Dear Matt Wentland:
This letter is supplemental to the second submission of the VSMP Permit for Crozet WTP Expansion and
Rehabilitation Project, WPO201800025. Responses to comments on the initial submittal dated May 10,
2018, are outlined below.
A. Stormwater Pollution Prevention Plan (SWPPP)
1 Since this portion of the site is in addition to the 1.4 acres of disturbance shown on the
existing DEQ permit, the registration statement will need to be completed and signed and
the acreage updated to reflect the projects total disturbance.
i Previous projects (GAC and FWPS) disturbance was 1.39 acres. Proposed
disturbance is 0.62 acres. Approximately 0.28 acres of proposed disturbance
overlaps the previous projects disturbance. Therefore, the total disturbance is
1.73 acres, as changed on the DEQ Permit.
II. DEQ permit is signed.

B. Pollution Prevention Plan (PPP)
1 The PPP appears acceptable at this time.
i. No action required.
C. Stormwater Management Plan (SWMP)
1. Provide copies of all recorded easements or agreements for offsite work.
i Recorded easement for tax map 57A-2B-21, to be submitted once obtained
D. Erosion and Sediment Control Plan (ESCP)
1. Include the detail for a paved construction entrance
I. Detail for paved wash rack added to sheet 13 of 13.
2. Include a note on the plans that additional ESC measures may be required by the County
ESC inspector.
i. "Additional ESC BMP measures to be installed when required by the County
ESC Inspector" added after Note 1 on sheets 9 and 10 of 13

Additional changes from submittal 1 included
Scope of Work.
1. Additional work has been added to the scope of the project. The additional work includes
connecting the sanitary sewer services from the filtration building, and the eastern ACSA
maintenance building to the proposed sanitary sewer forcemain The additional work will result in
0 21 acres of additional disturbance Surface condition will be restored to pre-construction
condition. Thus no changes to the pre and post impervious coverage Changes due to the work
added are noted below.
Application.
1. Section B.All Fees, changed total acres proposed to be disturbed from 0.76 to 0.97. This is due
to the work added to the project.
ECP & SWP-
1 Section 1. Project Overview, description of project updated This is due to the work added to the
project
2. Section 2.2 Disturbance—Water Treatment Plant, disturbance acreage updated This is due to
the work added to the project
3 Section 4.2 Water Quality Requirements—Water Treatment Plant, description of work
updated and total phosphorus reduction required updated. This is due to the work added to the
project
4. Tables 1 and 2, disturbance areas updated This is due to the work added to the project.
5. Appendix C,Water Treatment Plant Site—Water Quality, disturbance areas updated. This is
due to the work added to the project.
SWPPP & PPP:
1 Section 3. Nature of Activity, disturbance area and nature of activity updated. This is due to the
work added to the project.
2 Section 4. Erosion and Sediment Control Plan, updated with changes noted above in D.1.i and
2.i. and updated with disturbance from sanitary sewer services for the Filter Building, and ACSA
maintenance garage
3. Section 5. Stormwater Management Plan, added watermain connection on the Loading Dock
Grading detail, and aggregate thickness on the Typical Loading Dock Grading Section detail
4 Section 6. Pollution Prevention Plan. Updated with sanitary sewer services for the Filter
Building, and ACSA maintenance garage.

9. Sheet 7. Utilities Plan 2, added sheet for the sanitary sewer services for the Filter Building, and
ACSA maintenance garage
10 Sheets 8. & 9. Landscaping Plan, (sheets 7 &8 in previous submittal) removed Leyland
cypress, spaced out plantings, added Eastern Red Cedar on the north side of the access drive,
per ARB and SDP comments.

comments. Scale changed such that the entire site ESC Plan fits on one sheet Thus, sheet 2 of
