This plan is denied for reasons that pertain to FEMA LOMR approval and easement recordation, and is an excellent submittal. Application awaits SWM facility easement recordation and FEMA LOMR approval. No revised submittals are required of Applicant at this time. A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESOP, (3) a SWMP, and (4) any TMDL measures necessary. This SWPPP is disapproved for reasons listed, below. (Rev. 1) SWPPP is approved, prior comments addressed. 1. Sec. 1 /Registration Statement: Sec. IIF; please leave blank since Scott's Ivy Exxon is outside Albemarle County MS4. Please provide notes, labels, etc. for this SWPPP Exhibit, Overall Site Limits of Disturbance. 3. Sec. 6A: PPP Exhibit/s (Phase 1, II, III) include symbols /linework for typical PPP measures, but no labels or legend. Please label: a. Small depression for collecting detaining vehicle wash waters b. Solid waste dumpster, covered c. Portable sanitary facility (porta-john) d. Concrete /stucco /paint washout e. Paint /solvent storage f. Rain gauge g. On -site fuel storage, if needed [likely not; this is a gas station] 4. Sec. 6.E.: Provide Name of individual with Robinson Development Group responsible for PPP. Required to list a named individual prior to scheduling preconstruction meeting. A named individual is not required for VSMP/WPO Plan approval. 5. Please revise SWPPP cover to ref. WPO202100023, 6. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan may be approved once FEMA approves LOMR application, and SWM facility easement is recorded. A Grading permit may be issued once VMSP is approved, and 0.35 lb. nutrient credit purchase is complete (Affidavit /bill of sale approved by County). 1. Please delete `100-yr Floodplain' labels that indicate proposed rather than Eff, or mapped 100-yr floodplain labels. Please see related Engineering review comment, item 4, SDP2021-00030, Final Site Plan. (Rev. 1) Addressed. 2. Plan proposes 0.35 lb. nutrient credit purchase. Please coordinate purchase of credits with Ana Kilmer (434.296-5832-x3246) prior to purchase. Purchase must be made thru Ivy Creek bank. Also, please see email sent 5/18/2021 9:46 AM. Nutrient credit purchase is required prior to Grading Permit issuance but is not pre -requisite to VSMP /WPO plan approval. (Rev. 1) Persists. Applicant (letter d. 7/9/21): `This comment is acknowledged, and the nutrient credit purchase process is ongoing.' 3. Sheet 8: Please provide detention basin typ. riprap ditch section (L x W x D). [image removed with Rev. 1 comments.] (Rev. 1) Addressed. 4. Sheet 9: Detention basin detail and section reference grass -lined emergency spillway, but neither detail nor section view indicates emergency spillway grading. Please revise proposed contours, as needed. (Rev. 1) Addressed. 5. Please revise plan title to include WPO202100023. (Rev. 1) Addressed. 6. A SWM facility easement (deed + plat) must be recorded prior to WPO plan approval. Easement plats require a separate application, fee, review process, and approval. Please submit easement plat application at earliest convenience. (Rev. 1) Persists. Applicant: `This comment is acknowledged.' 7. FEMA LOMR approval is required prior to WPO202100023 approval since this plan relies on redrawn FEMA mapped floodplain limits. (Rev. 1) Persists. Applicant: `This comment is acknowledged.' SWM Calculation Packet —Approved 8. Please revise calculation packet cover sheet to ref. WPO202100023. (Rev. 1) Addressed. C. Erosion and Sediment Control Plan (ESOP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is approved. (Rev. 1) Prior comments are addressed. 1. Provide sediment trap graphic /table design data. 2. Label floor dimensions of trap in plan view (L x W). D. Pollution Prevention Plan (PPP) —Approved The PPP content requirements can be found in County Code section 17-404. This PPP is approved. I Please see review item A.(SWPPP)3., above. Process: After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 24 weeks to obtain all the correct signatures and forms. Engineering Review Comments Page 3 of 3 A Stormwater Management Facilities Maintenance Agreement will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre - construction conference, should everything proceed satisfactorily, a jein4V8A4P-and grading permit will be issued by the County so that work may begin.
