I have to ask you the question what is the specific reason 6409 doesn't apply to this site CV310:

Section 6409 requires that localities approve applications to collocate and replace equipment on an existing "tower" if the
modification does not result in a substantial change to the physical dimensions of the facility The proposed ordinance
delineates several classes of changes that would not result in a substantial change to the physical

dimensions of a facility and, therefor., .ould have to be approved by the agent:
-Adding one or more antennas.
