Major Site Plan Amendment
The Site Review Committee reviewed the above referenced plan/plat
on March 26, 1992. Pertinent comments from the following agencies are

revised plan/plat no later than 5: 00 p.m. April 6, 1992.

No plan/plat will be scheduled for Planning Commission review
until all necessary information and items marked with ** on the
comments are submitted, in a form satisfactory to the Director of
Planning and Community Development.
Provided that you meet the stated deadline for revisions, and
the revisions are satisfactory, your plan/plat will be heard
by the Planning Commission on April 28, 1992, 7: 00 p.m. ,
Meeting Room #7, Second Floor, County Office Building,
401 McIntire Road. THE APPLICANT OR A REPRESENTATIVE MUST
BE PRESENT AT THE PLANNING COMMISSION MEETING.
The Planning Commission will not review plans/plats which
occasion sight distance, grading, or other easements (excluding
those for public utilities) , without evidence from the developer
that permission is obtainable. This evidence must be submitted
by the revision deadline for this item to proceed to the Planning
Commission at the above-noted date.
In such case in which the developer does not revise the plan to
include recommendations of the committee, the developer 'shall
submit in writing to the agent by the revision date a statement
as to the reasons and justification for not incorporating such
recommendations in the revised plan.

SITE REVIEW COMMENTS - BOARS HEAD INN SPORTS CLUB MAJOR SITE PLAN
AMENDMENT
The following items must be addressed by the revision deadline in
order to remain scheduled for Planning Commission review. If you
choose not to incorporate a comment of the Site Review Committee, you
should submit a written justification detailing the reasons the
revision was not made. All information, studies, maps arguments or
other other materials which you wish to be considered by the Planning
Commission must be submitted in writing to this department no later
than the revision deadline. Information submitted after this date or
during the public hearing will not be considered by the Planning
Commission in its deliberation. If the plan is not resubmitted by the
revision deadline your item will be removed from the Planning
Commissions tentative agenda and rescheduled after this department has
had an opportunity to review the revised plan.
** 1. Section 32 .7. 6. 1 states:
In areas where public water is deemed reasonably available
by the commission, fire hydrants and distribution systems
shall be provided by the developer. Hydrant locations and
fire flow requirements shall be as prescribed by Insurance
Service Offices ( ISO) standards and subject to approval of
the Albemarle County fire official. Access ways for
emergency vehicles shall be provided as specified by the
fire official. In areas where public water is not
reasonably available, the fire official may require such
alternative provisions as deemed reasonably necessary to
provide adequate fire protection. ( 32 . 5 . 18 , 1980)
The Inspections department indicate fire flow to the bubble
structure must meet 1, 850 gpm at 20 psi. Past review of
this site indicate a low fireflow in this area (see Boars
Head Inn Gift Shop Addition) .
This proposal envisions a bubble structure for six months of
the year. Given the limited materials used in "Bubble"
structures, staff is uncertain the fire flow requirements
can be altered significantly. Either remove all use of the
bubble structure of change the proposal so there may be
reductions of minimum fire flow through appropriate fire
rated materials or sprinklers . Staff recommends the
applicant contact the inspections department as soon as
possible.
Section 32 . 2 . 11 allows waivers 32. 7 , however, staff may be
reluctant to support any waivers until all issues of public
safety are addressed. Contact this department prior to
resubmittal.
** Submit a site plan showing the entire sport club site and
parking. Confirm parking requirements with the Zoning
Department.
** 3 . Berwick Drive does not extend to this area. Please delete
or change the Berwick Drive reference.
** A4 . Section 4 . 12 . 6 . 2 of the Zoning Ordinance limits lighting.
Please note on the site plan "All lighting shall be directed
ora shielded away from residential properties and roads .
** 5. Chis property is presently zoned R-1, Residential. Confirm
in writing from the Zoning Administrator this use is
allowed.
** 6 . t Sfow all critical slopes. Please be aware that Section
4 . 2 . 3 . 2 indibates no grading shall take place on critical
slopes. Section 4 . 2 . 5 . 1 allows modification of Section 4. 2
by the, Planning Commission. Either relocate these
activities or submit in writing a request to modify Section
4 . 2 . Read Section 4 . 2 . 5. 1 and the intent of critical slopes
(Section 4 . 2 ) . Address each concern in your waiver request.

plans and. calculations.
b) Department of Engineering approval of stormwater detention
plans and calculations.
c) Department of Engineering issuance of an erosion control
permit.

Boar's Head Inn - Major Amendment (SDP-92-017)
(plans dated March 9, 1992)
1. Provide a fire hydrant so that the entire west side of the
tennis complex is within 400' of the hydrant.
2 . Required 'fireflow is 1, 850 gpm @ 20 psi.
L.'3": Relocate the tennis enclosure so that it is at least 20' from
the existing sports building. A' firerated fire wall, and door,
will have to be provided at one end of the covered walkway.
Ednam Pool Condominiums (SDP-92-016)
(plans dated March 9, 1992)
1. Provide a handicapped accessible parking space in the
condominium parking garage. A notation to this effect should
be included in the "required parking" comments.
2 . Provide a fire hydrant so that the entire east side of the
condominium building is ,within 400' , by way of paved travelway,
of the hydrant.
3 . Required fireflow is 3 , 100 gpm @ 20 psi, or to satisfy the
sprinkler requirements.

RE: Site Review Comments
Boar's Head Tennis Courts
1. Because the applicant is decreasing the number of parking
spaces, we must review the validity of the parking schedule
shown for the entire sports club (Section 4. 12 .2) .
Ordinarily, 1 parking space is required for every 125 square
feet of usuable recreation area (4. 12 .6.6. 1(g) ) ; however, we
realize that for some types of recreation, such as tennis,
this requirement may lead to excessive parking.
Section 4. 12 . 6. 6.1 authorizes the Zoning Administrator to
determine the amount of parking required for uses that
differ from the categories set forth in the Ordinance. In
vorder to make this determination, we need some information
from the applicant. Please give us, in writing, the square
footage of the pool and restaurant and the number of
racketball and squash courts. Is the restaurant open to the
public, or is it used primarily by participants in the `
sports facility? How many employees are there in the total
facility?
—,;> The surface of Parking Lot C is gravel. According to
Section 4 . 12 .2, parking lots must conform to Section 4. 12
when the number or location of parking spaces on a site is
changed. Please show the required paving specifications and
delineate parking spaces of the required dimensions
(4.12 . 6.5) .

height and caliper.
