February 12,2018
The Albemarle County Architectural Review Board met on Monday,February 12, 2018, 1:00 p.m.,Room
241, Second Floor, County Office Building, Charlottesville,Virginia. Those members present were Stan
Binsted,Vice-Chair; Frank Hancock,Frank Stoner,Dade Van Der Werf and Bruce Wardell,Chair.
Staff present were Paty Saternye,Heather McMahon, Sharon Taylor and Margaret Maliszewski.
CALL TO ORDER
Mr.Binsted called the meeting to order at 1:02 p.m. and established a quorum.
DISCLOSURES
Mr.Binsted invited disclosures. Hearing none,the meeting moved to the next item.
PUBLIC COMMENT
Mr.Binsted invited public comment.
Neil Williamson, Free Enterprise Forum, thanked staff for bringing forward the issue that renders one-
third of the Entrance Corridors illegal and asked the ARB to refuse to see any applications in those areas.
He said they look forward to working with the county.
There being no further public comment,the meeting proceeded.
Mr.Wardell arrived at 1:03 p.m.
REGULAR REVIEW ITEMS.
a. ARB-2017-129: Hollymead Town Center Hotel — Final Site Plan - Final Site Development Plan
with an architectural review(TM/Parcel 032000000041D).
Proposal: To construct a three-story hotel building.
Location: Hollymead Town Center,Route 29 North
Staff Presentation:
Paty Saternye summarized the request and recommended the following as the primary points of
discussion:
1. The level of detail and landscaping on the north side of the building.
2. The landscaping of interior roads and parking areas.
3. The use of screening fencing for the rooftop mechanical equipment and the elevator tower.
Staff recommends approval with the required conditions as outlined in the staff report.
Applicant Presentation:
Justin Shimp, engineer for the project, spoke regarding the following primary points:
- After review of the staff recommendation they would be happy to add trees;

- Regarding the issue with the off-site area they have agreement to do the road but not the parking
and landscape. The problem is not being able to get permission to add trees off-site since they
just have approval for the travelway.
- The dumpster will be moved onto our property just over to the side behind the building,
- A waiver is needed for parking.
Mr.Wardell invited public comment. Hearing none,the ARB went into discussion.
Board Discussion:
The ARB held a discussion with the applicant and staff on the proposed development regarding the
following issues:
- Easement problem—either get it or provide trees in other locations.
- Offsite planting easement to meet the EC landscape requirements.
- Provide documentation on equipment screening.
After discussion,the ARB took the following action.
Motion:Mr.Van Der Werf moved for approval of the Certificate of Appropriateness for ARB-2017-129:
Hollymead Town Center Hotel—Final Site Development Plan with an architectural review with the
following required conditions:
A Certificate of Appropriateness is required prior to final site plan approval.
1. Revise the window glass note. Ensure that the note is"Visible light transmittance (VLT)shall not
drop below 40%. Visible light reflectance (VLR)shall not exceed 30%."
2. Specify the height above the parapet for any rooftop equipment and show the elevator tower on the
elevations. Show rooftop screening for the mechanical equipment and elevator tower in the building
elevations.If a fence is proposed as the means of screening,include a detail in the drawings.
3. Ensure that the proposed landscaping does not conflict with the mechanical equipment's location at
the southwest corner of the building.
4. Locate loading, service and storage areas on the plans. Show how visibility of these features will be
eliminated.Alternatively, indicate that no such areas are proposed.
5. Add the standard mechanical equipment note to the architectural plans.
6. Provide an offsite planting easement to meet the EC landscape requirements. If an easement cannot
be obtained, locate the off-site trees to on-site locations.
7. Add a tree on the north side of the building. Because of the proximity to the building,a smaller tree
type may be accepted.
8. Provide a signed conservation checklist, and provide tree protection fencing on the grading,
landscaping and E&SC plan sheets at the south edge of the property to protect the trees on the Target
lot.
9. Adjust the labels and symbols for the landscaping in the Target parcel so that the leaders for the labels
point to the symbol they are meant to identify.
10. Remove both of the notes that specify that landscape requirements will not be met. They are note#5
and the note on the interior road and parking area tree counts.
11. Add trees in the two parking islands adjacent to the main entrance and in the middle parking lot island
on the far side of the west parking lot behind the light pole to meet the interior tree requirement.
12. Limit the number of proposed plants for any one species to 25%of the total proposed for that plant
type(tree, shrub). Reduce the percentage of sycamores.
13. Revise the proposed landscape schedule so that all trees, including sassafras,have a minimum caliper
of 2 Y2".
14. Ensure that any loading, service or storage area are screened and integrated into the site with
appropriate landscaping. Alternatively, specify if none are proposed.

