anti -seep collars. Rev. 1: Ensure trash rack detail specifies the anti -vortex. Trash rack detail has been replaced with anti-vortex/trash rack detail from VESCH "Sediment Basin" section. 7. Please clearly show the drainage area for the sediment basin as well as the required dry and wet volume storages. Rev. 1: Volumes were not evident on the plan, elevations were shown. Also show the freeboard on the detail as well as the embankment top width. Volumes, freeboard, and embankment width have been added to Sediment basin detail on sheet 2. 8.Please add a note to the plans that County Inspector may require additional measures as needed on site.
