The County TMP 102-37 is not held under easement with VOF. The issue maybe that your online GIS system shows that parcel as being held in conservation easement (overlay link you sent) but the tax type is listed as 'Reg. Taxable' not 'Conservation Use'. That TMP parcel has surrounding VOF conservation easement properties including one that used to be owned by Mr. Cangiano but is now owned by the Trump Winery, which may be the cause of the confusion. An odd thing with this one that I was trying to figure out is that the notification listed SUB202100070 as being related to VOF-1552 which is the Trump Winery property. However the applicants name is CANGIANO, SALVATORE who owns tmp 102-37 which is not held under easement with VOF. The issue maybe that is your online GIS system it shows that parcel as being held in conservation easement but the tax type is listed as 'Reg. Taxable'.