15. Adjust the labels and symbols for the landscaping in the Target lot so that the leaders for the labels
point to the symbol they are meant to identify.
16. Note that a separate sign application will be required.
The ARB also recommends the following: Consider adding additional trees(small trees are acceptable)
on the south side of the building to count toward the street tree requirement.Ensure that the tree
placement on the south side of the building coordinates with the building's architecture.
Mr. Stoner seconded the motion.
The motion carried by a vote of 5:0.
b. ARB-2017-137: North Pointe Middle Entrance Stormwater Management Facility Landscaping
- Preliminary review of a Site Development Plan(TM/Parcel 03200000002000)
Proposal: To provide landscaping at stormwater management facility#2.
Location: On the east side of Rt.29, across from Northside Drive
Staff Presentation:
Margaret Maliszewski summarized the request and recommended the following as the primary points of
discussion:
Staff recommends the following as the primary points of discussion:
1. The proposed shape, placement and land form (grading) of the stormwater facility and the
transition from the conservation area to the hard edge of the parking lot and buildings; the degree
to which this design meets the proffers
2. Expectations for the character of the 40' landscape buffer
Staff offers the comments on the preliminary plan as shown in the staff report.
Applicant Presentation:
David Mitchell, Great Eastern Management representative for the request, spoke regarding the following
primary points:
- This is a tough site with a lot of dirt to move. The buildings must be located in the places shown.
There are square footage restrictions.
- Landscaping issues: There will be 4'-6' of water in the pond. We are restricted on planting on the
downhill side of the pond by engineering. We cannot plant anything that holds water back—only
bushes or grass to protect the dam.
- Can add trees at the access lane; however, until the site gets developed we have to provide the
existing access from the turn lane off of Rt. 29. The access from 29 goes away when the
commercial site is developed and the travelway ties into the lane once developed.
Mr.Wardell invited public comment. Hearing none,the ARB went into discussion.
Board Discussion:
The ARB held a discussion with the applicant and staff on the proposed development regarding the
following issues.
- Landscaping issues

- Visibility from Entrance Corridor—Can the permanent maintenance access be moved further
away from the EC to minimize visual impacts on the street?If grading prevents relocating the
access,provide additional landscape screening.
- Provide better transitions in the area northeast of the pond where the proposed grading does not
seem to join the existing topography.
After discussion,the ARB took the following action.
Motion: Mr.Van Der Werf moved for approval of the Certificate of Appropriateness for ARB-2017-137:
North Pointe Middle Entrance Stormwater Management Facility Landscaping-Preliminary review
of a Site Development Plan with the following required conditions:
1. Relocate the permanent maintenance access further away from the EC to minimize visual impacts
on the street.If grading prevents relocating the access,provide additional landscape screening.
2. Provide additional planting along the south and west sides of the access easement to better
integrate the path into the surroundings.
3. Increase the density of trees on the north/west side of the stormwater facility.Mix evergreens and
deciduous trees,and large and small trees.
4. On the conservation side of the facility, add trees and revise the layout of shrubs to emphasize the
natural character of surroundings.
5. Revise the plans to show the existing frontage condition the full length of the frontage and to
show the 40' landscape buffer. Identify on the plan the places where existing wooded area is not
sufficient to accomplish the buffer,and show on the plan the planting that will be added to create
the 40' buffer in those areas.
6. Add the standard plant health note to the plan: "All site plantings of trees and shrubs shall be
allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs
and trees shall be pruned minimally and only to support the overall health of the plant."
7. Show existing and proposed tree lines on the plans.
8. Round the contours at the maintenance path and at the northeast of the pond for a more natural
appearance.
Mr.Hancock seconded the motion.
The motion carried by a vote of 5:0.
c. ARB-2017-139: Old Trail Village Block 32 Initial Plan-Initial Site Development Plan(TM/Parcel
055E00100000A2)
Proposal: To construct 29 single-family attached units and 82 single-family detached units on 23.37
acres.
Location: North of Rockfish Gap Turnpike(Route 250),west of Old Trail Drive, and south of Golf
Drive
Staff Presentation:
Heather N. McMahon summarized the request and recommended the following as the primary points of
discussion:
1. The potential visibility of the 29 single-family attached units in the northeastern corner of the site.
2. What architectural elevations, plans, and materials samples might be required for future
architectural review.
3. Review of the final site plan and architecture by staff.

