HomeMy WebLinkAbout1955MINUTES OF THE MARCH 3, 1955 MEETING OF THE ALBEMARLE COUNTY PLANNING COMMISSION Tie meeting was called to order by Charles Barham, Jr., Chairman at 6:00 P.M. In Addition to Mr. Barham, the following members were present: Mr. C. Nelson Beck, A. Gaines Fray, Mrs. Fred T. Liady, Cecil Maupin, E. D. Tayloe, and S. S. Clark, Secretary. Others present were: M. M. Pence, County Executive and Dowsing L. Smith, Commonwealth Attorney. A letter from Mr. T. R. Moore, dated February 19, 1955, requesting a rehearing on the problem of subdivision of his land, was discussed. After discussion of Mr. Moore's letter, Mr. Barham directed the Secretary to answer it informing him that the Planning Commission had no authority to render a judicial decision as to whether his property constituted a subdivision. Subdivision plats of "Rutledge", "Monte Vista Extension" and "Hessian Hills" were approved. County zoning was discussed end, in the opinion of the Commission members, it would be untimely to present zoning to the people. The secretary was instructed to communicate with the State Highway Department regarding (1) road locations in the county surrounding Charlottes— ville, more particularly the Route 250 By —Pass; (2) Policing secondary roads for trash, and (3) More attention should be given to the enforcement of the Litterbug campaign. Mr. Pence stated that Amos R. Sweet, local surveyor, has requested a master plan of potential State Highways to be constructed in the area ad— joining the City. A plan showing these roads would be helpful to those developing land in the vicinity of the City of Charlottesville. There being no further business, the meeting adjourned at 8:45 P.M. Samuel S. The C6 ►ission has directed me to write you requesting your cooperation in the followirgt (l) They would like to have a plan showing t1he loeal;ion of anticipated roads or highways in the area of Albeverle County adjoining the ' $I City of Charlottesville, more particularly, the locetlon of the Route 250A By -Pass. It is realized that this information may not be in your harms but that you are in a position to obtain it. This Location of the By -Pass is of interest to land developers and land surveyors who are attempting to produce orderly dsveloMert of the land in the Charlottesville area of the County. r i (2) In some areas, as along the Old Ivy Road, a more frequent 'l policing of the secondary roads is necessary to prevent the accumulation of trash and cans on the road right of imys. L (3) It is believed a more rigid enforcement of the Anti -Litterbug law is needed to produce the conviction of violators thereby discouraging the duping of trash and debris along the Cooties road aides. MINUTES OF THE JUNE 91 1955 MEETING OF THE ALBEMARLE COUNTY PLANNING COMMISSION The meeting was called to order by Charles Barham, Jr., Chairman at In addition to Mr. Barham, the following members were present: Mr. C. Nelson Beck, Dr. McLemore Birdsong, A. Gaines Fray, Floyd E. Johnson, Mrs. Fred T. Liddy, Cecil Maupin, William T. Stevens, E. D. Tayl.oe, Downing L. Smith, Common- wealth Attorney, and S. S. Clark, Secretary. Sub -division plats of "Monte Vista Extension" and a "Portion of the R. M. Gentry Property" were approved. Action was withheld on th9 Master Plan for the "Green Valleys Sub -division" until the property could be reviewed in the field by the executive committee. Letters of March lOtb and April 4th, 1955 from Mr. W.W. Shields, Resident Highway Engineer, regarding the location of the Route 250 Bi-Pass and trash along the highways were read. Mr. William A. McClung, Chairman of a newly appointed commission to study trash disposal in Albemarle County, was present and discussed briefly trash disposal problems and asked for the cooperation of the Planning Commission. On motion of Mr. Floyd E. Johnson, seconded by Mrs. Fred Liady, the members unanimously voted their cooperation with Mr. McClung's Commission. A motion of Mrs. Liady seconded by Mr. Johnson, to recommend the County Board of Supervisors to request a member of the Contract6rs Association meet with the Planning Commission to discuss the trash disposal problems on their constructs on projects was approved. The Secretary was directed to inform the Supervisors. Mr. Barham advanced an idea on awards for the best kept business properties to stimulate interest in beautifying county and city properties. The awards might be presented by some civic organization annually. To investigate the possibilities of an annual award presentation, Mr. Barham appointed the following committee: Page 2 Mr. Floyd E. Clark, Secretary MINUTES OF THE SEPTEMBER $, 1955 MEETING OF THE ALBEMARLE COUNTY PLANNING COMMISSION The meeting was calledto order by Charles Barham, Jr., Chairman, at 7:30 P. M. In addition to Mr. Barham, the following members were present: Mr. C. Nelson Beck, Dr. McLemore Birdsong, Mr. A. Gaines Fray, Mrs. Fred T. Liady, Mr. Cecil Maupin, Mr. William T. Stevens, Mr. E. D. Tayloe, and S. S. Clark, Secretary. A copy of the Fauquier County Zoning ordiannce was presented and discussed. The preliminary Master Plan of the "Rutledge" Subdivision was approved by the Commission. Also, a plat of the subdivision of "Midmont" was approved contingent upon widening the 301 entrance to Lot 4 to a 501 Street. It was later learned that the 30' entrance was to be private and for the exclusive use of the owner of Lot 4. The plat was then approved and signed by the Chairman and Secretary. As the result of an inquiry from a Committee on Zoning from the League of Women Voters as to how they could assist in promoting zoning in the County, the following motion by Dr. Birdsong and seconded by Mr. Tayloe was unanimously approved: The Planning Commission is interested in and has the basic zoning data for a plan for Albemarle County, but will not participate in a promotional or educational campaign to put such a plan into effect. There being no further business, the meeting adjourned at 9:00 P. M. cretary MINUTES OF THE DECEMBER 8, 1955 MEETING OF THE ALBEMARLE COUNTY PLANNING COMMISSION The meeting was called to order at 7:30 P. M. The following members were present: Mrs. Fred T. Liady, Messrs. Mr. C. Nelson Beck, A. Gaines Fray, Wm. T. Stevens, Cecil Maupin, E. D. Tayloe, Downing L. Smith, Commonwealth Attorney, M. Maupin Pence, County Executive and S. S. Clark, Secretary. The school integration problem was discussed informally with no action taken by the commission. Mr. Pence presented an application of the Central Virginia Development Corporation to vacate a portion of plat of Section I of Green Valleys Subdivision. The application was explained by Downing L. Smith and discussed. On motion of Mr. Beck, seconded by Mr. Stevens, the following resolution was ordered to be drawn: "Be it resolved that the Chairman and Secretary of the County of Albemarle Planning Commission are hereby authorized to execute an agreement with the Central Virginia Development Corporation and other property owners approving the vacation of the said plat recorded in the Clerk's office of the Circuit Court of Albemarle County in Deed Book 315, Page 12, insofar as it portrays Lots 4, 5, and 6 in Block B; Lots 10 and 11 in Block C; the portion of Green Valley Drive shown thereon and the portion of Willard Drive which lies south of the northern boundaries of Lot 4 in Block B and Lot 10 in Block C."