Staff recommends that the ARB forward the recommendations to the Agent for the Site Review
Committee as outlined in the staff report.
Applicant Presentation:
Amy George,with Roudabush and Gale,distributed a site section drawing and spoke regarding the
following primary points:
- The single-family dwellings will not be seen from Route 250.
- Since the development is not visible from Route 250 request made to forgo some of the
comments about the trees and follow regular zoning requirements.
Mr.Wardell invited public comment. Hearing none,the ARB went into discussion.
Board Discussion:
The ARB held a discussion with the applicant and staff on the proposed development regarding the
following issues.
- Landscaping
- Visibility from EC
After discussion,the ARB took the following action.
Motion:Mr.Binsted made a motion that the proposal does not require ARB review because,as
demonstrated by the applicant's cross section,the block will not be visible from the EC.
Mr. Stoner seconded the motion.
The motion carried by a vote of 5:0.
d. ARB-2017-142: Wawa Initial Site Plan - Initial Site Development Plan (TM/Parcels
032A00200001OO,032A00200001A1)
Proposal: To construct a fuel station with a 6,001 sf building,a 6,000 sf fuel-pump canopy,and
associated site improvements on 1.431 acres.
Location: Northeast corner of Seminole Trail(Route 29)and Proffit Road(Route 649)
The ARB recessed at 2:25 p.m. and reconvened at 2:28 p.m.
Staff Presentation:
Heather N.McMahon summarized the request and recommended the following as the primary points of
discussion:
1. The merit of relegating the fuel pump canopy away from the EC by moving the building closer to
the EC.
2. The proposed landscape plan and potential utility conflicts.
Staff recommends that the ARB forward the recommendations outlined in the staff report to the Agent for
the Site Review Committee.

Johnathan Richey,with Bohler Engineering,provided architectural renderings to the ARB and explained
that he could not speak to the architectural plans since the representatives from Wawa were not present.
He discussed the following primary issues:
- Examples of buildings in other locations
- The trademark design issue
- There is not enough space to flip the positions of the building and canopy
- Scale,massing,parking
- Integrating the fuel canopy design
- Relegating the canopy away from the EC-Fuel trucks have to come in and make U-turn
Mr.Wardell invited public comment. Hearing none,the ARB went into discussion.
Board Discussion:
The ARB held a discussion with the applicant and staff on the proposed development regarding the
following issues:
- Not convinced that this is the only way to lay out the site
- Need to deemphasize canopy. It would be helpful to see sketches.
- Canopy will be visible from EC—agree with staff's comments that the building and canopy need
to be flipped to integrate into building design
- This is a prominent corner in the county
- The canopy does not meet the EC guidelines
- This is a trademark building
After discussion,the ARB took the following action.
Motion: Mr.Binsted moved to forward the recommendations outlined in the staff report to the Agent for
the Site Review Committee,as follows:
• Regarding requirements to satisfy the design guidelines as per§ 1 8-30.6.4c(2), (3)and(5)and
recommended conditions of initial plan approval:
e Prior to Initial Plan approval the following items shall be resolved to the satisfaction of the
ARB:
1. Relegate the fuel pumps and canopy away from the Entrance Corridor.
2. Illustrate the utility easements on the landscape plan(C-600) and ensure that there are no
conflicts between the proposed planting placement and utilities.
3. Reduce the dimensions of the fuel-pump canopy to comply with the Standards for Fuel
Pump Canopies as outlined in Appendix B of the EC Design Guidelines.
• Regarding recommendations on the plan as it relates to the guidelines:
1. Consider substituting native tree and shrub species for those exotic species found in the plant
schedule.
2. Consider adding shrubbery to the exterior of the building.
• Regarding conditions to be satisfied prior to issuance of a grading permit:None.
• Regarding the final site plan submittal:
1. Submit architectural elevations and plans of the building and fuel pump for final review.
Address the standards and criteria established in the Standards for Fuel Pump Canopies as
outlined in Appendix B of the EC Design Guidelines.
2. Submit material samples for final review.

3. Relieve blankness on the north, south and west elevations by using architectural detail,
supplemented with landscaping.
4. Provide manufacturer's specifications for proposed window glazing and samples for final
review.
5. Provide the standard glass note on the elevations: Window glass in the Entrance Corridors
should meet the following criteria: Visible light transmittance (VLT)shall not drop below
40%. Visible light reflectance (VLR)shall not exceed 30%.
6. Submit elevations, details,and samples of the dumpster enclosure for final review.
7. Revise the plan to include dumpster elevations and details.Provide samples of the dumpster
enclosure for review.
8. Relegate loading areas and mechanical equipment from the EC.
9. Provide a roof plan with equipment heights for review if any proposed mechanical
equipment will be roof-mounted.
10. Provide the standard mechanical equipment note on the General Notes page(C-101) of the
site plan set and on the architectural drawings: Visibility of all mechanical equipment from
the Entrance Corridor shall be eliminated.
11. Ensure that no footcandle values above 0.5 spill over from the property boundaries into
public right-of-ways.
12. Provide manufacturer's specifications for all proposed light fixtures.
13. Reduce the illumination values so that maximum footcandle(fc)value is below 20 fc.
14. Ensure that light color is consistent throughout the site.
15. Change the color of light models A4,B3, and B4 to dark brown, dark bronze, or black.
16. Ensure that the mounting heights of the freestanding pole lights includes the base and reduce
the total height to a maximum of 20' from grade.
17. Provide standard lighting note on the lighting plan(C-700)within the site plan set:Each
outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a
full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining
residential districts and away from adjacent roads. The spillover of lighting from luminaires
onto public roads and property in residential or rural areas zoning districts shall not exceed
one-half footcandle.
18. Clarify the manufacturer listed in the luminaire schedule on the lighting plan(C-700) for
Dl.
19. Ensure that all LLF values in the luminaire schedule on the lighting plan(C-700)are all
equal to 1.0.
20. Correct the illustration on C-600,which currently calls out the AR as 'AB'.
21. Amend the plant schedule on the landscape plan(C-600)to reflect that the trees on the EC
frontage will be planted at a minimum of 3.5 inches caliper.
22. Delineate the utility easements on the landscape plan(C-600)and the site&utility plan(C-
300). Increase planting area to ensure that there are no conflicts between the proposed
planting placement and extant/proposed utilities/easements.
23. Extended the proposed tree plantings along the full lengths of the EC and Proffit Road
frontages.
24. Provide plantings in the southwest and northwest corners of the site.
25. Provide one additional interior parking tree.
26. Provide a continuous row of shrubs along the Rt. 29 and Proffit Road frontages.
27. Note that signage requires a separate application. Ground cover, shrubs and/or trees will be
required to integrate the freestanding signs into the overall development.
28. Reduce the number of BNH and IV to below 10 and 25 respectively(or below 25%of
typology totals)by introducing more plant variety.
29. Provided the standard plant health note on the landscape plan(C-600):All site plantings of
trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping

of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the

30. Mark all trees to be removed on the Existing Conditions/Demolition Plan(C-201)within the
site plan set.
31. Orient the building and canopy parallel to the EC.
Mr.Van Der Werf seconded the motion.
The motion carried by a vote of 4:1. (Stoner voted no.)
e. ARB-2018-01:Price Hyundai&Truck Maintenance Amendment-Amendment to a Certificate
of Appropriateness(TM/Parcel 04500000006800)
Proposal: To revise an approved design to renovate the exterior of the Hyundai showroom building by
adding an EIFS band to increase the height of the façade 4' 5",to eliminate the rear addition,to revise the
storefront system to one of butt-glazed glass, and to revise the interior columns from 2' x 2' white to 3
inclined 6"green columns. (See Attachment A.)
Location: 2150 Seminole Trail, on the west side of Rt.29, approximately 800' south of Hilton Heights
Road

Staff Presentation:
Margaret Maliszewski summarized the request and recommended the following as the primary points of
discussion:
1. The proportions of the fascia design.
2. The proposed material and color of the fascia extension.
Staff recommends approval of the proposal with the conditions outlined in the staff report.
Applicant Presentation:
Bob Anderson, architect,discussed the following primary points:
- Fascia design
- Material and color of fascia extension
Mr.Wardell invited public comment. Hearing none,the ARB went into discussion.
Board Discussion:
The ARB held a discussion with the applicant and staff on the proposed development regarding staff's
primary points of discussion and took the following action.
Motion: Mr.Binsted moved for approval of the Amendment to a Certificate of Appropriateness for ARB-
2018-01: Price Hyundai&Truck Maintenance Amendment with the following conditions:
1. Revise the design to eliminate the uncoordinated,top-heavy appearance that results from the
EIFS extension above the metal fascia.Possible solutions include, among others,replacing EIFS
with the bronze metal and/or recessing the new wall back from the fascia, or introducing other
details that break up the top-heavy appearance.
2. Note that a separate sign application is required for the wall'signs illustrated in the elevations.
Mr.Hancock seconded the motion.

OTHER BUSINESS
a. ARB-2017-24: City Electric Supply Sign
After viewing the revised plan, the ARB determined that 10" of clear space was sufficient for the CES
black and white letter sign and that the illustrated position on the building was acceptable.
b. SP-2017-32: UVA Outdoor Tennis Facility
After considering staffs description of the proposal, it was the consensus of the ARB that full ARB
review of the SP and ZMA were not required.
c. Riverside Center Building 2325
After considering staffs description of the proposal, it was the consensus of the ARB that staff could
review the application administratively
Next ARB Meeting: TUESDAY,February 20,2018, 1:00 p.m.
(Mr.Van Der Werf and Mr. Stoner will be absent.)
